RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock or his designee BE and is hereby
authorized and directed to execute for and on behalf of the City of Lubbock a
purchase order for three 30-feet low floor hybrid electric buses from Gillig
Corporation in the amount of $1,644,228, and all related documents. Said
Purchase Order is attached hereto and incorporated in this Resolution as if fully
set forth herein, and shall be included in the minutes of the Council.
Passed by the City Council this 20th day of November , 2008.

This purchase order encumbers funds in the amount of $1,644,228 for an RFP awarded
to Gillig Corporation of Hayward, California on November 20, 2008 in accordance
with your response to RFP 2008.1, Low Floor Hybrid Electric Coaches. The following are incorporated into

# Consider a resolution authorizing Citibus to purchase 30' Low -Floor Hybrid
Electric Buses from Gillig Corporation
BACKGROUND DISCUSSION:
Funding
Citibus has received funding from the Federal Transit Administration (FTA) and the
Texas Department of Transportation (TxDOT) to purchase three 30' low -floor hybrid
electric buses. The FTA funded $490,000 for one vehicle and TxDOT funded
$1,000,000 for an additional two vehicles. Both grants include Transportation
Development Credits for the local share, so there will be no cost to the City of Lubbock
for the vehicles. (The TxDOT grant also included an additional $1,001,000 for the
purchase of paratransit vehicles.)
Procurement
Citibus issued a Request for Proposal on June 23, 2008; advertisements were placed in
the Lubbock Avalanche Journal and in the national industry newsletter, Passenger
Transport. There were 12 companies that requested the proposal documents; six were
bus manufacturers and six were vendors of various components. Proposals were due on
October 15, 2008. Gillig was the only company submitting a proposal; this was not
unexpected, as one of the major criteria outlined in the specifications was the ability of
the vendor to provide local support for the component systems in general, but specifically
for the hybrid electric components. Gillig and New Flyer are the only two manufacturers
who use the locally -supported Allison Electric Drive; New Flyer typically does not
participate in small orders and did not submit a proposal. Citibus was also interested in
maintaining fleet consistency; we already operate 13 Gillig buses, and the additional
three buses from Gillig would help keep parts inventories low, and would not require an
undue amount of additional mechanics' training.
Pricing
Gillig's original price proposal was for $554,846 per vehicle. Citibus requested a revised
price proposal that deleted two items — the voice annunciator system and the electronic
front run sign. Gillig subsequently submitted their best and final offer of $548,076 per
vehicle, for a total project cost of $1,644,288; this is $152,228 higher than the amount
provided in the FTA and TxDOT grants, but it is in line with procurements of similar
vehicles at other transit systems.
The price includes the installation of security cameras in the buses, making these vehicles
the first ones in Citibus' fleet to be so equipped.
Citibus has determined that the paratransit vehicles to be purchased with the remainder of
the State funds will be less expensive than the amount funded, and intends to use the
budget savings on these vehicles to fund the additional cost for the three hybrid electric
buses. The quality of the paratransit vehicles will not be compromised by purchasing the
lower cost units.
Schedule
Gillig's proposal stated a 365 day delivery period; based on this and contingent upon the
actual date of City Council approval, we would anticipate taking delivery of the vehicles
in November 2009.
Experience with Gillig Vehicles
Citibus currently operates 13 Gillig buses. Our experience with these vehicles — from
manufacturing through having had them in service for several years — has been favorable.
We do not have any reservations about purchasing additional Gillig vehicles.
Options
The procurement included options for an additional ten vehicles. Should Citibus receive
funding for these additional vehicles, we would exercise the options; the price for the
options would be adjusted according to the Producer's Price Index according to a formula
that was specified in the procurement documents.
FISCAL IMPACT:
Funds to purchase three 30' low -floor hybrid electric buses will be taken from FTA and
TxDOT grant funds. Transportation Development Credits from TxDOT will be used as
local match. Approval of this resolution will result in no additional cost to the City of
Lubbock.
SUMMARY/RECOMMENDATION:
The Lubbock Public Transit Advisory Board and Citibus recommend that a purchase
order for $1,644,228 be issued to Gillig to purchase three hybrid electric buses.
