RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized to direct
the Director of Aviation on behalf of the City of Lubbock, to amend a Passenger
Facility Charge Application 02-04-C-00-LBB to the Federal Aviation Administration
and all related documents, decreasing the application by deleting the ADA Aircraft
Access project and changing the project names and descriptions of the Blast Wall and
Taxiway B-1 Projects.

PROJECT TITLE: Project 4-7 Construct Blast Wall
Amendment: Project Title: Blast Analysis
PROJECT DESCRIPTION: This project consists of preparing a certified blast analysis
for accidental/terrorist explosions for FAA approval. According to the FAA's Explosives
Unit the analysis shall address what effect an explosion within 300 feet of the terminal
building will have on the structure and whether or not air commerce could continue after
the incident. Subsequent to the analysis, this project will include schematic site
improvements consistent with the findings contained in the analysis and finally the actual
construction of the selected site improvements as approved by the FAA. In addition to
design and construction, the project will include related geotechnical investigation,
demolition, drainage requirements, incidental lighting, signage and other markings, and
any necessary landscape modifications.
Amendment: This project will be amended from a design and construction project to a
project consisting of the preparation of a certified blast analysis for accidental/terrorist
explosions for FAA approval. This project allowed us to comply with the FAA's
Explosive Unit and determine what effect an explosion within 300 feet of the terminal
building would have on the structure and whether or not air commerce could continue
after the incident Subsequent to the analysis, it has been determined that the
construction of a blast wall is not feasible at this time.

Amendment: Delete project from application.
PROJECT DESCRIPTION: This project consists of providing commercial commuter
aircraft access equipment to allow all weather access to commuter aircraft by physically
challenged passengers.

PROJECT JUSTIFICATION: Since the submission of Application 02-04-C-00-LBB, all
major airlines servicing Lubbock International are using aircraft that can be
accommodated by the jetbridges.

PFC Aoolication 02-04-C-00-LBB Amendment Proiect Information
PROJECT TITLE: Project 3-10 Construct High Speed Taxiway B-1
Amendment: Project Title: Construct Taxiway V
PROJECT DESCRIPTION: Project consists of constructing a high-speed exit taxiway
serving Runway 17R-35L and connecting to Taxiway M for southbound traffic, just north
of Runway 8-26. Taxiway is proposed to be 90' X 850' (76,500 square feet) with
incidental signage, markings, lighting and drainage, and geotechnical investigation.
Amendment: Project consists of constructing an exit taxiway serving Runway 17R-35L
and connecting to the new cargo apron area at Taxiway "W'. The taxiway is proposed to
be "130'X 690' (89,700 square feet) with incidental signage, marking, lighting, drainage
and geotechnical investigation.
PROJECT JUSTIFICATION: This project will increase the capacity on 17R/35L as well
as enhance overall Airfield safety. The project will serve traffic landing from the North
and allow quicker exit from the runway, thus enhancing runway safety and capacity.
Amendment: As stated in the 1992 Airport Master Plan, an exit taxiway from Runway
17R-35L will increase the capacity of the runway as well as enhance overall Airfield
safety. After coordination meetings with the airport users and the ATCT, it was
determined that the most useful and advantageous location for an exit taxiway at this time
was between Taxiway "S" and Taxiway "B" leading to the new cargo area.
