RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK, TEXAS:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock an Agreement with the
United States Department of Justice, and any associated documents, for a grant in the
amount of $511,653.00 to be used for the purchase of mobile data computer hardware
(laptops). Said Grant Agreement requires no local cash match.

!. PROJECT SUMMARY
A. ASSESSMENT OF EXISTING PROBLEM (S)
The Lubbock Police Department is upgrading its Public Safety Computer
Aided Dispatch (CAD) and Records Management (RMS) systems. The
current system is a text -based VAXNMS mainframe. The new system will
- be a Windows NT graphics based system. The new Public Safety
dispatch and records system will require an upgrade to the Police Mobile
Data (MDS) system as well. The current MDS is text based. For
continuity, the MDS system must support Windows NT graphics based
applications. Our current MDS system prohibits this continuity.
The LPD has 222 text -based mobile data units in its MDS. Of this
number, the LPD has replaced 58 of the text -based mobile data units with
a ruggedized laptop mobile data computer that is compatible with the new
CAD/RMS system upgrade. The new CAD system, thru the new MDS
system, allows officers to communicate with the centralized Lubbock
Police Communications Center for a variety of police functions. This
includes dispatching calls for service to citizens, retrieving and reviewing
public safety information, accessing LPD records management systems,
conducting external checks of wanted persons and stolen vehicles, using
graphics analysis and mapping, and voice -less communication with each
other.
The upgraded MDS will allow LPD officer's to focus more time on
providing police services to citizens in the field. This focus allows an
officer to spend significantly more time in assigned work areas, interacting
closely with our residents. The end result is providing improved police
services to our community.
As with any major technology upgrade, Lubbock faces a major hurdle
concerning funding. This proposed MDS technology upgrade is very
expensive. The COPS Technology Grant is a key ingredient to
complement our local funding. This COPS Technology Grant award will
allow the LPD to purchase an allotment of mobile data units to ensure a
positive path in future municipal policing efforts.
B. PROJECT GOALS AND OBJECTIVES
The City of Lubbock has identified a need for upgrading its MDS. This
upgrade will allow the LPD to purchase a percentage of mobile laptop
computers (MDC) to replace the older text -based mobile terminals. The
City Of Lubbock desires the most modern mobile data computer available.
Currently, MDC's are Pentium -based, laptop computers with a built in
radio -modem and a flat -panel color monitor. Most MDC's offer a high -
resolution touch screen display that provides superb readability in full
sunlight. This touch screen can be adjusted for nighttime viewing allowing
the officer to minimize interior illumination and increasing officer safety.
In addition, current MDC technology provides a rugged component -based
laptop computer system that is strengthened for field police activities. The
desired MDC's display monitor can be mounted on the dash, allowing for
increased operational visibility.
The proposed MDC will have software and hardware permitting it to
interface with the Lubbock Police Department's Public Safety computer
system. Also, the proposed MDC's will use Microsoft Windows based
software that will support other program applications identified for future
needs. For example, readily available mapping software can be installed
to help an officer provide a greater service to citizens in the community.
C.IMPLEMENTATION PLAN (S)
1. Application Phase — Ongoing.
2. Application Review/Award — Pending.
3. Award Receipt/Draw down of Funds — The City Of Lubbock will
use the COPS Technology Grant for the purchase of rugged mobile
laptop computers for the LPD. This implementation plan will begin
when the City Of Lubbock receives funding authorization and award
notification.
4. Receipt of Hardware/Installation — Current City Of Lubbock
Information Technology and Radio Communications staff will
perform the installation and system maintenance of the units.
5. Evaluate/Review Systems — LPD staff will evaluate and review
MDS system configuration and adjust as needed.
6. Grant Award Maintenance/Reporting — Ongoing through out
award period.
The process will be completed in a 12-month time line as indicated in
the implementation time line documents. Please refer to this time line
for details.
D. EVALUATION PLANS, OUTCOMES, AND
EFFECTIVENESS
The LPD is actively working to reduce localized neighborhood crime,
facilitate reducing citizen fear of crime, and enhancing the quality of life in

our local community through various law enforcement activities supported
by our Public Safety computer system.
Currently, the LPD Public Safety computer system does not permit a
transfer of "live" crime data information, updated from the field mobile

