RESOLUTION
WHEREAS, pursuant to Article IV, Section 5 of the Amended and Restated Bylaws of the
Market Lubbock Economic Development Corporati on (the "Corporation"), the City Council
of the City of Lubbock (the ·'City Council''), as the Corporation's authorizing unit, has th e
authority to approve all programs and expenditures of the Corporation; and
WHEREAS, the City Council finds that it is in the best interest of the public to approve the
program or ex penditure, as proposed to the City Council by the Corporation, as set fo rth in
Exhibit '·A" attached hereto and incorporated herein by reference: NOW T HEREFORE:
BE IT RESOLVE D BY THE CITY COUNCIL OF THE CITY OF LUB BOCK:
THAT the Downtown Fa~adc Grant program or expenditure of the Corporation, in the
amount set fo rth in Exhibit "'A" attached hereto and incorporated herein by retCrcnce. to be
provided to LBK Property Group, LL C, is hereby approved pursuant to Section 5 or the
Amended and Restated Bylaws of the Corporation.

LBK Property Group, LLC, which includes Dan Williams, Shannon Himango and Damon Chase, is
renovating the building at 1312 Ave Q, located within the Downtown TIF. Dan Williams also has other
properties located in Downtown Lubbock that will be renovated in the coming months. The scope of
work on the fa~ade of this project will include new exterior doors and windows and storefront glazing
totaling $21,917 in expenses.
The MLI Board is being asked to consider a Downtown Fa~ade Grant for LBK Property Group, LLC
totaling $10,959at1312 Ave Q.

RESOLUTION APPROVING LBK PROPERTY GROUP, LLC

THE STATE OF TEXAS
COUNTY OF LUBBOCK
At a regular meeting of the Board of Directors of MARKET LUBBOCK ECONOMIC
DEVELOPMENT CORPORATION, INC., a Texas nonprofit corporation (MLI), on Wednesday,
August 22, 2018, held in conformity with the bylaws, after due notice as therein provided, a
quorum being present and acting, the following resolution was unanimously adopted:
WHEREAS, MU presented to members of the Board the proposal of a possible Economic
Development Grant and Contract (Permittable and Fa~ade) to LBK Property Group, LLC, al 1312
A venue Q, Lubbock, Texas. The terms and conditions of such Economic Development Grant and
Contract, other than the normal terms and conditions applicable to all such Economic Development
Grant and Contracts by the Corporation, are described generally as follows, to wit:
Grant the Downtown Pcrmittable Grant request in the amount of SI 7, 134 to LBK Property
Group, LLC at 1312 Avenue Q, located within the Downtown TIF, with the scope of work
including a new roof and structural, mechanical and electrical work totaling S 171,339 in expenses,
and once the work has been completed and proof of payment has been submitted.
And a Downtown Facade Grant in the amount of S I0,959 lo LBK Property Group, LLC at
1312 A venue Q. located within the Downtown TIF, with the scope of work including a new
exterior doors and windows and storefront glazing totaling $21,917 in expenses, and once the work
has been completed and proof of payment has been submitted.
WHEREAS, The Board of Directors of MLI finds that an Economic Development Grant
and Contract offering the incentive for providing assistance to renovate and update the facility
meet and comply with the qualifications and purposes of the Corporution for the grnnting of such
Economic Development Grants and Contructs.
Upon Molio~ by Director, ·Mr. Calvin Davis, and Seconded by director, Mr. Barry Orr,
il was approved,
IT WAS RESOLVED that MLI off er and, if accepted by Recipient, enter into an Economic
Grant and Contract with LBK Property Group, LLC, at 1312 Avenue Q. Lubbock, Texas. This
Economic Development Grant and Contact will be on the normal terms and conditions of such
Downtown Permittable Grant and Fa~ade Grant Program and Contract 6ffered by MLI to existing
businesses and business prospects and authorize the CEO to enter into and negotiate Performance
