HomeMy WebLinkAboutResolution - 2004-R0129 - Resolution Authorizing Arts Alliance To Award Second Period Grants For 2003 - 03_04_2004Resolution No. 2004-RO129 March 4, 2004 Item No. 44 RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock BE and is hereby authorized and approves for and on behalf of the City of Lubbock, the Arts Alliance to award all of the second period grants for 2003 recommended by the Lubbock Arts Alliance Grants Review Committee. The letter, dated February 19, 2004, from the Lubbock Arts Alliance requesting approval of the second period grants is attached hereto and incorporated in this Resolution as if fully set forth herein and shall be included in the minutes of the Council. As you recall, this year's contract provided for $142,207 to be granted over two granting cycles. Accompanying this document are the results of the Cultural Grants Review Committee meeting held on February 17, 2004. Fourteen applications were received for this second grant (December 2003) funding cycle. Nine applications are recommended for full or partial funding and five applications are recommended for no funding. The total amount of funding requested for this grant cycle was $95,200, of which $61,586 is recommended for funding. The amount being recommended is the remaining balance of Hotel Occupancy Tax after the deductions of the first cycle grants and administrative expenses. Moreover, I would like to take this opportunity to state that the Lubbock Arts Alliance is making every effort to ensure compliance with the Hotel Occupancy Tax state statute. All Cultural Grants Review Committee Members were provided with a copy of the applicable statute and Linda Chamales, Supervising Attorney with the City Attorney's Office, prepared a memo outlining the appropriate use of these funds and presented it to the Cultural Grants Committee prior to their meeting on February 17, 2004. The Lubbock Arts Alliance has also integrated the suggested language of the Hotel/Motel Association into is Cultural Grants Guidelines and Procedures as approved by the City Council on February 19, 2004. Performances are scheduled at various elementary schools throughout Lubbock. Comments on this project/grant application: • Grant was written for incorrect grant period. The start date for this project is February 15, 2004. This granting period is for projects that begin after March 1, 2004 • No tourism impact as the target group for this performance is 2" d, 5 h, and 76' grade students • Limited service area, as only 765 school children are to be served by this project • The grant request asks for 50% of the project total costs Recommendations for Grant Application: • Apply during correct granting period • Diversify funding of project to include private sources • Try to develop into a tourism event by offer public performances and/or event that takes place over a two day period. Recommendations for Funding: No Funding Grant #0312-002 Lubbock Lake Landmark/Museum of Texas Tech University Archaeology Family Day Summary of Project: Lubbock Lake Landmark requested $1,200 for an Archaeology Family Day. This event is designed to promote preservation and stewardship of cultural heritage and a better understanding of archaeology. Hands on activities and demonstrations will be presented to an audience of approximately 250-300 individuals. Cultural Grants Recommendations Comments on this project/grant application: • Limited tourism impact, as it is a "one day only" event • There is a question as to whether project is "art" as defined by Hotel Occupancy Tax state statute • Limited artistic merit Recommendations for Grant Application: • Put in an artistic component for this program such as drawing cave art or building a dinosaur • Try to turn into a tourism draw by becoming a multiple day event Recommendations for Funding: No Funding Grant #0312-003 Prairie Wind Chorus Vocal Coaching Workshop Summary of Project: The Prairie Wind Chorus requested $900 to organize and host a vocal coaching workshop on August 27-28, 2004. The workshop would provide vocal education to chorus members in Lubbock and surrounding area and would be open to the public. Comments on this project/grant application: • Has tourism value as it is an overnight event that will generate guests from out of town • No other funding sources aside from fees and this grant were explored, such as contributions from private business • Budget was added incorrectly Recommendations for Grant Application: • Make sure budget is correctly presented • Seek alternative funding sources, including private funding and/or increasing registration fees Recommendations for Funding: $450 Grant #0312-004 Fine Arts Academy of India, Lubbock Classical Music of India Summary of Project: The Fine Arts Academy of India requested $2,250 to help present a program of Classical Music of India in Carnatic