The letter, dated August 6, 2004, from the Lubbock Arts Alliance requesting approval of the first period grants is attached hereto and incorporated in this Resolution as if fully set forth herein and shall be included in the minutes of the Council. This year's contract provided for $157,120 to be granted over two granting cycles. In addition, the Texas Commission on the Arts released $2,368 to be awarded in this granting cycle. Accompanying this document are the results of the Cultural Grants Review Committee meeting held on August 5, 2004. Eighteen applications were received for this first grant (June 2004) funding cycle. Seventeen applications are recommended for full or partial funding and one application is recommended for no funding. The total amount of funding requested for this grant cycle was $129,735, of which $70,704 is recommended for funding from City of Lubbock Cultural Grants and $2,368 from Texas Commission on the Arts grants. The amount being recommended is half of the remaining balance of Hotel Occupancy Tax after the deduction of the administrative expenses. Moreover, I would like to take this opportunity to state that the Lubbock Arts Alliance is making every effort to ensure compliance with the Hotel Occupancy Tax state statute. All Cultural Grants Review Committee Members were provided with a copy of the applicable statute and Linda Chamales, Supervising Attorney with the City Attorney's Office, prepared a memo outlining the appropriate use of these funds and presented it to the Cultural Grants Committee prior to their meeting on August 5, 2004. The Lubbock Arts Alliance has also integrated the suggested language of the Hotel/Motel Association into is Cultural Grants Guidelines and Procedures as approved by the City Council on February 19, 2004. Please submit the enclosed recommendations for the Lubbock City Council's consideration at your earliest convenience. National Cowboy Symposium Summary of Project: The American Cowboy Culture Association requested $10,000 for assistance with performers and participants at the 16'' Annual National Cowboy Symosium. The event is scheduled for September 9-12, 2004 and will include an award show, chuck wagon cook - off, the Texas Professional Farriers Convention, a ranch rodeo, and a Powwow. Comments on this project/grant application: • A proven track record of success • Good tourism impact (brings in visitors throughout the state and the country) Recommendations for Grant Application: • Spend money in promotion and publicity to grow event • Seek corporate sponsorship • Try to partner with a hotel for a weekend vacation package Recommendations for Funding: $9,581 Grant #0406-002 Ballet Lubbock The Nutcracker Summary of Project: Ballet Lubbock requested $8,000 for the performance of The Nutcracker. The Ballet Lubbock production of The Nutcracker has been in performed since 1977. The event will include a cast of more than 160 people ages 6 to 65 and accompaniment by the Lubbock Symphony Orchestra. Comments on this project/grant application: • Good collaboration with other arts organizations • Performance dates lends to holiday tourism • Shows excellent initiative by working with hotel for weekend vacation package • A classic, but may be low on diversity Recommendations for Grant Application: • Spend more money on regional advertising (Midland, Odessa, Hobbs, Amarillo) • Try to get sponsorships for local advertising .1 k] Recommendations for Funding: $7,000 Grant #0406-003 Fiestas del Llano, Inc. Fiestas Patrias "Grito de Dolores" Summary of Project: Fiestas del Llano, Inc. requested $10,000 for music and dance performances for Fiestas Patrias "Grito de Dolores". The festival is a multi -day event commemorating Mexican independence from Spain, while celebrating the culture and the ties to West Texas. The event includes music, dances, ceremonies, food, parade, and a carnival from September 15 —19, 2004. Comments on this project/grant application: • Good diversity, appeals to a wide audience • Festival date is on a football weekend, so hotel space is limited • Budget was difficult to read, confusing Recommendations for Grant Application: • Should not have an event on a football weekend • Create a clearer budget • Questionable accuracy on promotion and publicity line items • Questionable accuracy on documentation of attendance Recommendations for Funding: $5,000 Grant #0406-004 Fine Arts Academy of India Classical Dance Drama of India Summary of Project: The Fine Arts Academy of India requested $4,525 to present Silappadhikaaram, a historical dance drama depicting "the story of women of substance and a story of the authority that flows from justice, righteousness, loyalty, and courage." The