Said Amendment #1 is attached hereto and incorporated in this Resolution as if fully set forth herein and shall be included in the minutes of the Council. AMENDMENT NO. 1 5544 TO AGREEMENT FOR ENGINEERING SERVICES CITY OF LUBBOCK, TEXAS AND HNTB CORPORATION THIS Amendment No. 1 to Agreement for Engineering Services ("Amendment No. I"), dated effective this 18th day of Noym6e , 2005, is by and between HNTB Corporation ("Engineer"), of 5910 W. Plano Parkway, Suite 200 Plano, Texas 75093, a corporation duly chartered under the laws of the State of Texas, and the City of Lubbock, Texas ("Owner"), a Texas home rule municipal corporation. WHEREAS, pursuant to Agreement for Engineering Services, dated on or about October 11, 2004, Resolution No. 2004-RO513 (the "Original Agreement"), Engineer agreed to provide engineering services to Owner consisting of public involvement, route studies (including alternatives analysis), preparation of design schematics, environmental assessments, preliminary cost estimates, and analysis of adjacent property owners' share of the cost of paving improvements to Loop 289, 4`h Street, Erskine Street, Slide Road and the Loop 289/Erskine Street/Quaker Avenue/TT Parkway Interchange for the City of Lubbock; and WHEREAS, Owner and Engineer now desire to amend the Original Agreement, as follows: l . " Northwest Passage Advance Planning" "ATTACHMENT `A', SCOPE OF SERVICES", and "ATTACHMENT `B', COMPENSATION" to the Original Agreement are Hereby amended by adding ATTACHMENT "Al", ATTACHMENT "B 1 ",and ATTACHMENT "D I" to this Amendment No. 1 resulting in an increase of $16,567.19 to the original contract of $799,948.63 for a total Lump Sum compensation of $816,515.82 for "Advance Planning" engineering services. 2. " Erskine and Slide PS&E" "ATTACHMENT `A', SCOPE OF SERVICES", "ATTACHMENT `B', COMPENSATION" and "ATTACHMENT `C', OWNER'S RESPONSIBILITIES" to the Original Agreement are Hereby amended by adding ATTACHMENT "A2", ATTACHMENT "132", ATTACHMENT "C2"and ATTACHMENT "02" to this Amendment No. 1 resulting in a Lump Sum compensation amount of $1,248,280.33 for "PS&E" engineering services for Slide Road and Erskine Street. Cekeal Division "Northwest Passage" From Frankford Avenue (FM 2528) to Clovis Road (US 84) City of Lubbock SCOPE OF SERVICES Attachment Al The work to be performed by HNTB Corporation (hereinafter referred to as the Consultant) under this Scope of Services will consist of, A time extension and corresponding Project Management activities due to the time extension as referenced in a letter addressed to Mr. Larry D. Hertel, P.E., City Engineer dated November 3, 2005. PLANNING SERVICES PHASE (TASKS 1) Task 1 - Project Management & Quality Assurance The Consultant's Project Manager and Task Leaders will be responsible for CONTINUED project oversight and the daily management of this project. Frequent and appropriate communications will be maintained between the Consultant and the City in an effort to complete the project. The following items are included in the project management tasks: • Coordinate the daily activities of the project; • Our subconsultant, Parkhill, Smith and Cooper (PSC) anticipates coordination, attendance, and preparation of meeting minutes for miscellaneous meetings with the City and other project stakeholders, estimated two (2) meetings. • Prepare a revised and maintain a project schedule graphic indicating tasks, critical dates, and deliverables; • Provide monthly status reports to the City in conjunction with monthly invoices; • Manage invoices and organize and manage project billings and filings; • Subconsultant management. These CONTINUED engineering services are further defined by the tasks and man-hours in Attachment B 1 of this Amendment. Box 2000 Lubbock, TX 79457-0001 RE: Northwest Passage Project HNTB Dear Mr. Hertel: HNTB Corporation is requesting a time extension and corresponding fee increase on the Northwest Passage Project contract, due to "Uncontrollable Forces" (Article 16). The existing contract expired on October 11, 2005 (12-months from notice to proceed), and we are requesting a time extension until April 30, 2006, as per the enclosed revised schedule. The revised schedule is based on anticipated TxDOT and FHWA approval timelines. Following are the reasons for the contract time extension request: 1. Historic Determination of the Rip Griffin Building — The technically preferred alternative for Slide Road will impact the Rip Griffin Building, which is a local historic landmark. The Texas Department of Transportation (TxDOT) Environmental Affairs Division recommended that the Rip Griffin Building was not eligible for listing in the National Registrar of historic Places (NRHP) on July 7, 2005. Texas Historical Commission (THC) concurred with the non -eligibility recommendation on August 10, 2005. These approvals are part of the environmental process required if there are proposed impacts to potentially historic structures. The original scope of work was based on the assumption that there would not be any impacts to the Rip Griffin Building. Therefore, the environmental approval process for the technically preferred alternative, as approved by the City of Lubbock and TxDOT-Lubbock District, has delayed the project schedule. 