RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to accept and implement on behalf of the City of Lubbock, a $10,000 grant from
the CH Foundation, for the Keep Lubbock Beautiful matching grant program for
beautification, education, and clean ups. Said Grant application is attached hereto and
incorporated in this resolution as if fully set forth herein and shall be included in the
minutes of the City Council.

Please accept the enclosed grant application from Keep Lubbock Beautiful, (KLB). Our grant request is for
$50,000 as seed money for our Matching Grant Program. This is a highly successful program placed in many
cities across Texas. This program empowers local volunteer groups that wish to beautify, or clean up their
surroundings.
As a grassroots non-profit organization, KLB is an affiliate of Keep America Beautiful and Keep Texas
Beautiful. KLB is also an Advisory Board to the City Council of the City of Lubbock. KLB's success in meeting
its mission "to take a leadership role in improving the quality of life through the enhancement of our community
environment" is contingent upon available resources and volunteers. The KLB Beautification and
Environmental Education Grant, or Matching Grant Program enables us to assist all community efforts.
KLB extends its gratitude to the CH Foundation for the work and support provided through grant funding and
technical support to Lubbock agencies and area communities. Your foundation's support provides many long-
term benefits that enhance our City's economic development, our quality of life, while creating responsible,
concerned citizenship.

you. The KLB Board has very limited financial assistance from the City, and looks forward to this opportunity

Project Description:
The proposed Matching Grant Program, a proven model for supporting community -
based beautification, clean up, and educational efforts in cities across the state, will
enable KLB to provide matching grant support to Lubbock's volunteer groups whose
members wish to complete an approved beautification, litter control, or environmental
education project. While the principal will remain intact, the interest will be awarded to
local groups who meet the criteria outlined in the ALB Beautification and
Environmental Education Grant Guidelines. (See Attachment A)
KLB's Matching Grant Program will provide many long-term benefits that enhance the
city's reputation and quality of life —ranging from economic and cultural to
psychological and environmental.
CH Foundation Program Interests that are addressed in this Request:
The Matching Grant Program serves to empower local volunteer groups toward
beautification, educational, and clean up efforts. It will have a positive, visible impact on
community and neighborhood improvement and development. By promoting the spirit of
volunteerism to youth groups in need of financial assistance, Lubbock's youngest citizens
will learn first hand about responsible citizenship behavior and environmental education.
The program will enable groups, who may be in need of social services, to take an active
role in improving the health of our community by working toward a safer, cleaner
environment. Furthermore, the overall effect of empowering the community ultimately
improves the culture and environment of Lubbock.

