HomeMy WebLinkAboutResolution - 2005-R0214 - Establishment Of Downtown Redevelopment Commission - 05_26_2005Resolution No. 2005-R0214 May 26, 2005 Item No. 19A RESOLUTION WHEREAS, the City Council of the City of Lubbock desires to establish a Downtown Redevelopment Commission for the City of Lubbock; and WHEREAS, the Downtown Redevelopment Commission shall be composed of citizens of the City of Lubbock and City employees; and WHEREAS, the purpose of the Commission shall be to develop an action plan for the redevelopment of the downtown area; NOW THEREFORE: BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT a Downtown Redevelopment Commission is hereby created by the City Council of the City of Lubbock, which shall perform its duties in accordance with the following criteria: The Commission shall consist of eleven (11) members that shall be citizens of the City of Lubbock who are stakeholders in the Downtown Business District and shall be appointed by the City Council. The City Council shall designate Co -Chairpersons from the appointed members of the Commission. Two or more city employees shall be appointed in addition to the City Manager to act as staff liaisons to the Commission. 2. The duties of the Commission shall include (1) identifying and developing the scope of services for a Downtown Master Plan, (2) reviewing the proposals and hiring a consultant to prepare the Downtown Master Plan; (3) acting as the lead entity in working with the consultant; (4) appointing additional members for the Commission to form a 25-30 member steering committee; (5) fund-raising for a downtown redevelopment initiative; and making recommendations to the City Council for expenditures related to the downtown redevelopment initiative. 3. Regular meetings will be held at times and locations established by a majority of the Commission members. A simple majority shall constitute a quorum, and a majority vote of the quorum shall be required for any action to be taken by the Commission. 4. The Downtown Redevelopment Commission members shall serve for a term of two years or until completion of the duties of this Commission. 5. Reports shall be presented by the Chairpersons of the Commission to the City Council as requested by the City Council.