2. Traffic Projections — HNTB Corporation worked with the Lubbock Metropolitan Planning Organization (MVO) and TxDOT Transportation Planning and Programming (TP&P) Division on the TransCAD modeling to develop the traffic projections for the Northwest Passage project. Ov September 7, 2005, TxDOT TP&P approved the HNTB traffic projections for the Northwest Passage project. These traffic volumes have been incorporated in the schematic design and environmental document for submittal to obtain approval to hold a public hearing on this project. Obtain records of such other existing utilities that would be affected by the project, including the results of subsurface utility investigations, and cooperate with utility companies in investigating the need for utility relocations and/or adjustments. Plan sheets will be distributed to all utilities, by the Consultant, for "mark-up" of their existing facilities. • Collect from the City available record plans of drainage and flood control facilities along the project corridor if these facilities are affected by construction and operation of the project. Collect all available hydrologic and hydraulic information available from the City. • Obtain from the City records of available geotechnical data and subsurface exploration information to confirm or determine through analysis of available information.. • Where required, obtain from the City the traffic signal warrant data, submissions and approvals. • Obtain from the City applicable City Standards, City General Notes Database, City Bid Price Information and applicable City Special Specifications and Special Provisions for the project, and City Standards and Specifications for the City utility relocation plans. Task 3 - Establish Design Criteria The Consultant will establish a set of roadway, hydraulic, City utilities and other elements' design criteria at the beginning of the project, which shall form the basis of the design for roadways, hydraulics, City utilities and other project elements. The City will assist in the development of these criteria by providing their specific criteria to the Consultant and provide their further input for all parties' review, concurrence and agreement. The Consultant will schedule a design conference to discuss the various aspects of the project with affected parties, including the City. It is anticipated the design concept meeting will be held concurrently with the project kick-off meeting. Deliverables: • Design Criteria table for City concurrence. Task 4 - Design Surveys/Roadway Design Controls The Consultant will provide surveying required in addition to aerial surveys, cross-section data and field survey control data provided by the City and/or TxDOT. The survey items will include the following elements: • Survey, as required, visible and/or marked by others existing overhead and underground utilities and drainage facilities, including coordination with utility companies for type, size and location of selected critical underground utilities as exposed by others and establish location and features of steel tower foundations and the elevation of lowest wires and cables. This will include manholes, vaults, water, and gas valves. Elevations will be determined for flow lines of manholes and top of operating nuts on water and gas valves. This Scope of Services includes no more than thirty (30) ties to underground utility locations exposed by others. More than thirty (30) will be performed on an hourly rate agreed upon during contract negotiations and subject to approval by the City. Cross section drainage channels 500 feet upstream and downstream of existing right-of-way at 50 feet intervals and at critical break points. Channel cross -sections will be taken as required. • Survey, as required for design purposes, existing topographic features and cross -sections of the existing roadways, cross streets, driveways, and drainage channels to supplement aerial photogrammetry furnished by the City and TxDOT. This information will be incorporated into the project digital terrain model (DTM). • ConfirmNerify primary control monuments and establish four (4) new monuments, including data sheets. • Establish Secondary Control points at approximately one thousand -foot intervals along the length of the project. Each Secondary Control point will be described both by XYZ coordinates and by geographic location in relation to physical features. Secondary Control points shall be 5/8 inch iron rods 18 inches long located near the right of way line. Secondary Control points will be tied to NAD 83/NAVD 88 and looped in accordance with accepted surveying practices • Field verify the existing topographic map and update as necessary to reflect changes or omissions that appear on schematic drawing within the proposed right-of-way. • The Consultant will use flagmen, signs, and traffic control per City standards where needed • Cross -sections shall be taken at right angles to the Roadway centerlines on tangent and on radial lines on the various curves. The cross -sections shall be taken at a maximum spacing of one -hundred feet and intermediate cross -sections shall be taken as necessary to ensure adequate coverage for earthwork determination that the terrain may require. • Cross -sections shall be extended as follows: A. Erskine Street; 1. Twenty-five feet beyond the right-of-way line or to the closest structure in areas that are developed. 