RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to
execute for and on behalf of the City of Lubbock a Change Order No. 1 to a Contract (Bid
No. ITB#122-03 BM) with D & D Cable Services LTD., to cover the expenses incurred
by D & D Cable Services LTD. for additional quantities of work caused due to alignment
changes on the Marsha Sharp Freeway made by the Texas Department of Transportation
after this project was awarded. A copy of said Change Order No. 1 is attached hereto and
incorporated in this Resolution as if fully set forth herein and shall be included in the
minutes of the Council.

PROJECT NAME: Relocate Water Supply Lines Ahead of Freeway Project
Change Order within the scope of the contract means a Change Order that DOES NOT ALTER THE NATURE OF THE
THING TO BE CONSTRUCTED AND THAT IS AN INTEGRAL PART OF THE PROJECT OBJECTIVE. After performance of a
construction contract begins, Change Orders may be approved if necessary to 1) make changes in plans or
specifications; or 2) decrease or increase the quantity of work to be performed or materials, equipment, or
supplies to be furnished. This does not mean that a department can redefine the project. All work that alters the
nature of the thing to be constructed or that is not an integral part of the project objective must be let out for
public bid by the Purchasing Department. Description of change (alteration, deviation, addition, or deletion)
caused by conditions encountered during construction not covered by the specifications and drawings of the
project (attach additional pages if necessary):
This Project is a water relocation proiect for the Marsha Sharp Freeway. TxDOT made changes to the
alignment requirements after this voiect had been awarded. These required changes to the Droiect
and the costs associated are itemized on the attached pages.
Change Orders must either be negotiated in the best interest of the City of Lubbock or put out for public bid by
the Purchasing Department. Where the Change Order is negotiated, the Change Order must be fully documented
and itemized as to costs, including material quantities, material costs, taxes, insurance, employee benefits, other
related costs, profit and overhead. Where certain unit prices are contained in the initial contract, no deviations
are allowed in computing negotiated change order costs.
ITEMIZED COSTS MUST BE FULLY DOCUMENTED AND ATTACHED TO THIS FORM.

Additions to Contract:
320 feet of 36 inch steel encasement installed at $69.40 per foot $22,208.00
New alignment of 24 inch pipe From Toledo east is immediately adjacent
to new LP&L poles. Casing was used to protect the foundation of these poles.
Extra depth of installation approximately 2,750 feet at $12.00 per foot $33,000.00
The new alignment of the 24 inch water line from Toledo West is to be
located deep enough to be under proposed storm water inlet boxes.
Trench box rental for New Bore at Toledo.
The new alignment at Toledo places a 24 inch water line adjacent
to a new LP&L pole. Because of the depth of the new water line
and the proximity to the pole a change was made to bore 60 feet in
this area. The cost of the bore was added to the existing contract
item #4, 240 of bore under 190' Street. This addition to the contract
is for the rental of trench boxes and the extra footage cut for the bore pit.
Trench box rental $2,646.00
Extra cut depth for bore pit $1,371.67
Reorient new tapping valve. $2,500.00
New tapping valve installed with this project will be in the way
of proposed storm sewer. With TxDOT input it was decided to
rotate the valve 90 degrees in order to clear any future structures.

Extra Calendar Days to complete project. 58 days
The realignment required by TXDOT came after the project was
awarded and the City was in the process of issuing the Notice to
Proceed. To accommodate this realignment there were several
meetings with TXDOT to firm up the new position, part of the
project had to go through a redesign, new plans had to be drawn
up and the material suppliers had to order and or fabricate some
of the material. During this time the contractor was unable to work.
