RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized to direct
the Directdr of Aviation on behalf of the City of Lubbock, to submit an application and
all related documents to the Federal Aviation Administration to impose and use a
Passenger Facility Charge to fund certain capital projects at the Lubbock International
Airport. Said application is attached hereto and incorporated in this resolution as if
fully set forth herein and shall be included in the minutes of the City Council.

The existing pavement on Taxiway A located west of Runway 17R/35L has
deteriorated and reached the end of its design life. This taxiway will be removed.
The partial Taxiway L located west of Runway 17R/35L will be extended to serve
Runway 17R/35L. Approximately 38,000 square yards of new 14" PCC
pavement will be constructed to serve air carrier aircraft. This project will include
removal of existing asphalt and concrete pavement, removal and installation of
taxiway lighting, modifications to the existing electrical vault, new PCC pavement,
new asphalt pavement, drainage improvements, excavation and embankment.

not meet the FAA requirements for the current designated category D-IV runway.
The existing partial Taxiway L does meet the required separation distance. This

6. PROJECT JUSTIFICATION:
The existing snowplows are over 20 years old. They have reached the end of their
intended useful life. In order to insure that the airport pavements can remain open
during winter time snow storms, new snow plows need to be purchased to insure safety
and maintain capacity at the airport.
The airport is required to provide airside law enforcement officer response. This
includes the daily airside security patrols, SIDA monitoring and incident response. This
law enforcement officer response requires the use of vehicles equipped properly for law
enforcement operations.
The airport is also required to perform regular airfield pavement inspections to
insure that objects or other hazards do not exist that would affect the safety of
the aircraft. The airport is also required to insure that access to the airport is
controlled and the inspection of the perimeter of the airport is necessary to insure
this security is maintained. The airside vehicle will be used for performing these
inspections.

control access to the secured areas of the airport. Lubbock International Airport
installed a computerized access control system in certain areas of the terminal
and adjacent area. The existing system has surpassed its useful life and does

The software has become outdated and obsolete preventing ability to modify to
meet current needs at the airport for security. This upgrade will improve the

During the winter, moisture on the pavement can begin to freeze rapidly if certain
conditions exist in the atmosphere and pavement surface. If proper treatment of
the pavement surface with deicing agent does not occur prior to the freezing of
the pavement, the runway may have to be closed until the ice can be removed.

6. PROJECT JUSTIFICATION:
The airfield guidance signage is extremely important to the safe movement of
aircraft on the airfield. The existing sign panels have faded and do not provide
the needed visibility for pilots. The recent FAA Certification Inspection noted that
these sign panels need to be replaced. The replacement of the sign panels will
improve their visibility and decrease potential of runway incursions. The existing
emergency generator in the electrical vault serving the airfield lighting and
signage has reached its useful life and is not dependable to operate when power
is lost to the electrical vault. This project will include modifications to the
electrical vault building and the replacement of the emergency generator and
associated equipment to improve the safety for aircraft on the airfield and while
landing.

AIR CARRIER CONSULTATION INFORMATION
A Letter of notice for the consultation meeting was sent to air carriers on May 14, 2004. None of the air
carriers submitted a written acknowledgement or attended the consultation meeting held on June 15, 2004.
The following pages contain the letter of notice for the consultation meeting and the list of air carriers
notified of the consultation meeting.

In accordance with U.S. Department of Transportation Federal Aviation Administration 14 CFR Part 158
(Passenger Facility Charges), the City of Lubbock, Texas, as Owner and operator of Lubbock International
Airport, has previously imposed a Passenger Facility Charge (PFC) as specified in 14 CFR Part 158, per the
Federal Aviation Administration's Record of Decision dated June 2002. Pursuant to Part 158.25, the City
of Lubbock, Texas has scheduled a meeting for Tuesday June 15, 2004, at 2:00 P.M. The meeting will be
held in Lubbock International Airport's Conference Room located on the second floor of the Terminal
Building. The following actions will be discussed:
ACTION A. In accordance with 14 CFR Part 158 section 158.25, the City of Lubbock, Texas will be
requesting authorization to amend the existing FAA approved impose and use PFC Application
No. 02-04-C-00-LBB for the following projects:
Item 3-10, Construct Taxiway B-1
Amend access Taxiway designation to Taxiway V and final
constructed location of the new access Taxiway along Runway
Item 3-11, Acquire ADA Aircraft Access
Delete project from PFC application
Item 4-7, Construct Blast Wall
Amend scope to only include Blast Wall Analysis
This amendment will result in a net reduction in PFC collection amount for this application.

In accordance with 14 CFR Part 158 section 158.23, the City of Lubbock is hereby providing
written notice to all class of carriers who operate at Lubbock International Airport filing RSPA
