Texas 76137 We are enclosing the original and one copy of the Grant Offer for Airport Improvement Program (AIP) Project No. 3-48-01 38-037-2012 at Lubbock- Preston Smith International Airport. This letter outlines expectations for success. Please read all the conditions and assurances carefully. To properly enter into this agreement, please accomplish the tollo«ing: • The governing body must pass a resolution and execute the grant, along with your attornev"s certification, by September 17, 2012, in order for the grant to be valid. • We ask that you return the Grant Offer marked "Original" to us by overnight mail and maintain the "Copy" marked for your records. You are authorized to use the Letter of Credit (LOC) method for securing reimbursements directly from the Federal Treasury for completed work. Please note Grant Condition No, 4 requires you to complete the project «ithout undue delay. We will be paying close attention to your progress to assure proper ste�r4ardship of these Federal funds. You are required to make a LOC draw for allowable incurred project expenses ev M 30 days. Should you fail to make draws on a regular basis, your grant may be placed in -inactive" status %%hick will impact future grant offers. t rntil the grant is completed and closed, you are responsible for submitting formal reports as tollo%vs: A signed;'dated SF-271 (or equivalent) and SF-425 tier the preceding quarter's financial acti%ity on a quarterly basis. i.e. no later than January 15, April 15, July 15, and October 15: and Construction Progress Reports ( FAA Form 5370-1 ) are due e ery two %�Ccks l%htic iln-site construction is in progress. 2 Once the project(s) is completed and all costs are determined, we ask that you close the project without delay and submit, as a minimum, the following: • Pre- and post -construction photographs; and • Sponsor Certification for Project Final Acceptance; and • Summary of all change orders and summary of all testing; and • Final SF-271 (or equivalent) and SF-425.
