RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Council of the City of Lubbock hereby adopts the Omnibus
Legislative Policy for the 79th State Legislative Session and the 108T1 Congress, 2'
Session and 109`t' Congress of the United States, for the purpose of defining the position
of the City of Lubbock. Said Legislative policy is attached hereto and incorporated in
this Resolution as if fully set forth herein and shall be included in the minutes of the
City Council.

OMNIBUS LEGISLATIVE POLICY
As a general matter, the City of Lubbock will endorse legislation that:
1. Furthers the principles of Home Rule and local self -governance;
2. Brings additional revenue to the City of Lubbock; or
3. Strengthens the ability of the City to act in the best interest of its citizens'
health safety and welfare.
As a general matter, the City of Lubbock will oppose all bills that seek to:
1. Counter the principles of Home Rule and local self -governance;
2. Impose unfunded mandates to the City of Lubbock;
3. Limit authority of the City to generate revenue;
4. Create a loss of revenue to cities; or
5. Weaken the ability of cities to act in the best interest of its citizens' health,
safety and welfare.
Notwithstanding the listed general legislative directives, absent specific positions taken
by the City Council, the Mayor and the Mayor Pro Tern are authorized to direct
legislative activities for the City of Lubbock. Upon exercising any of the legislative
activities authorized herein, the Mayor and/or Mayor Pro Tern shall notify, as soon as
reasonably practical, the members of the City Council as to the actions taken.