2. Fifty feet on undeveloped tracts. B. Slide Road cross -sections will be extended to fifty feet from proposed right-of-way and if necessary an additional width necessitated by drainage and/or other requirements. • Obtain finished floor elevations on all building structures along the project corridor. • Elevations of existing ground features shall be recorded to the nearest tenth of a foot in areas of existing undeveloped conditions and to the nearest hundredth of a foot in developed land i.e., top of concrete surface, top of curb and gutter etc. and shall be secured at each cross- section, at one -hundred -foot stations, and at intermediate locations that the terrain may require. • Obtain topographic survey of Playa Lake 47 and Playa Lake 51 for subsequent analysis and cut and fill design Erskine Street Additional Cross Section Work Erskine Street drainage will outfall at Playa Lake 51, It is anticipated drainage will occur from the west to the east along Erskine and then proceed north along the existing Loop 289 west ditch. • Cross sections shall be recorded as prescribed above. • Cross sections will include flowline elevations of drainage structures along this ditch. • Additionally, particular to this work, the cross sections shall be centered at the existing ditch centerline and shall be of a width such that all breaklines will be accounted for. The width of the cross sections will be at a minimum of 100 ft. and will include enough roadway pavement sections for the Loop 289 mainlanes and frontage road. Attachment A2 Page 3 of 13 Playa Lakes 47 & 51 + The Playa Lakes will be sectioned to the extent necessary to ascertain lake floor elevations, side slopes and limits of the Playa Lake. This will include all drainage ditches flowing into the lake. Playa Lake 47 • The playa lake will be sectioned to the extent necessary to determine the limits and all drainage flows into the lake. Miscellaneous Services A. The Consultant shall recover existing pavement marking(s) locations of sufficient detail to provide an existing pavement marking file for the purpose of utilizing in the development of temporary pavement markings in the Traffic Control Plans. The Consultant shall indicate the color of the pavement marking, type (solid or broken), width and approximate limits at all intersecting roadways for a distance of 1,000 feet from the project limits. Deliverables: + The Consultant will provide copies of survey notes, and control points • The Consultant will provide the City with a complete Horizontal and Vertical Control Survey Report listing all horizontal points with coordinate values in both datum, vertical benchmarks with both datum with an electronic file drawing of both (horizontal and vertical control points) in a three (3) dimensional format and/or Tin file showing the location and reference ties to aid in the recover of said points. • Above Survey Data on Computer Compact Disk. • Geopak Tin file of topographic data, Microstation 2D and 3D files. Task 5 - Surveys For Right-Of-Way/Map And Deed Preparation The right -of --way work effort will include deed research to determine current ownership of parcels impacted by the proposed improvements. From the right-of-way requirements determined by the project design requirements, parcel maps and field note descriptions will be prepared to City standards. Computations will be performed to determine the area required from each property owner. The parcel maps will indicate ties to back corners or corners not impacted by the right-of-way taking. Areas will be represented in square feet or acres. Once the proposed right- of-way maps are approved, parcel plats and field note descriptions will be prepared and the comers which define the parcel taking will be field staked. + Survey and design data necessary for right-of-way maps and temporary and permanent easements for drainage, relocated roads, detours, streets, railroads, utilities, and all other features required for the construction shall be performed and prepared by the Consultant_ The City will prepare right -of -entry letters in connection with performing field surveying along the adjacent properties. + Work will be furnished in English units and in accordance with applicable City manuals. Work will be delivered in Microstation electronic format to the City and hard copy maps will be provided at each submittal. The Consultant will coordinate with the City Right -of -Way Agent as necessary. Attachment A2 Page 4 of 13 • Right-of-way appraisal, negotiation and acquisition will not be a part of this Scope of Services. Deliverables: • Up to six (6) copies of 11 "xl7" black and white ROW maps and five (5) parcel plat and field note descriptions. • One (1) reproducible set of 11 "x 17" Mylar 100-percent plans complete. • Microstation file of right-of-way maps. Task 6 - Utility Plans And Utility Coordination The Consultant will develop existing Utility Plans for insertion into the contract plan set and will assist the City with Utility Coordination. The effort will consist of the following: • Research and collect existing utility information and documents from the City and private utility companies. • Verify existing utility design survey data and other existing utility records. • The Consultant will coordinate, host and document up to four (4) meetings with the affected utility companies. The meetings are anticipated to occur after the Notice To Proceed and at or shortly after the milestone submittals. Continual coordination efforts via telephone and e- mailed communication through the design process will occur. • Based on information provided above, prepare existing utility plans to be included in the project plans that clearly illustrate to the extent practical the horizontal locations