BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock, a Federal Transit
Administration Job Access and Reverse Commute Program Grant, TX-37-X037-00. Said
Grant is attached hereto and incorporated in this Resolution as if fully set forth herein and
shall be included in the minutes of the Council.

This grant will fund projects to help Lubbock residents access jobs in areas of town not service or that are
underserved by public transportation. These funds will also be used to fund Saturday service.

Metropolitan Planning Organization, Women's Empowerment Program/Catholic Family Service Inc., and Texas
Department of Transportation. All of these agencies have been involved with and supportive of Citibus' JARC
program since our first program was funded.
The gaps in service that are addressed are (1) an inner-city area that is otherwise without transit service; (2) an
area of the city that provides many low-income/entry level positions but that is remote from affordable housing;
(3) an area of the city that has numerous affordable housing units; (4) transit dependent citizens whose jobs end
later than the fixed route service runs.
The fixed route portion of the proposed service provides service to education facilities: Texas Tech University,
Lubbock Christian University, Wayland Baptist University, Byron Martin Advanced Technology Center, Coronado
High School, Irons Junior High School, Bowie Elementary School, Honey Elementary School, Whiteside
Elementary School, Nat Williams Elementary School, and the YWCA. Service to major employers (in addition to
educational institutions listed above): Covergys, Covenant Medical.Center, South Plains Mall, United
Supermarkets, WalMart (2 locations), Kmart, and Target. Service to other employers includes thrift stores
(American Council for the Blind, Goodwill, Catholic Family Services, etc.), small locally -owned retail
establishments, apartment complexes, food service establishments. In addition, these routes serve
approximately 20 child care centers and the social security office.
Route 4, in addition to providing service outlined above, also serves the local women's protective services
shelter. Many of the women who reside at the shelter depend on the bus to get their children to school or day
care and to get themselves to work.
Citibus has included funding Saturday service as part of this application. In the summer of 2003, Citibus was
facing a severe financial crisis and proposed several service reductions. Among these were elimination of two
routes and the elimination of all Saturday service. During the public hearings, many citizens appeared to speak
in opposition to these proposals. One comment that was heard very often was from passengers who use the bus
to get to work; these passengers stated that if Saturday service were eliminated, they would not be able to keep
their jobs; in almost all cases, the jobs referred to were entry-level positions, and mostly were held by young,
single mothers. Due to the level of citizen outcry, the Lubbock City Council determined that cutting the service to
the extent that Citibus had proposed would be too much of a hardship to the citizens who were dependent upon
Citibus; the proposed cuts were not implemented. However, without the use of JARC funds, Saturday service is
still in jeopardy. Elimination of the service would have an immediate and severe impact upon our citizens who
use the bus to get to work on Saturday.
All Citibus vehicles are equipped with wheelchair lifts or ramps.

Project Coordination
When Citibus first applied for JARC funding, in 1999, we had gone through a process of identifying local
transportation needs and had worked with the Lubbock Metropolitan Planning Organization, the Texas
Department of Human Services, Women's Protective Services, South Plains Community Action Association,
Housing Authority of the City of Lubbock, Catholic Family Services, and the South Plains Regional Workforce
Development Board. All of these agencies supported Citibus' efforts, and continue to do so.
Citibus has a strong working relationship with local rural transportation providers and works closely with them to
provide transportation services to their clients who are transported into the city. Citibus, the Texas Department of
Transportation, and the rural providers meet regularly to review services, discuss ways to improve them, and
ways that available funding may be optimized.

Citibus' partners in the community — primarily through the South Plains Regional Workforce Development Board
— regularly refer their clients to our service.
Project Justification — Route 25
Route 25 is a loop that runs both clockwise and counterclockwise; the route runs on 15th/19th Streets, Frankford
Avenue, 34th Street, and Texas Avenue/Buddy Holly Avenue. For our purposes, we consider the service area of
the route to be within three blocks on either side of the street. The total route is approximately 16.5 miles long.
Weekday service is every 30 minutes during morning and evening peaks and hourly during mid -day. Saturday
service is hourly. There is no Sunday service.
Route 25, the newest route in Citibus' system, serves 34th Street, which has the highest densest of businesses
anywhere in Lubbock; while few of these businesses could be considered "major" employers when considered
individually, there is no doubt that when they are considered as a whole, they represent a significant percentage
of businesses in the city. There are almost 500 businesses located along the route and many of these
businesses represent the types of businesses that typically employ large percentages of entry-level positions.