event will be at the Lubbock Memorial Civic Center on October 14, 2004 with a sitar concert by Renu Jain on the following evening. Comments on this project/grant application: • Narrow audience • High cultural diversity • Free ticket for tourists is good promotion • Large portion of funds requested are from LAA grant (1 /3 of total requested) • Good ratio of cost per person 2 0 Recommendations for Grant Application: • Move the dance performance to a weekend so those from out-of-town will be more inclined to stay the night (currently the performance is scheduled for Thursday night) • Should partner with hotels to encourage "heads in beds" • Seek additional outside funding sources, like corporate sponsorship Recommendations for Funding: $2,000 Grant #0406-005 Landmark Arts: Galleries of Texas Tech School of Art Symposium: "History of Rock & RoU and Art of Music Poster" Summary of Project: Landmark Arts at the Texas Tech School of Art requested $7,500 in support of a Symposium: "History of Rock & Roll and Art of the Music Poster" to be held September 17 and 18, 2004. The Symposium will consist of a panel discussion on the Texas Tech campus, a poster exhibition at the Landmark Gallery, and live music with a focus on Latino rock and roll bands. Comments on this project/grant application: • Coordinates with the Fiestas del Llano • Coordinated events are from genres that are too different (Rock and Roll vs. Mariachi) Recommendations for Grant Application: • Coordinate events that are closer to same genre • Try to coordinate with the Buddy Holly Symposium Recommendations for Funding: $2,500 Grant #0406-006 Lubbock Christian University Core Knowledge West Texas Conference Summary of Project: The Lubbock Christian University -Core Knowledge Coordinator's Office requested $4,700 for the West Texas Core Knowledge Conference on January 17'' -21". The conference with include live performances, storytelling workshops, and a photo exhibit on the life of achievements of Theodore Roosevelt. Pageant is a musical spoof of beauty pageants and a dinner theatre production at a local hotel. Comments on this project/grant application: • Shows excellent initiative by working with hotel for weekend vacation package • Very unique project • Advertising of the project is presented outside of the region • Multiple weekend schedule is good for tourism • Shows excellent initiative by obtaining corporate sponsorship Recommendations for Grant Application: • Market the event with Texas Tech non -conference football games or on weekends without games • Great listing of publicity in the grant application Recommendations for Funding: $4,500 Grant #0406-008 Lubbock Lake Landmark/Museum of TTU Celebration 2004 r Summary of Project: The Lubbock Lake Landmark of the Museum of Texas Tech University requested $5,650 for Celebration 2004, a cultural arts program scheduled for October 7-15, 2004. Celebration 2004 is a program that offers traditional arts and local cultural experiences to the public through performances, workshops, demonstrations, as well as, arts and crafts. Comments on this project/grant application: • A weeklong event with good tourist impact • Excellent marketing of the event • Grant application was very well written Recommendations for Funding: $5,000 4 Grant #0406-009 Lubbock Symphony Orchestra 2004-2005 Season Summary of Project: The Lubbock Symphony Orchestra requested $20,000 to support mass marketing for the 2004-2005 season, September 2004 through May 2005, at the local and state level. The marketing would take place between September and January. The schedule of the season includes The Holiday Candlelight Concert; Masterworks #2 with Gilles Vonsattel and Scott O'Neil; Masterworks #4 with Caitlin Tully; The Spring Pops Concert with Jubilant Sykes; and the final Masterworks with Andrew Sill and Barbara Yahr. Special guests Mark O'Connor and Jens Lindeman will also be performing this season. Comments on this project/grant application: • Impressive .that all funds requested are for marketing • Advertising of the project is presented outside of the region • Limited overnight stay opportunity Recommendations for Grant Application: • Apply for second granting period for additional marketing expenses not covered by this granting period • Partner with a hotel to make a package weekend • Advertise with the Lubbock Convention and Visitors Bureau Recommendations for Funding: $9,581 Grant #0406-010 M.L.K Commemorative Council Inc. of Lubbock Foot Prints of History Arch Summary of Project: The M.L.K Commemorative Council Inc. of Lubbock requested $10,500 for the construction of the Foot Prints of History Arch. The Arch is to be located on Martin r Luther King Boulevard, across