RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute for
and on behalf of the City of Lubbock, a Texas Traffic Safety Program Grant Agreement and
related documents from the State of Texas, acting by and through the Texas Department of
Transportation. Said Grant Agreement will be used to develop and provide comprehensive
traffic eduation programs to the South Plains with the initiative to create a safe environment
on and around public roadways, and the grant funds will be used only for the purposes for
which they are intended under the grant. Said Grant Agreement is attached hereto and
incorporated in this resolution as if fully set forth herein and shall be included in the minutes
of the City Counci I.

A ccording to the Texas ~fotor Vehicle Traffic Crash Highlights, the fatality rate on Texas roadways in 2016
\Vas 1.4-1 deaths per hundred million vehicle miles traveled This is a 3.59% increase from 2015 . Texas also
experienced an increase in the number of motor vehicle traffic fatalities . The 2016 death toll of 3,773 -..vas an
in crease of 5.45%from the 3,578 deaths recorded in 2015 . Lubbock and surrounding counties are a major
rontributor to the trends shO\vn in state wide data. In 2016 Lubbock County experienced 3 8 fatal crashes
'Yith-B fatalities These topics are data driven topics for points of education and enforcement among the
p opulations served in the South Plains: pedestrian and cycling education, alcohol and drug use education,
oc cupant safety, motorcycle safety in cluding the use of helmets , school bus safety, addressing driver
r ducation and behavior, education on speed c ontrol and railroad safety . Among all individuals regardless of

rnotorcycle fatalities in 2016 acc ording to TXDOT, of -1-96 fatalities , 263 of those \Vere from motorcyclists
not \vearing a hehnet Throughout the South Plains , 598 crashes wen• the result of speeding (f}CT)01)

Safety City is a miniature tmvn with working traffic lights , cross walks. overpasses, school zone , and a

w orld! experience in a safe and controlled setting. Safety City currently provicies pedestrian, bicycle, railroad
r ducation, speeding education, occupant protection and proper resuaint protocofs, and general traffic safety
t at risk popuPations including youth ages 6-2-1 . Students get hands. on training by being able to participate
and experience the techniques needed to drive/walk/ride in a city safely. The students that participate in our
trainings are taught the infonnation and given an opportunity to appty the Ieamed skills by dri\'ing a pedal
c ar, riding a bike and wallcing across our streets . Research pmvided! by NHTSA's Child P e destrian Safetj•
Education: Applying L e arning and Developmental Theories to D evelop Safe Street-Crossing Belmviors ,
insists that b eha:viors are a motor sk:ill. This means that the b ehmior-of any one of the equation elements
pmvided above or any of the problems addressed in the previous section need to have a practical
c:pptication portion. A c cording to the report, the incorporation of motor skill acquisition should be enough t o
w.ak e the motor a ctions automatic ; "Once motor skills are automatic , there is increased mental capacity for
problem so lving and d ecision making." To continue the efforts of Safety City's goal of modeling and
~·roviding education to the South Plains, it is necessary to branch outside of the Lubbock County into the
smaller more rural areas that are facing the same safety challenges \\'l'.th smaller resources. Safety City's
program is also invested in addressing the basic issues on which it was founded, education on safe
pedestrian and cycling for youth through college age students . One of the initiative s of Safety City is to be a
one stop safety shop for all of the South Plains to prnvide a place where community partners can come
to gether. Safety City host events like Health and Safety Fair and th<t Bicy cle Rodeo to encourage the
c ommunity to participate in our safety programs and show them what our miniature town is about. Safety
City has already formed alliances with the Lubbock Fire Department partnering with their paramedics and
fire prevention specialist to provide fire education as '\Vell as show students the equipment used \\hen
r e sponding to emergencies and the fy-pes of things students may experience in tranmatic situations such as a

crash. Working \Ytth other agencies, such as l exas DPS and the Lubbock .Pohce Department, will provide
m ore experiences for our students and allow them to experienc e different sitnations and know behaviorally
how to respond to help first respondents and themselves. Lubbock Police Department and Texas DPS are
both active in our classes and help teach tl1e students how a police officer may direct traffic or assist in an
accident Many organizations are targeting the same populations for similar :reasons such as LPD working
