RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock an Agreement with the
United States Department of Justice - Community Oriented Policing Services, and any
associated documents, for a grant in the amount of $738,982.00 to be used to fund a
wireless data communications network project to upgrade the City's mobile data
communications infrastructure. Said Grant Agreement required no local cash match.
Passed by the City Council this 12th day of May 2005.

I. PROJECT SUMMARY
A. ASSESSMENT OF EXISTING PROBLEMS)
In April 2005, the City Of Lubbock completed an upgrade of its Public Safety
Computer Aided Dispatch (CAD) and Records Management System (RMS). The
new CAD and RMS required a hardware upgrade to the City Of Lubbock Mobile
Data System (MDS). The MDS upgrade replaced 250(+) text -based mobile data
terminals with ruggedized laptop computers. The MDS hardware upgrade did
not include any components of the radio -frequency (RF) data communications
infrastructure. A 2003 COPS Technology Grant partially funded the MDS
hardware upgrade. Both the Public Safety Computer System and MDS hardware
upgrades were completed concurrently.
The new MDS, thru the new CAD, allows officers to communicate with the
Lubbock Police Communications Center, for a variety of police functions. This
includes routine and emergent dispatching of citizen calls for service, reviewing
public safety data, external checks for wanted persons or stolen vehicles, and
voiceless communication. While these various police functions are now more
enhanced, the current RF data communications infrastructure limits the amount
of information that can be effectively received and/or transferred to the field
officer's laptop computer. These limits impact the ability to efficiently utilize all of
the current technology available to the field officer. The new RMS allows an
officer to enter police reports, view previous police reports, and access a variety
of databases in the Police Records system. The new CAD allows the officer to
use graphics, digital mapping, digital photographs, and a variety of Global
Positioning (GPS) and Automated Vehicle Locator (AVL) technologies.
As with any major technology upgrade, Lubbock faces a major obstacle in
relation to funding. This RF data communications infrastructure upgrade is very
expensive. The 2005 COPS Technology Grant is a key funding ingredient. This
funding will assist the City Of Lubbock's efforts to upgrade the RF data
communications infrastructure. This effort will further ensure a positive path in
future municipal policing efforts.
B. PROJECT GOALS AND OBJECTIVES
The City Of Lubbock has identified a critical need for upgrading its RF data
communications infrastructure: This upgrade will allow the City Of Lubbock to
implement a project to provide a wireless data communications infrastructure that
will facilitate the use of our available mobile data technology. The City Of
Lubbock desires the fastest and most reliable wireless data communications
infrastructure available.
Currently available wireless communications infrastructure components will allow
the City Of Lubbock to successfully integrate and utilize the new CAD, RMS, and
MDS systems, as outlined in the problem assessment.
C.IMPLEMENTATION PLAN

3. Award Receipt/Draw down of Funds — The City Of Lubbock will use the
2005 COPS Technology Grant resources for a project to upgrade the
current RF data communications infrastructure with a wireless
communications infrastructure that will facilitate the use of our available
mobile data technology. This plan will begin when the City Of Lubbock
receives funding authorization and award notification.
4. Receipt of Hardware/installation — Current City Of Lubbock Information
Technology and Radio/Data Communications staff will perform the
installation and system maintenance of the wireless data communications
infrastructure.
5. Evaluate/Review Systems — Current City Of Lubbock Information
Technology and Radio/Data Communications staff will evaluate and
review the wireless communications infrastructure configuration and adjust
as needed.
6. Grant Award Maintenance/Reporting — Ongoing throughout award
period.
The process will be completed in a 12-month time line as indicated in the
implementation time line documents. Please refer to this time line for details.
D. EVALUATION PLANS, OUTCOMES, AND
EFFECTIVENESS
The City Of Lubbock Police Department is actively working towards reducing
neighborhood crime, reducing citizen fear of crime, and enhancing the quality of
life in our community. These goals are pursued through various law enforcement
activities supported by our Public Safety computer system.
Currently, the new RMS product does permit a transfer of "live" crime report
data, from the mobile field laptop. Unfortunately, the bandwidth limitation of the
RF data communications infrastructure, working in conjunction with the new
Public Safety computer system, prohibits the use of these laptop based computer
enhancements. This limitation hinders positive crime prevention strategies in the
field. The new RMS utilizes software to queue "live" Police Records data from