Background:
In 1988, the City of Lubbock, established Keep Lubbock Beautiful to meet the beautification and
environmental needs of the city. In 1989, KLB was made an Advisory Board to the City of
Lubbock while retaining its programs as a volunteer organization.
Through its mission, KLB--an affiliate of Keep America Beautiful and Keep Texas Beautiful --is
dedicated to preserving the health and prosperity of the Lubbock community through its three -
pronged mission: beautification, litter prevention, and environmental education.
The following is an overall view of KLB's past (*) and ongoing projects/programs.
KLB BEAUTIFICATION PROJECTS
• Regis Corridor Enhancement Project, in collaboration with the Lubbock
International Airport Board, Skyview Neighborhood Association, and City of
Lubbock Parks and Recreation Department to promote landscape enhancement of
Regis Street from Interstate 27 to Martin Luther King, Jr. Blvd.
• Loop 289 Enhancement Project, in collaboration with TxDot, City of Lubbock, Max
Ince, and corporate partners.
• *Broadway Planters Downtown, seeks sponsors for brick planters along Broadway.
• *Paint-A-Thon, in collaboration with the Volunteer Center, to assist elderly or
disabled homeowners with house painting and care.
• Adopt A -Spot, in collaboration with businesses, volunteers, and civic organizations to
reduce litter and enhance landscaping in highly visible public areas or neighborhood
locations.
• *Beautiful Business of the Month Awards to recognize corporate commitment to
beautification efforts.
• Arbor Day with Texas Tech and the City of Lubbock Parks and Recreation
Department to promote tree planting.
• *Plant a Live Christmas Tree, in cooperation with local nurseries, residents are
encouraged to buy live trees to be planted in City of Lubbock parks, at residences,
businesses, churches or schools.
• *Manhattan Heights Neighborhood Most Beautiful Yard Contest, in collaboration
with West Texas Housing Foundation to encourage our neighborhoods to improve
and beautify.
• Lubbock in Bloom, This is one of our newest projects. The first component was to
select a signature plant for our community. We had local experts compile a list of
drought tolerance plants that would be best suited for our environment. We then took
it to the public an let them vote on their favorite. The Signature Plant will be
announcing sometime in May 2003. The next part of this project will be to promote
and encourage planting of the Signature Plant.
KLB LITTER PREVENTION & RECYCLING EVENTS/PROGRAMS:
• "Cash for Trash" Community Wide Clean-ups & Second Saturday Clean-ups - a
ongoing cleanup campaign in collaboration with LISD, Solid Waste Services, &
Storm Water Departments, citizens of our community and volunteer groups.
Numerous volunteer groups are encouraged twice a year to participate in cleanup
contest community wide. Roll -offs are located at 10 LISD campuses for the cleanup
contest. Second Saturdays of each month there are roll -offs located at two
alternating junior high schools.
• "Don't Mess with Texas" & "Tech Lubbock Community Day" Partner with TTU
student government and organizations to give back to the Lubbock community each
year on the first Saturday of April. This year there were over 400 volunteers at 15
different sites cleaning up alleys, vacant lots or planting flowers.
• "Operation Christmas Tree Pickup" & Mulching, cooperation with the City of
Lubbock Solid Waste Department to promote recycling of fresh -cut trees after the
holidays. Solid Waste provides several drop off sites for Christmas trees. Through a
partnership with the Boy Scouts Lubbock District citizens can schedule to have their
tree picked up and deliver to the drop off sites for a donation to KLB and the Boy
Scouts.
• Great American Clean-up, which coincides with the Don't Mess with Texas
campaign, is designed to promote community wide clean-up projects.
• America and Texas Recycle Day designed to promote awareness of local recycling
programs.
• "Seal with a Knot", Partnership with Leadership Lubbock, Wal-Mart, Solid Waste
Services, this project encourages the public to tie a knot in all trash bags to reduce
wind blown trash and grocery bags becoming litter.
KLB EDUCATIONAL PRESENTATIONS:
• Reaching students (K-12) and teachers about reducing, reusing, recycling and other
environmental issues
• Partner with Solid Waste Services Educators. For the 2002 — 2003 school year so far
there has been over 750 presentations provided to local elementary students on
reducing, reusing, and recycling.
Description of Proposed Project:
KLB requests support from the CH Foundation to establish a Matching Grant Program The
program will provide matching grant support to Lubbock's non-profit organizations,
neighborhood associations, homeowner associations, schools and school districts, and other
community organizations whose members wish to complete an approved beautification, litter
control, or environmental education project. (Please see "Basic Philosophy" in ALB
Beautification Environmental Education Guidelines, Attachment A,)
While the proposed Matching Grant Program is proven to be a successful model in cities across
the state, there are no local programs that enable groups to apply for funding by matching
volunteer labor, donated materials, and/or funding from other sources. KLB's Matching Grant
Program will enable local volunteer groups to proceed with campaigns and projects that would
otherwise be impossible. (Please see "Areas of Interest" and "Grant Range" in ALB
Beautification Environmental Education Guidelines, Attachment A.)
Plan To Sustain Proiect.
KLB will maintain the principal of $50,000; however, the interest generated will be awarded to
local groups who meet the criteria outlined in the.KLB Beautification Environmental Education
Grant Guidelines. Funds for the Matching Grant Program will not be co -mingled with other
KLB accounts. Program funds will be set up in a separate account and earmarked solely for ALB
Beautification Environmental Education Grants. The Grant Review Committee, a Sub -
Committee of the KLB Board, will monitor funds.
ALB Beautification Environmental Education Grant Guidelines will require applicants to
provide information on the group's background, experience, purpose, project operation; goals set,
and follow through maintenance. (See "Application Procedures" and "Attachments to be
Included" in the ALB Beautification Environmental Education Grant Guidelines, Attachment
A) Applications will be reviewed by the Grant Review Committee and approved by the KLB
Board to assure fairness and effectiveness.
Maintenance of Building or Equipment
(Not applicable)
Plan To Evaluate Effectiveness:
KLB will measure the effectiveness of this project by:
1) Sustaining and increasing the principle for the Matching Grant Program.
2) Reaching funding goals for community -based enhancement projects;
3) Adhering to ALB Beautification Environmental Education Grant Guidelines
4) Tracking successful completion and sustainability of community -based projects;
5) Although quality of life, community pride, and a city's reputation are difficult to measure, the
impact of KLB sponsored community -based beautification; education and litter reduction &
prevention programs will be visible in the Lubbock environment for years to come.
6) Track impact that is observed and recorded by the City Of Lubbock's Solid Waste Services,
Business and Neighborhood Development (codes enforcement) and Storm Water
departments.
BUDGET
Use of Funds:
Interest generated from the initial corpus of funds will be awarded to local groups who meet the
criteria outlined in the MLB Beautification Environmental Education Grant Guidelines.
Total Cost:
KLB requests $50,000. The total cost will vary depending on the project/programs that will be
approved. Any amount of financial support for this program would be gratefully accepted.
Other Sources of Funds:
In April 1999, the KLB Board requested a full-time coordinator to be added to the City of
Lubbock's Community Development Office and an operating budget. The City Council
approved this request; however, the total budget allocated was $8,000 with only $2,500 for all
direct project expenses. Although KLB actively raises funds to support its many projects and
events, the organization cannot continue to effectively meet its goals and the community's
growing environmental demands with a project budget of $2,500.
Applications Pending:
To date, no other grants are pending to support KLB's Matching Grant Program

