RESOLUTION
WHEREAS, the City Council of the City of Lubbock passed Resolution No.
2004-R0543 authorizing and creating the North Point Public Improvement District
October 28, 2004; and
WHEREAS, April 8, 2010, the City Council passed Resolution No. 2010- R0171
setting Public Improvement District (PID) Policies and Guidelines which allow for PID
Advisory Boards to be set up for public improvement districts in Lubbock; and
WHEREAS, the City Council desires at this time to create a PID Advisory Board
for the North Point Public Improvement District; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT a North Point Public Improvement District Advisory Board is hereby
created by the City Council of the City of Lubbock, which shall perform its duties in
accordance with the following criteria:
1. The primary objective of the Advisory Board shall be to make
recommendations to the City Council on the service plan and other
plans for the North Point Public Improvement District.
2. The Advisory Board will consist of five members appointed by the
City Council.
3. The Advisory Board is required to hold one property owner meeting
each year in a public facility. The City will provide notice of the
meeting to all PID property owners, and the PID will pay for such
notification costs. The meeting agenda will include a presentation of
the PID's plans for the coming year, the PID budget and the
nomination of recommendations to the City Council for vacant
Advisory Board positions. The Advisory Board may schedule other
meetings as required and will notify the City PID liaison of their time
and location for posting on the City website. A simple majority shall
constitute a quorum, and a majority vote of the quorum shall be
required for any action to be taken by the Advisory Board.
4. Advisory Board members shall serve a two (2) year term that begins
the month following appointment by the City Council. The Advisory
Board shall stagger terms to maintain the continuity of the Board. On
the first Board, three members shall serve two year terms and two
members shall serve one year terms. At the initial Board meeting,
determination of which members shall serve the shorter term will be
determined by a random, fair lottery of the Board's own choosing.
