Ursuline St. Lubbock, TX 79403 Dear Chief Cooper: On September 10, 2008 the LECD Board of Managers approved the fiscal year 2008/2009 budget. Included in the 2008/2009 fiscal budget is a reimbursable grant for the Lubbock Fire Department in the amount of $14,753.75 (total project cost, minus 10% agency matching). The grant period is from October 1, 2008 until September 30, 2009. We do request that all purchases and/or project work be completed and the associated documentation be submitted to our office no later than eptember 15, 2009. Again, this is a reimbursable grant. Your agency must expend the funds and provide documentation to the District that the iten shave been purchased and/or work has been completed and all invoices paid. Also the items purchased or work completed must match the grant request. Some variation may be allowed with prior approval from the District. Congratulations on the approval of your grant. The procurement of the requested grant items will assist the communication center personnel in providing a higher level of effective quality service and will assist in maintaining public facilities. How will the grant program's effectiveness be measured? What measures will be used? The effectiveness of the program will be measured by the improved efficiency of customer service provided to the citizens of Lubbock, firefighters and emergency responders. The goal will be to process emergency calls more efficiently through improved training and additional work stations. Additional work stations will allow us to answer more telephones, enter more calls and field information in a major emergency or disaster. These work stations will also provide the opportunity for hands on training in all aspects of dispatch. The effectiveness will be measured by using monthly reports pulled from our Vesta Magic Program and CAD program. I. The purchase of a complete set of Powerphone Police/Fire/Medical Call guides will assist our personnel in providing the 911caller with life saving aid and also, it will assist our personnel in training and practical applications. We are the secondary answering point and answer overflow if Police Department is overwhelmed with 9-1-1 calls and we do receive medical calls on our 7 digit emergency lines. Our Dispatchers need standardized training and tools to use for practical application when taking these calls. While we normally transfer the medical calls, we need to be prepared to handle a call that cannot be transferred for whatever reason. These guides will allow us to provide critical information to the citizens. Also, this will also be a good first step toward protocol certifications. II. The addition of two CAD work Stations, equipped with the Tiburon CAD system, in the back up EOC/Fire Administration Conference room will help our agency in several ways: 1. We can provide hands on CAD training for new employees and better prepare them to succeed a public safety dispatcher. 2. In a major emergency or disaster, we will have two more working CAD stations to assist with entering calls and fielding information from the citizens and emergency personnel. 3. In the event the Police Department had to evacuate to our facility, we would have fully functional call taking positions already in place. III. The purchase of a lap top computer will assist in training purposes and will serve as a back-up in case the city computers in the communication center lose connection. IV. The purchase of a Spectracom TV400w Display Clock will provide a correct time display at all times for our communication center personnel. This wired display clock will be synchronized to the Ethernet Time Server and will provide legally traceable time. This clock will settle the time issues that we have had over the past year. There were days where each piece of our equipment was showing a different time and it took several weeks and replacing parts to alleviate the problem. V. The purchase of two computer cards and additional wiring of two Ethernet cables from the Eventide Recorder to two office computers will allow the Deputy Chief and Fire Chief to review radio and telephone traffic for quality control, pulling tapes for training purposes and for open record requests. 1V. The purchase of a 42" wall mount flat screen television will permit personnel the ability to monitor local, state and federal newscasts during emergency incident / disasters and display our current mapping program that is limited in viewing attributed to congested CAD computer screens.