of public and private utilities within the project right-of-way at the time of construction. • Provide a schedule for utility adjustments based on utility adjustment schedule information provided by the City and private utility companies. • Water and wastewater utility plans are not a part of this Scope of Services. Deliverables: • Up to eight (8) sets of l inch = 200 feet scale Schematic Plan Drawings to the affected utilities. • Up to fourteen (14) sets of 11"x17" black and white copies for review at 65-percent, 95- percent and; • One (1) reproducible set of 11 "x 17' Mylar 100-percent plans complete. Task 7 - Roadway Plans Geometric Design: Horizontal and Vertical Alignment: Preliminary roadway horizontal and vertical layout alignments consistent with the roadway schematic drawings will be provided to the City for their review. The profiles for roadways along the right-of-way will take into consideration existing cross -street and driveway connections and available right-of-way for grading. Where possible, the curb elevation for these roads will be set below existing ground to facilitate offsite drainage. Grading Design: On approval of the preliminary horizontal alignments, plan sheets will be prepared which depict these alignments. These plan sheets will be a minimum scale of 1 inch = 100 feet and contain topographic information, existing underground utilities at locations of conflict, roadway baselines, pavement edges, roadway pavement contours where necessary, drainage structures excluding pipes, limits of sidewalks, limits of barriers and any other information necessary for pavement construction. On approval of the preliminary vertical Attachment A2 Page 5 of 13 alignments, profile sheets will be prepared which depict these alignments. These profiles will contain existing ground lines at the profile baseline, the proposed profile grade line, with profile elevations at fifty -foot intervals. Design Cross -Sections: The Consultant will prepare cross -sections along roadways at a minimum of 100-feet intervals and will extend to the same limits defined in Task 4. These cross - sections shall form the basis for the determination of earthwork quantities. Earthwork quantities will be computed and shown on these cross -sections. These cross -sections shall not be prepared as part of the final construction drawing package, but will be furnished to the City separately. Other Roadway Design Elements The organization of plan sheets will be per City requirements. General • Project Title Sheets will be prepared as required and formatted by the City to be used for the construction plans. • Project Layout/Index Sheets will be prepared to clearly indicate the limits of the entire project. • Existing Typical Sections will be prepared for existing roadways. • Typical Sections will be prepared for paving sections along the various roadways of the project. These sections will be based on the pavement and base designs provided by the City. • General Notes will be assembled for the various roadway elements. • Specifications and Special Specifications will be developed and compiled, utilizing the City database as a basis. • Estimate and Quantity Sheets will include all pertinent bid items per City standards. • Consolidated Summaries Traffic Control Plans See Traffic Control Section. Roadway Details • Alignment Sheets: Roadway horizontal control sheets and horizontal curve data sheets will be prepared at a minimum scale of 1 inch = 200 feet, which depict relevant information to establish the roadway baselines. • Plan and Profile: Plan sheets will depict roadway alignments, including baseline information, width of travel lanes and shoulders (if any), and vertical profiles. The plan sheets will be prepared at a minimum scale of 1 inch=100 feet. Supplemental information will be provided as necessary for construction of the project. • Intersection Details: Where necessary, supplementary grading sheets will be prepared to properly show the relationship between adjacent roadways, drainage swales, or areas of special grading, especially at intersections. Where transverse cross slopes are 1 /8 inch/foot. or less, contour plans will be prepared at 0.1 foot contour intervals. Intersecting Street Details will be provided for T-Streets. • Driveway and Alley Details: Details will be provided as required to supplement the plan and profile sheets for construction of driveways and alley returns. The proposed driveways will be profiled. • Miscellaneous Details: Miscellaneous paving details will be developed as necessary to describe various types of construction such as sidewalks, curbs, etc. Attachment A2 Page 6 of 13 Removal Sheets: Removal sheets will be prepared to show the necessary removals to accommodate construction of the proposed project elements. Erskine Street evaluation of existing curb and gutter. The Consultant will conduct an on -site visit to determine condition of and analyze survey data collected to make a recommendation for either removal of the existing curb and gutter section or replacement in its entirety or sections. NOTE: The City's thoroughfare plan has been updated from the time of the curb and gutter placement from 86 feet to 88 feet. This will be taken into account in the analysis. Standards: Applicable City standards as required will be inserted into the plan set. Deliverables: • Up to six (6) sets of 11 "x 17"Cross Sections at 65-percent and 95-percent; • Up to six (6) sets of 11 "xl7" black and