style by a team of leading musicians from India for the benefit Cultural Grants Recommendations 2 of the West Texas community. Master Shashank, flute prodigy, and six master musicians will present the program. Comments on this project/grant application: • Has tourism impact as performing artists will be utilizing hotel rooms • Has tourism impact as grant indicated that audience from prior event came from Midland/Odessa, Amarillo, Hobbs (New Mexico), and Clovis (New Mexico). • Advertising of project is presented outside of the region • Great artistic merit • It is impressive that entire organization is volunteer driven with no staff support • Grant writing has gotten better each time a grant has been submitted • Budget line item totals need to be added correctly • Concern was expressed that half of budget for the project comes from funding from this grant Recommendations for Grant Application: • Diversify funding sources, seek private funding • Increase tourism draw by becoming a multiple day event Recommendations for Funding: $2,250 Grant #0312-005 Lubbock Symphony Orchestra LSO Family Day Summary of Project: The Lubbock Symphony Orchestra requested $7,500 to support artistic fees, production expenses, and educational materials for the 4t' Annual LSO Family Day on Sunday, April 18, 2004, in the Lubbock Civic Center Theatre. Events scheduled for that day include the Magic Circle Mime Company, LSO performance of "The Listener", and interactive activities such as arts and crafts. Comments on this project/grant application: • Limited tourism impact, as this event is a Sunday matinee (it does not promote hotel stays) • Concern about funding amount because this event is only for one performance • Good corporate sponsorship Recommendations for Grant Application: • Turn into a tourism event by having project on a different day or multiple days • Promote the event outside the region for tourism • Have grant reflect tourism impact, if any is anticipated Cultural Grants Recommendations 3 • Apply for Masterwork Series Recommendations for Funding: No funding Grant #0312-006 Texas Tech University, Office of International Affairs Around the World We Go Summary of Project: The K-12 International Education Outreach requested $4,750 to assist in funding the residency of two performing artists (Mood Indigo and Lisa Jastram) in May 2004. These artists will present programs to over 7,000 K-12 students from across the South Plains. Comments on this project/grant application: • Limited tourism impact • Service area is the schools, not the general public • Artistic merit is high • Other funding sources (TCA) have been successfully explored • All grant costs are going for professional services • The event is scheduled for multiple days Recommendations for Grant Application: • Specify which communities this project will be going to • Centrally located the outreach efforts and have students, teachers, caregivers, and public come to Lubbock for the performances Recommendations for Funding: No funding Grant #0312-007 Department of Theatre and Dance/Texas Tech University Summer Rep '04 Musical Summary of Project: The Department of Theatre and Dance requested $5,000 for the production of a musical during June and July 2004. The Department of Theatre and Dance has a stated mission for Summer Rep: "We will present plays that will appeal to tourists, families and new audiences." The Department will also present Summer Rep plays in Angel Fire, New Mexico which will help to establish Lubbock as a viable, important regional center for the arts. Comments on this project/grant application: • One Committee Member recused • Tourist draw because of two month event Cultural Grants Recommendations 4 • Relationship with Angel Fire could draw tourists back to Lubbock for future events • Requests only 1 /3 of budget for project Recommendations for Grant Application: • No grant funds can be used for costs associated with Angel Fire productions • Detail marketing efforts outside of the region to attract tourists Recommendations for Funding: $5,000 Grant #0312-008 Texas Tech University, College of Performing Arts Clarinet Festival Summary of Project: The Texas Tech University Clarinet Studio asked for $1,500 to support a one -day festival for clarinetists of all ages. The festival will contain a full day of activities for students, teachers, and professional clarinetists throughout Lubbock, West Texas and the entire region. Eli Eban, international soloist of the Indiana University, will be a featured artist. Comments on this project/grant application: • No tourism impact, one day only event • Not many people served by this project (70-80) • Not available to general public Recommendations for Grant Application: • Expand program to become a tourist draw by hosting a multiple day event and outreach to a larger audience (i.e. grandparents, out of town