the new MDS. In turn, this "live" Police Records data remains queued until a
supervisor approves the report and it is accepted into the new RMS system.
This upgrade, of the RF communications infrastructure, will allow officers to
access different databases with "liven victim information, suspect and witness
information, involved party information and case records. This includes a
graphics interface, crime map analysis, and digital photographs.
Currently, the new CAD product will allow the officer to use graphics, digital
mapping, digital photographs, and a variety of Global Positioning (GPS) and
Automated Vehicle Locator (AVL) technologies. Unfortunately, the bandwidth
limitation of the RF data communications infrastructure, working in conjunction
with the new Public Safety computer system, prohibits the use of these CAD
enhancements.
Once the upgraded wireless communication infrastructure is functional, the
success of the new CAD, RMS, and MDS hardware, working with this upgrade
can be evaluated by comparing the effectiveness and productivity of officers.
When utilizing the full influence of the laptop functionality, including the field
reporting process, productivity will significantly increase thereby magnifying the
officer's previous technology limitations.
E. CURRENT/PLANNED COMMUNITY POLICI
The increased efficiency of the communications infrastructure for the new MDS,
combined with our upgraded Public Safety computer system, will clearly increase
the field officer's efficiency. This increased efficiency highlights the City Of
Lubbock's dedication to provide for community participation in police services,
increased opportunities for superior customer service, and managing a field
officer's available time for responding to emergency service calls. The future
oriented police department will focus on crime prevention strategies, by taking
deterrent actions before a crime is committed. This strategy is enhanced through
efficient police mobile data communications.
The new wireless communications infrastructure will support our efforts to focus
resources on all active beat units. This focus will associate each individual beat
unit to a common information thread. This thread is the new MDS, linked through
the wireless communications infrastructure, equipping all beat units with "live"
police records information.
Time management is another valuable resource for community oriented law
enforcement activities. The wireless communications infrastructure upgrade, to
support the City Of Lubbock Public Safety computer system, will help reduce the
amount of time required to complete routine police calls for service. Good time
management will increase the time an officer is available for proactive crime
prevention strategies that are identified by community team groups. The more
ki
time an officer is available for working directly with citizens and community team
groups, the greater the police services provided.
Currently, the department is involved in several practical community policing
strategies. The LPD Neighborhood Services Unit (NSU) is an active part of this
team effort. The NSU is proactive in local neighborhood watch and citizen patrol
activities. Also, some members of the NSU share directed Horse Patrol duties in
target areas.
Furthermore, the NSU directs centralized monthly Mobile Operations Vehicle
(MOV) deployments. These deployments occur in targeted areas where
community leaders and LPD NSU staff identify special needs or enforcement
focus. City employees and outside public community agencies staff the MOV.
MOV staffing is determined by the needs identified in pre -deployment planning
meetings. Also, these MOV deployments involve collaborating with the Lubbock
Independent School District Police Department. These working relationships
with other governmental and community based organizations are instrumental in
reaching our community policing goals and objectives.

In April 2005, the City Of Lubbock completed an upgrade to its Computer Aided
Dispatch (CAD) and Records Management System (RMS). This upgrade required a
hardware upgrade to our Mobile Data System (MDS). The MDS upgrade replaced
250(+) text -based mobile data terminals with laptop computers. However, the MDS
hardware upgrade did no include any components of the radio -frequency (RF) mobile
communications infrastructure. A 2003 COPS Technology Grant partially funded the
MDS hardware upgrade. Both the new computer system and MDS hardware upgrades
were completed concurrently.
Currently available wireless communications infrastructure components will allow the
City Of Lubbock to successfully integrate and utilize the new CAD, RMS, and MDS
systems, as outlined in this application. At this time, the Lubbock Police Department,
the Department of Public Safety, the Lubbock County Sheriffs Office, and the Lubbock
Independent Scholl District Police Department rely on the City Of Lubbock's mobile data
communications infrastructure.
The City Of Lubbock has identified a critical need for upgrading its RF mobile data
communications infrastructure. This upgrade will allow the City Of Lubbock to
implement a project for a countywide wireless mobile data communications
infrastructure that will facilitate the use of our available mobile data technology.
Based on current technology pricing, the City of Lubbock estimates this project will
require significant funding, greater than the allotted 2005 COPS Technology grant.
Therefore, the total 2005 COPS Technology grant will be allotted to this project.
Current City of Lubbock staff will perform the installation and routine maintenance of
this communications infrastructure.