white copies for review at 30-percent, 65-percent, 95-percent and; • One (1) reproducible set of 11 "x 17" Mylar 100-percent plans complete (to include cross sections). Task 8 - Drainage Drainage plans will be prepared to accommodate the drainage requirements of the project. Hydraulic Studies and Discharges: The Consultant will prepare overall drainage maps, showing existing contours, proposed drainage patterns, and outfall locations. The outfall system locations will be checked to verify their adequacy. Overall drainage maps shall be based on existing City topographic information and project specific topography developed for this project. Hydraulic Drainage Study and Documentation: Preliminary storm sewer design will be performed in accordance with the City design criteria. Preliminary design will be submitted for approval in standard plan and profile format. This Scope of Services includes hydraulic analysis of existing drainage facilities located inside and adjacent to the existing right of way, review of current drainage plans for development previously approved by the City and incorporates existing data regarding playa overflow routes and other drainage that will impact the street discharge. The project will include a detailed hydrologic/hydraulic analysis that will incorporate all existing data. The analysis will be done for the 5-year and 100-year 24 hour storm event and will include the assumption of fully developed conditions for the entire drainage area affecting these streets. The models must meet the requirements of the City's Drainage Criteria Manual. Consultant will coordinate with the Northwest Lubbock Drainage Planning Area study being done by separate contract by others. Playa Lake 47 (Northeast of Loop 289 and Slide Road): Consultant will prepare schematic level cut and fill plan to document cut and fill requirements to accommodate Slide Road extension. Consultant will prepare schematic level overall drainage plan to indicate drainage conveyance requirements for overland flows crossing Slide Road between Loop 289 and Erskine Avenue. Note: • Existing Playa Lake 51 (Northeast of Loop 289 and Quaker Avenuel will be evaluated for adequacy only and findings provided to the City. In the event of modifications required to the existing or additional Playa Lake system has been identified, will be considered additional Attachment A2 Page 7 of 13 work beyond this Scope of Services and can be addressed under a Supplemental Agreement to this Contract. • Erskine Street drainage analysis will be performed anticipating outfall to (and conveyance route to) Playa Lake 51 will be adequate. Storm water elevations will be determined and compared to existing floor elevations along Erskine Street. If it is determined flooding of the residences will occur, the conveyance route and improvements to Playa Lake 51 will be performed under a Supplemental Agreement to this Contract. Layout of Drainage Features _Upon approval of the preliminary drainage design, plan sheets will be prepared at 1 inch=100 feet scale, compatible with the level of detail required and the roadway plan/profile sheets. Development of these sheets will be based on the following tasks: • Identify any system modifications/new systems with in the immediate project limits required due to the roadway improvements. • Confirm adequate size of existing structures based on the design flows developed above and the record drawings. • Design storm drain system and prepare storm drain plan and profile sheets and supporting hydraulic data sheets. • Provide culvert extensions plan and profiles and prepare culvert layouts, details and supporting hydraulic data sheets. Prepare drainage plans for the proposed improvements, including the following sheets: A. Roadway drainage area and master drainage layout. B. Summary of hydrologic and hydraulic data. C. Storm water routing map. D. Temporary Drainage Plans for inclusion in the Traffic Control Plans E. Culvert cross -sections and details. F. Storm Sewer Plan and Profile. G. Playa Lake 47 final grading for cut and fill runoff water storage balance. H. Miscellaneous Drainage Details 1. Quantity Summary Sheets Note: Structural drainage details such as special manholes, special junction boxes, special culverts and special inlet design will not be provided under this Scope of Services, but can be addressed under a Supplemental Agreement to this Contract, once the need for any of the above has been identified. • Storm Water Pollution Prevention Plan (SW3P): SW3P plans will be prepared in accordance with City and TPDES requirements. This includes the preparation of the narrative and plan. The required Notice of Intent (NOI) forms will be prepared by the City. The SW3P will be written such that the Contractor will be required to handle all aspects of the plan and file their own NOI. • Preparation of a Corps of Engineers Section 404 Dredge and Fill Permit application is not a part of this Scope of Services. • Standards: Applicable City standards as required, will be inserted into the plan set. Deliverables: • Up to six (6) sets of 11 "x 17" black and white copies for review at 30-percent, 65-percent, 95-percent and; • One (1) reproducible set of I1"xl7" Mylar 100-percent plans complete. Attachment A2 Page 8 of 13 Task 9 - Signing And Pavement Marking Layouts Pavement marking layout sheets will be prepared only for the intersections of Slide Road & Loop 289 frontage road and Slide Road and Erskine Street at a minimum