As you will recall, this year's contract provided for $142,207 to be granted over two granting periods. Attached are the results of the Review Committee's meeting held June 26, 2003. Twenty-two applications were received on the June 1 deadline; twenty were recommended for full or partial funding and two were recommended for no funding. The total amount requested from the program was $124,960.00. A total of $66,400 is being recommended for funding. This amount reflects approximately half of the 2003 allocation and additional funds from the Texas Commission on the Arts. The committee was pleased to see a group which had not received previous funding, apply again with a much improved request for grant money. In developing the funding recommendation for each application, the Grants Review Committee followed guidelines approved by the City Council, a copy of which is attached. As you will note, the criteria address, among other things, the project's impact on tourism and education, access by members of the community, quality, and the ability of the applicant to carry out the project. Please submit the enclosed recommendations for the City Council's consideration at your earliest convenience. BACKGROUND/DESCRIPTION: On February 27, 2003 the Lubbock City Council approved an agreement to pay the Lubbock Arts Alliance, Inc. $142,207.00. The agreement stipulates that the funds are to be used in making grant awards to cultural arts organizations for the encouragement, promotion, improvement, and application of the arts. The funds represent 5.71429% of the hotel/motel tax collected during the fiscal year ended September 30, 2002. In reviewing requests and developing funding recommendations for each application, the Grants Review Committee follows guidelines that were approved as part of the February 27, 2003 agreement. The grants review committee, composed of appointments by City Council and representatives of the Lubbock Arts Alliance, evaluate applications and submit their recommendations to the City Council for approval. The Lubbock City Council is now asked to approve $66,400 in grant awards for the first grant period for 2003/2004. 22 applications were received on the June 1, 2003 deadline and 20 are recommended for full or partial funding.
