RESOLUTION
WHEREAS, the Texas Department of Housing and Community Affairs (TDHCA) offers the
Texas Neighborhood Stabilization Program (Texas-NSP) as a part of the American Recovery and
Reinvestment Act of 2009; and
WHEREAS, the Texas-NSP will allow the City of Lubbock, Texas to provide affordable
ownership opportunities for first-time homebuyers that are at or below 120% of the median
income for Lubbock County with an emphasis on households that fall at or below 50% of the
median income; and
WHEREAS, the City Council of the City of Lubbock finds that it is in the citizen's best interest
for the City to pursue applying for Texas-NSP; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
Ill. THAT the Director for the City of Lubbock Community Development Department BE
and is hereby authorized and directed to submit an application to the TDHCA for the Texas-NSP.
Said Application is attached hereto and incorporated in this Resolution as if fully set forth herein
and shall be included in the minutes of the City Council.

2. THAT the City Council of the City of Lubbock does hereby acknowledge that the Texas-
NSP is a reimbursement program.
3. THAT authority is delegated to Bill Howerton, Jr., the Community Development Director
for the City of Lubbock, to represent the City for purposes of applying for and administering the
Texas-NSP.
114. THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to
execute for and on behalf of the City of Lubbock a Texas-NSP funding contract by and between
the City of Lubbock, Texas and TDHCA, and all related documents.

Neighborhood Stabilization Program Application
As Available Request — Gap Financing
The City of Lubbock is a Direct Allocation City in the amount of $1,057,705.00.
In our application, we have requested an additional $1,000,000.00. This request is to
help additional families to have the opportunity to become First-time homebuyers. Not
only do we feel it is a great opportunity for people below 50% of median to realize the
dream of homeownership, but many people above 81 % of median, who may not have
funds available to get into homeownership may be able to become homeowner's as well.
With the current programs that we implement whereby people must get a private lender
mortgage, most of the approved applicants are between 60 to 80 percent of median.
If the "As Available" funding is not ready available, the numbers in our application
can basically be reduced to half in all categories for the NSP funding. Although the
(� ;a City of Lubbock Community Development Department receives funding from
HOME or CDBG Entitlement funds occasionally, they are more in the range of
$50,000 to $150,000 per year.
It would be the City of Lubbock, Community Development Department's hope that the
Direct Allocation funds can be released quickly. First-time homebuyers that close their
loan by December 1, 2009 will qualify for a federal mortgage loan credit.

MARKETING PLAN
NEIGHBORHOOD STABILIZATION PROGRAM
CITY OF LUBBOCK
COMMUNITY DEVELOPMENT DEPARTMENT
The Neighborhood Stabilization Program will be marketed in the following ways:
Prepare and distribute brochures about the program to libraries, community
centers, neighborhood associations, the Housing Consortium of Lubbock,
Lubbock Housing Finance Corporation, Community Housing Resource Board,
The North and East Lubbock Community Development Corporation, the Lubbock
Housing Authority and other non -profits who work with low to mod income
families and individuals who may need assistance in obtaining the dream of
homeownership.
2. Contact local builders through the West Texas Homebuilder's Association
and those on the City of Lubbock Community Development Department's
approved contractor list.
3. Contact local realtors through the Lubbock Realtor's Association.
4. Contact local banks and mortgage lenders on an individual basis.
5. Attend local housing fairs to distribute the information.
6. List the program on the City of Lubbock's website.
7. Mail out brochure to current list of First-time Homebuyers that the
Community Development Department maintains for a limited New
Construction Program that our department implements.

The City of Lubbock Community Development Department currently implements
downpayment and closing cost assistance and buy down programs with the American
Dream for Homeownership Assistance Program (ADDI) and with HOME and CDBG
Entitlement Funds. The following agencies provide pre -purchase counseling to our
homebuyers and a Certificate of Attendance must be obtained before participants are
approved for our program.