scale of 1 inch=50 feet. The remainder of the project will be addressed with one typical section sheet each for Slide Road and Erskine Street. Signing layout sheets will not be prepared, instead a summary of signs sheet will be prepared indicating location of signs with a station and offset to a referenced horizontal control line. • Summaries of small signs, roadside signs, and pavement markings will be prepared which include quantities for pay items. • Miscellaneous Sign Detail Sheets • Sign Detail Sheets will be prepared for sign panels showing their dimensions and layout of text, directional arrows, and shields. • Detail sheets will be prepared for any non-standard signs which may be needed on the project and for any sign attachment details not covered by the City standard details. Deliverables: • Up to six (6) sets of 11"x17" black and white copies for review at 65-percent, 95-percent and; • One (1) reproducible set of 11 "x 17" Mylar 100-percent plans complete. Task 10 — Traffic Signals The City will prepare Preliminary and Final Traffic Signal Layout plans for the intersection of Erskine Street and Frankford Avenue and Erskine Street and Slide Road. Layouts will indicate locations of all signal equipment. • The City will provide the Consultant Microstation files for purposes of coordinating the different components of the plan design. • The Consultant will coordinate with the City, the preparation and inclusion of the Traffic Signal Plans into the PS&E set, Note: The City reserves the right to bid the traffic signal plans instead of building them with City forces. • The Consultant will advise the City of any need for temporary traffic signals. If necessary, the City will provide temporary traffic signal plans. • Standard City furnished details, will be included for Detector Loop Details, Controller Details, Signal Head Mounting, and Miscellaneous Details. • Non-standard designs are outside the Scope of Services. • The City will identify and provide standards for Traffic Signal plans. Deliverables: • The City will provide the Consultant one (1) set of 11"x17" black and white copies for inclusion in the plan set at 30-percent, 65-percent, 95-percent and 100-percent; • The Consultant will provide up to five (5) sets of 11"x17" black and white copies for review at 30-percent, 65-percent, 95-percent and; • The Consultant will provide one (1) reproducible set of I 1"xl7" Mylar 100-percent plans complete. Task —11 Illumination Attachment A2 Page 9 of 13 The Consultant will prepare Preliminary Roadway Illumination Layout Plans. Layouts will conform to standard requirements for City projects. General Design Guidelines will be established in cooperation with the City for cross street safety lighting. The work effort will include: • Prepare Final Roadway Illumination Layout Plans. Illumination design will include conventional illumination for the cross streets, and signalized intersections. The illumination design will conform to standard requirements for City projects. Quantities will be tabulated and computed. • The Consultant will coordinate illumination layouts, design and standards with Lubbock Power and Light (LP&L). • The Consultant will coordinate power source locations with LP&L. • Non-standard designs are outside the scope of work for this contract. Deliverables: • Up to six (6) sets of 11"x17" black and white copies for review at 65-percent, 95-percent and; • One (1) reproducible set of 11"x17" Mylar 100-percent plans complete. Task 12 - Traffic Control Plan, Detours and Sequence of Construction The orderly routing of traffic during construction is of the utmost concern. A preliminary traffic handling scheme will be prepared after the preliminary horizontal and vertical geometry is complete. Final detailed traffic control plans will be developed upon agreement of preliminary traffic control plans. The work effort will be as follows: • Preliminary Traffic Control Plan: This scheme will take into account various factors such as safety of traffic, minimum number of lanes and detours. This scheme will be submitted to the City for their review and approval prior to the commencement of final plan preparation, • Traffic Control Plan Layouts: Traffic control plan layouts will be prepared for phases and steps of the project as per the requirements of the Texas Manual on Uniform Traffic Control Devices (TMUTCD). These plans will be prepared at a scale of 1 inch=100 feet, with special locations drawn at a scale of 1 inch=50 feet. These layouts will include the location of traffic, traffic handling devices for the maintenance of traffic, detour horizontal baseline geometry, temporary and permanent pavement construction, permanent illumination, and temporary and permanent drainage construction. • Detours: Profiles and typical sections will be prepared for the traffic detours suggested for use on the project. The profiles will have a ten to one exaggeration and will be 1 inch=100 feet horizontally and 1 inch=l0 feet vertically. • The pavement section for the detours will be provided by the City. • Temporary Drainage: Temporary drainage to replace existing drainage disturbed by construction and/or to maintain drainage of detours will be shown on the traffic control plan layouts. Profiles of this temporary drainage will be shown separately. • Miscellaneous Details: Miscellaneous details will be provided for other items such as typical driveway reconstruction, special sign details, and localized detouring of