guests, etc.) Recommendations for Funding: No funding Grant #0312-009 Ballet Lubbock Peter & the Wolf Summary of Project: Ballet Lubbock requested $3,000 for the production of Peter & the Wolf, to be preformed in conjunction with the 26`h Annual Lubbock Arts Festival. Comments on this project/grant application: • Limited tourism impact without association with the Lubbock Arts Festival • Very high production costs for one show • Narrative is limited Cultural Grants Recommendations Recommendations for Grant Application: • Promote and build up program similar to the Nutrcracker performance • Tourism aspect can be expanded by outreach to extended family and friends of student dancers • Strongly suggested that grant monies be used to advertise event outside of region Recommendations for Funding: $2,000 Grant #0312-010 Ballet Folklorico Diva Aztlan Festival Summary of Project: Ballet Folkorico requested $16,000 for the production of the 10'h Annual Viva Aztlan Festival to be held March 12-14, 2004, at the Lubbock Memorial Civic Center. The event is a competition for folklorico dance and mariachi groups. Last year's festival attracted groups from New Mexico, Texas (San Antonio, Dallas), and Colorado. Comments on this project/grant application: • Good tourism impact, as event lasts for three days and competitors come from outside region/state • Need to look for other funding sources; the grant request is for half of project budget • Grant application needs to be larger type, have paragraph breaks, and even more specific details about event. Recommendations for Grant Application: • Focus grant money on publicity and marketing to attract tourists Recommendations for Funding: $10,000 Grant #0312-011 Broadway Festivals, Inc. e on Broadway Celebration Summary of Project: Broadway Festivals requested $25,000 to help fund local music talent in connection with the 4`h on Broadway Celebration on July 3, 2004. This is a free outdoor event that attracts an audience of 110,00—125,00 from Lubbock, the South Plains area, eastern New Mexico, and other parts of Texas. Comments on this project/grant application: Cultural Grants Recommendations 6 Gam- VC/ZV • Event has some tourism impact as portion of audience comes from outside region • Request is not a large portion of the budget Recommendations for Grant Application: • Turn into a multiple day event • Advertise all over state — "think bigger" with the event • Measure tourism impact with assistance from hotels • Verify with Lubbock City Attorney's Office that each expenditure of grant funds (for professional services) is in compliance with Hotel Occupancy Statute (#4) Recommendations for Funding: $18,000 Grant #0312-012 Lubbock Arts Alliance 26'6 Annual Lubbock Arts Festival Summary of Project: Lubbock Arts Alliance requested $20,000 for the 26`h Annual Lubbock Arts Festival to be held April 8-11, 2004 at the Lubbock Civic Center. The Lubbock Arts Festival highlights visual, performing, and children's arts. This 3 V2 day Festival attracts artists and guests from Texas, New Mexico, Oklahoma, Arizona, California, and many other states. Last year, approximately 17,000 individuals attend this event and the Lubbock CVB facilitated registration/documented hotel nights. Comments on this project/grant application: • Event has tourism impact • Good "move" back to the Civic Center • Good public access by low admission fees Recommendations for Grant Application: • Focus grant money on publicity and marketing to attract tourists Recommendations for Funding: $19,286 Grant #0312-013 Texas Tech University, Office of International Affairs Focus On Asia Summary of Project: The Division of Operations of TTU's International Cultural Center requested $2,600 for partial funding of two art exhibits focusing on Asia and the Eastern aesthetic. The exhibits will include photography, calligraphy workshops, and film. This project will serve 3,000 individuals over the course of the summer. This Summer Art Walk will involve visual art exhibits, live music, short films, jugglers, and dance performances at four locations (the Buddy Holly Center, the International Cultural Center, School of Art, and Lubbock Regional Arts Center) during the summer solstice. This project will be similar to events held in Santa Fe, Seattle, and Abilene. Comments on this project/grant application: • One Committee Member recused • Could have tourism impact with proper marketing • Excellent artistic component (includes dance, visual art, etc.) • Request of grant is only '/a of budget for project • Specifics of grant is excellent • Appeals to a diverse, general audience Recommendations for Grant Application: • Dates of project not clearly defined • Did not attempt to calculate in -kind grant match • Market to tourists and turn into a multiple day event Recommendations for Funding: $2,000 Cultural Grants Recommendations 8