As previously mentioned, the entire 34th Street portion of the route has the highest concentration of businesses
in Lubbock, making it a significant employment opportunity, though comprised of many smaller businesses. For
the most part, these businesses are stable and have been located along 34th Street of many years.
Until the implementation of Route 25, there was no transit service along 34th Street. The western end of the
route is in an area with many apartment complexes — within a few blocks there are approximately 1,200 housing
units. One complex is run by the Lubbock Housing Authority and several others also target low-income residents.
Without JARC funding, this route will most likely have to be eliminated, once again leaving significant needy
portions of Lubbock without transit service.
In FY 2004, there were a total of 60,953 passengers who used Route 25, for an average of just over 5,000 per
month. This route represents approximately 9.5% of Citibus' total fixed route ridership.
Project Justification — Evening Service
The service area of the Evening Service is considered to be the entire city limits. All employment centers in the
City of Lubbock are considered to be employment opportunities for the Evening Service, through businesses with
late hours, or which are open around the clock. This service specifically addresses the fact that Citibus fixed
routes do not run later than 7:15 pm, which most retail businesses are open later. Without this service, the users
of the Evening Service would have to depend upon private cabs for their trips, a proposition that would prove to
be cost -prohibitive for most of the passengers.
The Evening Service operates from 6:40 pm to 10:20 pm Monday through Saturday. (Citibus does not operate
on Sunday.) The service allows potential riders the opportunity to reserve rides by calling the reservation call
center from 8:00 am until 5:00 pm from seven days in advance of the needed ride until the same day that the
service is requested. In FY 2004, there were 3,241 passengers who used the Evening Service; there were 1,593
hours of revenue service.
Several indicators are used to monitor the effectiveness and efficiency of the evening service. Citibus permits
passengers who use the service regularly to enjoy subscription rides and Citibus staff monitors passenger per
hour counts to assure that just enough service is scheduled to meet the daily demand.

Because of the nature of the service, ALL jobs in the city limits are considered possible generators of rides for
the service.
Project Justification — Route 4
Route 4 runs east -west through the south portion of town; it is anchored at either end by Kmart and the South
Plains Mall. The entire route is approximately 16 miles long. Weekday service is every 30 minutes during
morning and evening peaks and hourly during mid -day. Saturday service is hourly. There is no Sunday service.
Major educational opportunities along the route include:

The Women's Protective Services shelter is served by route deviation from Route 4, allowing residents of the
shelter the opportunity to use transit to get to work and to get their children to school or day care.
There was no public transit in this part of town prior to the implementation of Route 4.
This route was at one time considered for elimination, but public outcry was able to save the route. However,
given Citibus' current budget situation, without JARC funding for the route, it could be reconsidered for
elimination in the future.
In FY 2004, there were 30,680 passengers on Route 4, for an average of just over 2,500 per month. This route
represents approximately 4.8% of Citibus total fixed route ridership.
Project Justification — Route 11
Route 11 is one of the newest routes in the system, connecting west Lubbock anchors WalMart and South Plains
Mall; both of these are major employers. In addition, Route 11 serves educational institutions and low/mod
income housing areas and the Social Security office. The total route is approximately 13 miles long. Weekday
service is every 30 minutes during morning and evening peaks and hourly during mid -day. Saturday service is
hourly. There is no Sunday service.

Until the implementation of Route 11 there was no transit service in this portion of west Lubbock. The western
end of the route — which is shared in part with Route 25 — has approximately 1,200 housing units, including one

run by the Lubbock Housing Authority and several others that target low income tenants.
In FY 2004, there were 26,055 passengers who rode Route 11, for an average of just over 2,100 per month.
Route 11 accounts for approximately 4% of the overall fixed route system.
Project Justification — Saturday Service
Citibus intends to use a portion of the JARC funds to fund Saturday service. As a result of budget reductions,
Citibus was forced to cut Saturday service, and since 2004, there has been only hourly headways all day on
Saturday.
In the summer of 2003, Citibus proposed elimination of all Saturday service; this was a "last ditch" response to a
major budget reduction. (When the population of Lubbock went over 200,000, not only did Citibus receive less
funding, but our ability to use Federal funds for operating assistance was removed.) During public hearings on
the proposed reductions, many Lubbock citizens spoke against the proposals, citing in particular the need for
Saturday service to provide a way to get to work, generally to entry-level jobs. The City Council did not approve
the proposed cuts, and Saturday service was spared.
However, the reduction in service level stood, and Citibus has seen a corresponding decrease in the numbers of
passengers who use the bus on Saturdays. Due to the numbers of passengers who stated during public
hearings that Saturday service was necessary for them to be able to find, or keep, jobs, we are certain that our
service reduction has had a negative impact on citizens who want to enter the workforce.
