RESOLUTION
WHEREAS, Section 143.006 of the Local Government Code requires
intment of persons to the Civil Service Commission of the City of Lubbock to be

IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the City Council of the City of Lubbock hereby confirms the appointment
Dr. Juan Munoz by City Manager Lee Ann Dumbauld, for a term of office of three

SUBJECT Appointment of Dr. Juan Munoz to the Civil Service Commission
According to Local Government Code 143.0061 recommend the appointment of Dr. Juan Munoz
to the Civil Service Commission. In the fall of 2004, Dr. Munoz was appointed in the College of
Education as an Associate Professor in the Department of Curriculum & Instruction at Texas
Tech University. He is also the Associate Director of the College of Education's Center for
Research on Leadership and Education. In addition to his faculty appointment, he serves as a
Special Assistant to the President for Institutional Diversity, is the Associate Vice Provost of
Academic Development, and is the founding Director of the TTU Cross -Cultural Academic
Advancement Center. Prior to joining Texas Tech, Dr. Munoz was a faculty member in the
Department of Secondary Education at California State University, Fullerton.
Dr. Munoz holds a B.A. in Psychology from the University of California, Santa Barbara and a
M.A. in Mexican -American Studies from California State University, Los Angeles. He earned
his Doctorate of Education from the University of California, Los Angeles. Prior to attending
UCLA, he taught as a high school English teacher in Montebello, California.
Dr. Munoz has been active in several Texas Tech organizations and in community support by
serving on the Boards of the Lubbock Boys and Girls Clubs, South Plains Boys Scouts, and the
Lubbock Housing Authority, and he serves on the Texas Diversity Council.
The Commission members ratify rules and standards applicable to classified civil service
positions in the Fire and Police Departments and the enforcement and effect of the Civil Service
statutes. Members are appointed by the City Manager, per Texas Local Government Code
143.006, and ratified by the governing body.

The term for this appointment is three (3) years, and the meetings are held as needed. There are
three (3) members of the Commission as required by law, and the Director of the Commission is
Vickie Bennett.
Dr. Munoz will replace Debra Shepherd, whose term expires on October 25, 2008.
I recommend that the City Council confirm this appointment.