from the Mae Simmons Park and will be dedicated to the cultural heritage and history of African Americans in West Texas. Comments on this projecttgrant application: • Grant application was incomplete and difficult to read • Project has no tourist impact on Lubbock • No funding sources other than LAA grant funds Recommendations for Grant Application: • Resubmit proper and complete application in January grant cycle • Include a biography of the designer and examples of previous work • Include drawings of the project from the designer or artist • Plan a reception with the grand opening to draw surrounding communities ri • Coordinate with other organizations (Lubbock Chamber of Commerce, African American Chamber of Commerce, Parks and Recreation) Recommendations for Funding: No Funding Grant #0406-011 Texas Tech University, Department of Theatre and Dance TNT QuadFest'05 Summary of Project: The Department of Theatre and Dance at Texas Tech University requested $2,825 for the Quad Festival of the Texas Nonprofit Theatres on January 21-22, 2005. Lubbock's TNT QuadFest' 05 is a theatre festival consisting of four -six West Texas community plays. Comments on this project/grant application: • Will the participants be staying in hotels or in the University Dorms? • Limited tourism impact Recommendations for Grant Application: • Try to market event to participants and their families • Try to partner with a hotel for a weekend vacation package Recommendations for Funding: $2,000 Grant #0406-012 The Prairie Winds Chorus Prairie Winds 2004 Fall Show Summary of Project: The Prairie Winds Chorus requested $1,560 for their Prairie Winds 2004 Fall Show on October 16, 2004 at the Lubbock Civic Center. The Prairie Winds 2004 Fall Show, Rockin' on the Luv Boat, promotes cultural awareness of barbershop harmony and family entertainment. Comments on this project/grant application: • Low on diversity • No tourist impact due to event being only one day • All of the publicity is local • No collaboration with other arts organizations Recommendations for Grant Application: • Mail posters to regional Convention and Visitor's Bureaus • Try to collaborate with other arts organizations • Extend the show into a weekend event for tourism impact Gol q Recommendations for Funding: $780 Grant #0406-013 Ranching Heritage Association Ranch Day, "She Wore a Yellow Ribbon: John Wayne and the Legends of the West Summary of Project: The Ranching Heritage Association requested $3,300 for the 30 annual Ranch Day event, on September 25, 2004 weekend, at the National Ranching Heritage Center. Friday's Ranch Day events include the dedication of the renovated Pitchfork Pavilion and a dance afterwards, at the Campbell Patio. Saturday's events include the reveal and dedication of the 2004 Legends of Hollywood, John Wayne commemorative stamp series; and viewings of John Wayne movies and memorabilia; as well as, historical music, demonstrations and re-enactments. Dia de los Muertos: A Four -Site Procession is a Mexican celebration of the one day the spirits of the dead return to "enjoy the food, drink, and companionship that they enjoyed in life". The event takes place at four locations, the International Cultural Center, the TTU School of Art, the Lubbock Regional Arts Center, and the Buddy Holly Center. Dia 7 de los Muertos: A Four -Site Procession will feature cultural programs, such as, educational activities, art exhibits, traditional refreshments, and ofrendas. (offerings) Comments on this project/grant application: • Great cultural diversity • Great diversity of events • Family friendly • Good length of program • Good collaboration with other arts organizations • Advertising of the project is presented outside of the region Recommendations for Funding: $6,000 Grant #0406-015 West Texas Native American Association WTNAA Mini Powwow 2004 Summary of Project: The West Texas Native American Association requested a grant in the amount of $1,500 for the WTNAA Mini -Powwow 2004. The WTNAA Mini -Powwow 2004, scheduled during the National Cowboy Symposium, will showcase the Native American culture through art, music, and dance. The brochure is a full -color marketing piece designed to highlight the arts, culture, and entertainment in Lubbock. Star/Cross/Angel Exhihit at the Alliance Gallery Summary of Project: The Lubbock Arts Alliance, Inc. requested $2,000 for the annual holiday art exhibit, Star/Cross/Angel Exhibit at the Alliance Gallery. The exhibit will run from December 3, 2004 to January 3, 2005, and features the popular holiday themes of the star, cross, and angel. Stubblefield. The weekend event will include an invitational BBQ cook -off with cash prizes and live music performances.