traffic. • Traffic Control Special Provision: A special provision in narrative form will be prepared which describes phases and steps of the construction, the maintenance of traffic and road construction work hours. Deliverables: Attachment A2 Page 10 of 13 Up to six (6) sets of 11"xl7" black and white copies for review at 30-percent, 65-percent, 95-percent and; One (1) reproducible set of 11 "x 17" Mylar 100-percent plans complete. Task 13 - Aesthetics/Landscape Layout Landscaping within the Slide Road and Erskine Street corridors would consist of grass sod or seeding within the border areas of the roadway (between the back of curb and the right of way line). Grass seeding would be primarily utilized within the border areas of the roadway along undeveloped tracts. Grass sod would be primarily utilized within the border areas of the roadway along developed tracts. No Irrigation system is proposed for the border areas along Slide Road or Erskine Street. The Consultant shall investigate whether existing residential or commercial irrigation systems are located within the existing city right of way along Erskine Street to determine whether roadway improvements will have an impact on any existing irrigation systems. The Consultant will provide a design for the removal and relocation of any impacted irrigation systems that are located within the existing city right of way along Erskine Street. A. Submittals for Landscape tasks shall include the following: 65 percent Submittal: • Proposed landscape plan for onsite drainage retention/detention ponds. • Proposed irrigation adjustment plans (if required) for existing irrigation systems found within the proposed right of way. • Opinion of Probable Construction Costs sufficient for a 65-percent submittal. 95 percent Submittal: • Proposed landscape plan at 95-percent development. • Proposed irrigation adjustment plans (if required) for existing irrigation systems found within the proposed right of way. • Proposed landscape plan for onsite drainage retention/detention ponds at 95- percent development 100-percent Submittal: The comments from the 95-percent submittal shall be addressed and incorporated into the final Landscape Plan. The Landscape plans shall be considered 100-percent complete upon granting of approval by the City. The Consultant shall address all comments and revisions, which are as a result of errors and omissions. Task 14 - Miscellaneous items Cost Estimates: The estimates of construction costs will be based on the plans as updated. Preliminary estimates of quantities of major construction items will be determined and current unit prices applied to these quantities, escalated to allow for inflation during the development schedule, to determine the estimates of probable construction cost. Estimate of Construction Time: A construction timeline schedule will be prepared at the end of the design contract in Microsoft Project format for use by City personnel. The schedule Attachment A2 Page 11 of 13 will identify approximately 2 to 4 milestone activities for the project, anticipating traffic control and construction sequence items along with long lead time items. Maintenance of the schedule during construction is not included in the scope of work. • Trench safety designs and plans are not a part of this Scope of Services. Requirements for trench safety will be the responsibility of the construction contractor. • Formal reviews shall occur at approximately 30-percent, 65-percent and 95-percent completion of designs, plans, and specifications. • The project design schedule assumes that all reviews by the City will be completed as follows: 21 Calendar days for the 35-percent and 65—percent submittals 9 Calendar days at the 95-percent submittal. • PS&E Package Compilation: Organize Plan Sheets, prepare Specifications, Special Provisions and Estimate package, and General Notes, based on information provided by the City. BID PHASE SERVICES (TASKS B15 and B16) Task B15 - Project Management The Consultant's Project Manager and Task Leaders will be responsible for project oversight and the daily management of this project. Frequent and appropriate communications will be maintained between the Consultant and the City during the advertisement and award of the project. The following items are included in the project management tasks: • Coordinate the daily activities of the project; • Coordinate, attend, and prepare meeting minutes for meetings with the City and purchasing department (Estimated at three (3) meetings, which includes a project pre -bid meeting, bid opening and City council meeting). • Provide monthly status reports to the City in conjunction with monthly invoices; • Manage invoices and organize and manage project billings and filings; • Subconsultant management. Task B16 — Bidding Services The Consultant will assist the City with bidding and contract award for the project. The following items are included in the project Advertising Services tasks: • Assemble the bidding package • Assist the City with advertising. • Maintain record of prospective bidders • Receive and process deposits or changes for bid documents. • Respond to the City Purchasing Agent on answers to Bidder questions • Coordinate efforts with the City • Prepare bid tabulation sheets • Assist the City with bidder evaluation. • The Consultant will work directly with the City's Purchasing Department to include the following items in Microsoft word format. • Notice to Bidders • General