Regarding Lobbying; Debarment, Suspension and Other Responsibility Matters; Drug -Free Workplace
Requirements Coordination with Affected Agencies.
Although the Department of Justice has made every effort to simplify the application process, other provisions of federal law require us to
seek your agency's certification regarding certain matters Applicants should read the regulations cited below and die instructions for
certification included in the regulations to understand the requirements and whether they apply to a particular applicant. Signing this form
complies with certification requirements under 28 CFR Part 69, "New Restrictions on Lobbying," 28 CFR Part 67, "Govemment-Wide
Debarment and Suspension (Nonprocurement)," 28 CFR Part 83 Government -Wide Requirements for Drug -Free Workplace (Grants),"

2. Debarment, Suspension and Other Responsibility Matters (Direct
Recipient)
As required by Executive Order 12549, Debarment and Suspension,
and implemented at 28 CFR Part 67, for prospective participants in
primary covered transactions, as defined at 28 CFR Part 67, Section
67,440 -
A. The applicant certifies that it and its principals:
(i) Are not presently debarred, suspended, proposed for debarment,
declared ineligible, sentenced to a denial of federal benefits by a state
or federal court, or voluntarily excluded from covered transactions by
any federal department or agency;

been convicted of or had a civil judgment rendered against them
for commission of fraud or a criminal offense in connection with
obtaining, attempting to obtain, or performing a public (federal,

embezzlement, theft, forgery, bribery, falsification or destruction
of records, making false statements, tax evasion or receiving

3. Drug -Free Workplace (Grantees Other Than Individuals)
As required by the Drug -Fret Workplace Act of 1988, and
implemented at 28 CFR Part 83, for grantees, as defined at 28
CFR Part 83, Sections 83 and 83.510 -
A. The applicant certifies that it will, or will continue to, provide
a drug -free workplace by:
(t) Publishing a statement notifying employees that the unlawful
manufacture, distribution, dispensing, possession or use of a
controlled substance is prohibited in the grantee's workplace and
specifying the actions that will be taken against employees for
violation of such prohibition;
(u) Establishing an on -going drug -free awareness program to
inform employees about -
(a) The dangers of drug abuse in the workplace;
(b) The grantee's policy of maintaining a drug -free workplace;
(c) Any available drug counseling, rehabilitation and employee
assistance programs; and
(d) The penalties that may be imposed upon employees for drug -
abuse violations occurring in the workplace;
(tit) Making it a requirement that each employee to be engaged in
the performance of the grant be given a copy of the statement
required by paragraph n;
(w) Notifying the employee in the statement required by paragraph
0i that, as a condition of employment under the grant, the
employee will -
(a) Abide by the terms of the statement; and
(b) Notify the employer in writing of his or her conviction for a
violation of a criminal drug statute occurring in the workplace no
later than five calendar days after such conviction;
(v) Notifying the agency, in writing, within 10 calendar days after
receiving notice under subparagraph (iv)(b) from an employee or
otherwise receiving actual notice of such conviction. Employers of
convicted employees must provide notice, including position title,

(vi) Taking one of the following actions, within 30 calendar days of
receiving notice under subparagraph (v)(b), with respect to any

1. It has been legally and officially authorized by the appropriate

9. Pursuant to Department of Justice guidelines Qune 19, 2002
Federal Register (Volume 67, Number 117, pages 41455-41472)),
under Title VI of the Civil Rights Act of 1964, it will ensure
meaningful access to its programs and activities by persons with
limited English proficiency.
10. It will ensure that any fatalities under its ownership, lease or
supervision which shall be utilized in the accomplishment of the

information collections to the COPS Office for submission to the

III. BUDGET DETAIL WORKSHEET
❑ The Total Project Costs in the Budget Summary section must equal the amount of the Technology
grant awarded to your agency.
❑ Please mail all 6 pages of the "Budget Detail Worksheet."
IV. FORMS NEEDING SIGNATURES
Please remember that it is not permissible for someone to sign application forms in place of the Law
Enforcement and/or Government Executives named in this application.
❑ Both the Law Enforcement and Government Executives need to sign the Certifications.
❑ Both the Law Enforcement and Government Executives need to sign the Special Condition: Criminal
Intelligence Systems / 28 C.F.R. Part 23 Compliance form.
❑ Both the Law Enforcement and Government Executives need to sign the Supplemental Signature
Form: Notice of Grant Requirements form.
❑ Both the Law Enforcement and Government Executives need to sign the Assurances.
❑ Either the Law Enforcement or Government Executive needs to complete and sign the Disclosure of
Lobbying Activities.
V. STANDARD FORM 424:
❑ Boxes #1 - 18 have been completed (no blanks).
❑ An authorized representative from your agency signed the form.
❑ Do not forget to write your "Organizational DUNS" in Box #5 (see DUNS Handout for details).
