RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock, an Amendment No. 2 to the
Contract between the City of Lubbock and Hugo Reed and Associates, Inc. for
engineering services. Said Amendment No. 2 is attached hereto and incorporated in this
Resolution as if fully set forth herein and shall be included in the minutes of the Council.

AMENDMENT NO.2
to
CONTRACT FOR ENGINEERING SERVICES for DESIGN and BID:
GLENNA GOODACRE BOULEVARD PROJECT in
OVERTON PARK, LUBBOCK
THE STATE OF TEXAS §
THE COUNTY OF LUBBOCK §
THIS AMENDMENT NO.2 to THE CONTRACT FOR ENGINEERING SERVICES for
DESIGN and BID: GLENNA GOODACRE BOULEVARD PROJECT in OVERTON PARK,
LUBBOCK, said contract dated December 11, 2003, is made by and between the City of Lubbock,
Texas, hereinafter called the OWNER, and Hugo Reed and Associates, Inc., hereinafter called
HRA.
NOW, THEREFORE, in consideration of the mutual covenants and agreements herein contained,
the OWNER and HRA do mutually agree as follows.
ARTICLE 1. CONTRACT PERIOD
The effective date of the original contract was December 1,1, 2003. Amendment No. 1 extended the
Contract Period to December 30, 2004 to include the additional design phase services generally
outlined therein. The Contract Period is not being extended by this AMENDMENT NO. 2.
ARTICLE 2. SCOPE OF SERVICES
This AMENDMENT NO. 2 is being made at the request of the OWNER for the purpose of
amending the Original Scope of Services to include those general professional services detailed in
Attachment A hereto, "Additional Project Scope and Services."
ARTICLE 3. COMPENSATION
The general tasking proposed to perform the additional services authorized by this Amendment is
described in Attachment A. The "Basis for Payment" for services performed under this
Amendment is the same as for the original agreement. This AMENDMENT NO.2 will result in a
net increase of $ 7,500 (seven thousand five hundred dollars) to the maximum amount payable
under this contract.
ARTICLE 4. OTHER
No other changes to the original contract are requested or granted as a result of this Amendment.
All other provisions of the original contract will remain in full force and effect. This Amendment
shall become a part of and be incorporated into the original contract upon its full execution by both
OWNER and HRA.

ARTICLE 5. SIGNATORY WARRANTY
The undersigned signatory for Hugo Reed and Associates, Inc. hereby represents and warrants that
he is an officer of the organization for which he has executed this contract and that he has full and
complete authority to enter into this contract on behalf of his firm.
The undersigned signatory for the OWNER hereby represents and warrants that he/she has full and
complete authority to enter into this contract on behalf of this organization.
IN WITNESS WHEREOF, the parties hereto have caused this AMENDMENT NO.2 to the
original contract to be executed, but this Amendment No. 1 to the original contract shall not be
valid until signed by a duly authorized representative of each party.

Amendment No. 2
Additional professional services for City Bank site
Dear Larry:
Enclosed herewith is a proposal prepared by Mary Crites, AIA, Firm Principal, Parkhill Smith and Cooper,
Inc., for performance of the design and associated services of the public lighting at the City Bank tract (Tract
2C, Overton Park), and for other items as detailed in Marys proposal. HRA, Inc. has prepared and supplied
PSC, Inc. with the necessary plantprofile and details for the curb and gutter items mentioned at both the
September 2 meeting at the City wherein these topics were reviewed, and as detailed in Marys proposal.
The proposed hourly/NTE fee is $1,500 for the plan/profile work and necessary coordination by HRA, Inc.,
and $6,000 for the necessary additional professional services work to be performed by PSC, Inc., per the
attached letter. Therefore, the total NTE fee proposed for this Amendment No. 2 is $7,500 (seven thousand
five hundred dollars).

Re: Design of Parkway lighting on Glenna Goodacre Boulevard (GGB) and University Avenue along
City Bank Property and Coordination with City of Lubbock, City Bank, and City Bank General
Contractor for the installation of Lighting and Curb/Gutter
Dear Mr. Coleman:
The anticipated occupancy by City Bank precedes the completion schedule for the GGB roadway work.
Because of this the decision made at the September 2, 2004 meeting at City Hall proposed having the
City Bank General Contractor construct the curb and gutter along University and install the wiring and
pedestrian street lighting along GGB and University Ave. To accomplish this, Parkhill, Smith & Cooper, Inc.
(PSC) proposes an hourly fee with a maximum. The following tasks were identified to accomplish the
necessary work:
1. PSC to design and engineer the plans and specifications for the pedestrian street lighting, issued to the
City Bank General Contractor.
2. Transmit to the City Bank General Contractor the drawings provided by Hugo Reed for the
construction of the curb and gutter along University Ave
3. Provide limited construction observation of the street lighting work while under construction, and
general coordination between the City of Lubbock, LP&L and City Bank General Contractor. This
would include review of general Contractor pay applications.
4. Provide general overall coordination between the identified entities. This would include assistance
with tracking scheduling/timing of work, payment/reimbursement of work between City Bank and the
City.
5. Assist the City in calculating the appropriate TIF allocation and prorated apportionments to each of
the 3 tracts on this block.
For the scope described above, PSC proposes using an hourly rate fee method with a maximum fee of $6,000.
