RESOLUTION Item No. 45
WHEREAS, the City of Lubbock has been notified by Lubbock Central Appraisal
District (hereafter LCAD) that it is proposing to adopt an FY2005 budget that will be an increase
of 8.3 percent over the LCAD current budget; and
WHEREAS, the LCAD Chief Appraiser did not respond nor adequately show cause to
the extent that the City Council requested that LCAD show how services offered by LCAD to the
citizens would be improved, specifically, how LCAD would improve customer service to our
Lubbock citizens with regard to answering their questions, informing the public as to the process,
having better hours to assist citizens in the complaint process, the inadequacies of software
programs that are not citizen friendly nor have the consistent ability to be accessed, or how they
would adequately lower the margin of errors on appraisals through better analysis and/or accurate
data to justify appraisal increases in the neighborhoods that they appraised within the City of
Lubbock; and
WHEREAS, the City Council of the City of Lubbock desires to inform the Board of
Directors of LCAD that it is opposed to said 8.3 percent LCAD budget increase for FY 2005;
NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Council of the City of Lubbock hereby informs the LCAD Board of
Directors that the City Council of the City of Lubbock is opposed to the proposed 8.3 percent
increase in the budget of LCAD for the next fiscal year; and
THAT the City Council of the City of Lubbock hereby requests that the Board of
Directors of LCAD reject the proposed 8.3 percent budge increase for LCAD next fiscal year;
and
THAT the City Manager of the City of Lubbock is hereby authorized and directed to
provide copies of this Resolution to the Board of Directors of the Lubbock County Appraisal
District immediately following passage of this Resolution.