in the current Public Safety computer system, prohibits the use of
computer enhanced beat unit crime analysis or crime prevention
strategies, in the field. This limitation becomes increasingly complex when
associated with the principal difficulty experienced when trying to achieve
accurate field reporting and case management — the age of the record or
database used in this process.
The new RMS utilizes software to queue "live" records data from the new
MDS. In turn, the proposed MDS system will allow this queued data to
remain in place until accepted into the RMS system. This upgrade, of the
mobile data hardware, will allow officers to access different databases with
"live" victim information, suspect information, witness information, involved
party information and case records. This includes a graphics interface,
crime mapping, and photographs.
Once the upgraded MDS is functional, the success of the new MDS
hardware can be evaluated by comparing similar evaluated data from the
older MDS.
E. CURRENT/PLANNED COMMUNITY POLICING AND
CRIME PREVENTION ACTIVITIES.
The new MDS, combined with our upgraded Public Safety computer
system, will clearly increase the field officer's efficiency. This increased
efficiency highlights the LPD's commitment to providing for community
participation in police services, increased opportunities for superior
customer service, and managing a field officer's available time for
responding to emergency service calls. The future oriented police
department will focus on crime prevention strategies, before a crime is
committed. This focus is enhanced through mobile data communications.
The new MDS will align the focus of all active beat units. This alignment
will associate individual beat unit databases to a common information
thread. This thread is our mobile data computer system. This data link
will equip all beat units with "live" police records information.
Time management is another valuable resource for community oriented
law enforcement activities. The upgraded Public Safety computer system
can help reduce the time needed to complete routine police activities while
increasing the time an officer is available for proactive crime prevention

strategies that are identified by community team groups. The more time
an officer is available for working directly with citizens and community
team groups, the greater the police services provided.
Currently, the LPD is involved in several practical community policing

(NSU) is an active part of this team effort. The NSU is active in localized
neighborhood watch and citizen patrol type activities and some members
of the NSU share Horse Patrol duties in target areas.
Furthermore the NSU directs centralized monthly Mobile Operations
Vehicle (MOV) deployments. These deployments occur in targeted areas
where community leaders and LPD staff identify special needs or law
enforcement focus. City employees from all departments and outside
public community agencies staff the MOV. MOV staffing is determined by
the needs identified in pre -deployment planning meetings. Also, these
MOV deployments involve collaborating with the Lubbock Independent
School System (LISD) Police Department. These working relationships
with other governmental and community based organizations are
instrumental in reaching our community policing goals and objectives.

Mobile Data System (MDS) Technology Project — Budget Narrative
A. 71 Ruggedized Laptop Computers.
The Lubbock Police Department is upgrading its Computer Aided Dispatch
(CAD) and Records Management (RMS) system to a Windows NT graphics
based system. This requires an upgrade to the Mobile Data (MDS) system as
well. The current MDS is text based. For continuity, the MDS system must
support Windows NT graphics based applications. Our current text -based MDS
system prohibits this continuity. Also, the current MDS hardware is reaching the
end of its expected life cycle. Additionally, mobile data technology has greatly
improved since the original MDS hardware purchase. The LPD has 222 text -
based mobile data units in its MDS. Of this number, the LPD has replaced 58 of
the text -based mobile data units with ruggedized laptop mobile data computers
that support the CAD/RMS system upgrade.
The LPD has identified a need to upgrade a percentage of the remaining 164
text -based mobile data units with a ruggedized laptop computer. These laptops
will allow officers to communicate with the central Police Communications Center
for an assortment of police functions. These functions include dispatching
routine and emergency calls for service from citizens, retrieving and reviewing
public safety information, accessing LPD records management systems,
conducting external checks of wanted persons and stolen vehicles, using field
graphics analysis and mapping, and voice -less communication with each other.
Based on current technology pricing, the LPD estimates it will cost approximately
$7,200.00 per laptop to accomplish this upgrade. This estimate includes an RF
modem to communicate with the existing MDS infrastructure. Current City of
Lubbock staff will perform the installation and routine maintenance of these
devices.

Althou�h the Department of Justice has made every effort to simplify the application process; other provisions of fede.ral,law require us to

2. Debarment, Suspension and Other Responsibility Matters (Direct

.As requited by Executive Order 12549, Debarment and Suspension,

3. Drug -Free Workplace (Grantees Other Than Individuals)
As required by the Drug -Free Workplace Act of 1988, and
implemented at 28 CFR Part 67, Subpart F, for grantees, as
defined at 28 CFR Part 67, Sections 67.615 and 67.620 -

gambling, extortion, smuggling, bribery, and public corruption) and shares this data with

By the applicant's authorized representative's signature, the applicant assures that it will comply with all legal and administrative

1. It has been legally and officially authorized by the appropriate

A. In the event that any court or administrative agency makes a