Grant Guidelines
Basic Philosophy
Keep Lubbock Beautiful provides matching grant support to non-profit organizations,
neighborhood associations, homeowner associations, schools and school districts, and
other community organizations that wish to help cultivate community pride in Lubbock.
The Grant Review Committee holds two meetings each year to consider grant
applications. Applications must reach Keep Lubbock Beautiful by the following
deadlines: February 15t' and October 15t'.
After the committee reviews the applications, applicants with eligible projects will be
asked to make a presentation to the Grant Review Committee. The committee will then
make a recommendation to the Keep Lubbock Beautiful, Board of Directors, and the
board will act on the recommendation at its meeting the following month.
Grant Range and Geographic Area
Grants generally range from $100 to $500. However, on a project -by -project basis,
some grants may be funded at a higher level.
Keep Lubbock Beautiful policy is to fund projects located within the city limits of
Lubbock.
Requests from business and/or individual property owners on their own behalf are not
eligible.
Areas of Interest
Areas eligible for funding must be on highly -visible public sites to be enjoyed by the
citizens or clean up efforts that make an impact. The types of projects include, but are
not limited to:
➢ Theme, cultural or educational gardens.
➢ Landscaping using drought -tolerant, freeze -resistant, native plants.
➢ Tree planting, using drought -tolerant, freeze -resistant, native plants.
➢ Removal and prevention of graffiti and/or litter, including the strategic placement of
attractive litter receptacles.
➢ Recycle, Reduce, and Reuse education projects that help promote proper solid
waste practices.
➢ Clean-up of illegal dump sites, alleys, neighborhoods, schools, parks or playa lakes.
Application Procedures
Organizations and individuals may receive an application for a grant by contacting Keep
Lubbock Beautiful office at 775-2293.
Every applicant is required to complete the application form, which includes information
such as:
➢ Amount of grant funding requested from Keep Lubbock Beautiful, including
information as to how applicant will match or exceed funding through volunteer
labor, donated materials, and/or funding from other sources.
➢ General background, purpose, and financial resources of organization and previous
experience with similar projects.
➢ Geographic area to be served.
➢ The need to be addressed, a clear outline of the project from beginning to end, and
the proposed use of Keep Lubbock Beautiful funding.
➢ A commitment to provide maintenance for the project for at least five years.
➢ The method of operation, goals, and anticipated results of the project.
Attachments to be Included
➢ Names of people who will maintain the project and estimated volunteer hours.
➢ A detailed cost breakdown of all costs for the materials to be purchased by Keep
Lubbock Beautiful funding.
➢ Letter -size landscaping plan (landscape designer or landscape architect not
required).
➢ Photographs of the area.
➢ Letter of approval from property owner or person responsible for the area (i.e.,
school superintendent. City of Lubbock Parks Director, etc.) as applicable.
➢ Description of soil type and square footage of area to be landscaped.