Instruction to Bidders. • Bid Submittal for unit price bid contract. Attachment A2 Page 12 of 13 • Bond insurance and contract forms. • General Conditions. • Current wage determination. • Specifications, Special Specifications and/or Special Conditions. Deliverables: • One (1) set of plans in ".pdf' format. • Up to six (6) sets of 11"xl7" black and white copies for the City. • Up to six (6) sets of ll"xl7" black and white copies for the Consultant. CONSTRUCTION PHASE SERVICES Construction Please Services are not considered part of this Scope of Services but may be added during the Bidding Phase of the Project and may be added as a Supplemental Agreement to the Contract. Bidding Services Phase to assist the City with advertising, bidding and award of the contract for construction. Specifically, the improvements consist of: • Widening of Erskine Street from Frankford Avenue (FM 2528) to Salem Avenue. • Slide Road from north of Loop 289 to Erskine Street (new alignment). DESIGN SERVICES PHASE (TASKS 1-14) Task 1 - Project Management & Quality Assurance The Consultant's Project Manager and Task Leaders will be responsible for project oversight and the daily management of this project. Frequent and appropriate communications will be maintained between the Consultant and the City in an effort to expedite completion of the project. The following items are included in the project management tasks: • Coordinate the daily activities of the project; • Coordinate, attend, and prepare agendas and meeting minutes for progress meetings with the City and summarize the meetings (Estimated twelve (12) meetings, which includes a project kickoff meeting. Eleven (11) of these monthly project meetings will occur in Lubbock, and one (1) will occur in Dallas); • Prepare a project schedule graphic indicating tasks, critical dates, and deliverables; • Provide monthly status reports to the City in conjunction with monthly invoices; • Manage invoices and organize and manage project billings and filings; • Provide quality assurance/quality control throughout the duration of the project and; • Subconsultant management. Task 2 - Obtain Existing Information The Consultant will seek and the City shall provide any assistance required to obtain the following required information in a timely manner: Acquire from the City such information and data from the various agencies necessary to evaluate and develop final design plans. Timely decision making and review of work to permit the Consultant to maintain the mutually agreed upon project schedule as defined in the project work schedule. 2. Assistance, as deemed necessary, in order for the Engineer to obtain required data from local, regional, state and fedgral agencies/entities. I Office access to as -built drawing files, right-of-way (ROW) maps, and project files as deemed necessary by the City. (Engineer shall provide two-day notice before coming in to office & accessing project files) 4. Available MicroStation and/or GEOPAK seed files and a sample hard copy of a geometric layout as deemed necessary by the City. 5. Available MicroStation files of sample ROW mapping as deemed necessary by the City. 6. Available controlled aerial photographs of the project area. 7. Permanent pavement design as deemed necessary by the City. 8. Temporary pavement section for detours. 9. Sample Title Sheet to be used as a base. 10. Available record plans of utilities, drainage facilities, structures and roadways and existing topographic maps, right-of-way maps, core borings, soil reports, drainage studies, pavement designs, existing and proposed roadway data, horizontal and vertical survey control data etc. 11. Available record plans of drainage and flood control facilities. 12. All available hydrologic and hydraulic information. Attachment C2 Page 1 of 2 13. Available geotechnical data and sub -surface exploration information. 14. City Standards, City General Notes Database, City Bid Price Information, applicable City Special Specifications and Special Provisions, City Standards and Specifications for the City utility relocation plans. 15. Assist in the development of design criteria by providing the City's specific criteria and provide further input for all parties' review, concurrence and agreement. 16. All available aerial surveys (photogrammetry), cross section data and field survey control data. 17. Provide Right -of -Entry. 18. Assist with scheduling utility coordination meetings, assist with scheduling utility relocation & adjustments, and assist with communication and follow-up meetings with individual utilities, as necessary, to assure utility clearance prior to bid of the project. 19. Respond to any questions or requests -for examples of right-of-way or easement plats, maps, metes & bounds descriptions, or other ROW related data the Engineer may need in preparing the ROW and easement documents needed for the project. The City will be responsible for acquiring all ROW or easements needed for the project. 20. Design criteria for storm sewer design. 21. Existing data of Playa Lake(s). 22. Current drainage plans and drainage criteria manual. 23. Requirements for SW3P and required Notice of Intent (NOI) forms. 24. Permanent and Temporary (if required), Traffic signal plans in Microstation format. One set of 11 "x17" black and white copies at the 30, 65 and 95% submittals. One 11 "x17" Mylar reproducible at the 100% submittal, along with a pdf file. 25. Agreement of preliminary Traffic Control Plan.
