Date: August 12, 2008 BID/ITB #: 07-730-BM Contract #: 8119 Project Name: Southeast Water Reclamation Plant Improvement Change Order within the scope of the contract means a Change Order that DOES NOT ALTER THE NATURE OF THE THING TO BE CONSTRUCTED AND THAT IS AN INTEGRAL PART OF THE PROJECT OBJECTIVE. After performance of a construction contract begins, Change Orders may be approved if necessary to 1) make changes in plans or specifications; or 2) decrease or increase the quantity of work to be performed or materials, equipment, or supplies to be furnished. Description of change (alteration, deviation, addition, or deletion) caused by conditions encountered during construction not covered by the specifications and drawings of the project (attach additional pages if necessary): This change Order includes the following; the installation of 4 - 24 inch 45 degree bends and temporary by pass piping to maintain the continuous operation of the recycled sludge. The existing 24 inch Recycle activated Sludge line is in a different location than shown on the construction plans. The number of construction joints in new BNR No. 3 basin will be reduced. The total cost of this change order is $29,583.00. The new contract substantial completion date will be July 7, 2011. Change Orders must either be negotiated in the best interest of the City of Lubbock or put out for public bid by the Purchasing Department. Where the Change Order is negotiated, the Change Order must be fully documented and itemized as to costs, including material quantities, material costs, taxes, insurance, employee benefits, other related costs, profit and overhead. This change order involves the following items: 1. Per RFI-033, piping modifications are required to route new return activated sludge (RAS) piping over existing clarifier influent piping. The existing piping field location did not match the piping location on the construction documents. Eagle is requesting $12,695.00 to complete these changes. Eagle's request to add 14 calendar days to the contract is recommended to be reduced to 7 calendar days. 2. Per RFI-033, a temporary RAS piping modification was proposed to alleviate the need to modify the RAS meter vault. The meter vault location was in conflict with the existing RAS piping. Eagle is requesting $25,000.00 to complete these changes. The following documents are attached to support changes 1 and 2. This causes multiple problems that will have to be resolved before we can complete our work in this area of the Secondary Sludge Pump Station, new RAS Meter Vault, 18" Secondary Sludge Line to the Pump Station from SC#3, the 18" Sludge line to the Pump Station to Future SC#4, the 16" RAS Discharge Lines from the RAS Meter Vault to BNR Basins 1-3. The existing 24" Sludge Discharge Line goes through the SE Corner of the New RAS Meter Vault. The existing 24" Sludge Discharge Line is at the same elevation as all three 16" RAS Discharge Lines to the BNR Basins 1-3. The new 18" Sludge line to feed Future Clarifier #4 is directly underneath the existing 24" Sludge Line. Please note that this work is driving the Construction Schedule. We have to get the new RAS Pump 4501 up and running and the 16" RAS line to BNR#1 and the Temporary RAS line installed before we can remove the existing 24" Sludge Line. This work determines the start of construction for the new BNR Basin #3. Refer to the information below and the attached sheets for resolution to the conflicts. 1. In order to protect the existing 24" RAS line, the RAS suction line for Secondary Clarifier No. 3 will be moved to the south 6'-0". Due to the elevation of the existing 24" RAS line and the Secondary Clarifier No. 3 suction line and their proximity, by shifting the Secondary Clarifier 3 line to the south will help protect the existing 24" line. See attached sheets CY2 and CY8. 2. During the course of excavation in the area for the Secondary Clarifier No. 3 RAS suction line, the existing 42" Secondary Clarifier 2 influent line was discovered to be in a different location than indicated on the drawings. Based on information from the Contractor, the elevation of the existing line is at the same elevation of the 18" Secondary Clarifier No. 3 RAS suction line. In order to route the new 18" line over the existing 42" line, a series of bends should be used. Two 450 bends may be used on the west side of the 42" line to cross the 18" line over the 42" line, and two 22'/z ° bends used on the east side of the 42" line to bring the elevation of the 18" line down to the required elevation. See attached sheet CY11. 3. Due to piping conflicts with the new piping existing piping, the layout of the future Secondary Clarifier No. 4 RAS suction line will be revised. See attached sheet CY8. 4. The location and size of the RAS meter vault will be revised. These revisions should move the vault away from the existing 24" RAS discharge line. This line was discovered to be in a different location than as indicated on the drawings. The vault will be moved to the west 3'-0" and the length reduced from 19'-0" to 17'-0". This change will require the following modifications to the drawings. a. Inside of the existing Secondary Sludge Pumping Station, the location of the wall penetrations for the discharge piping will be revised to accommodate the shifting of the vault 3'-0" to the west. Additionally, the spacing of the wall penetration between the discharge lines to BNR No. 1 and BNR No. 3 will need to be increased from 5'-6" to 6'-0". See attached sheet SC4-6. DWG No. 4 from Ferguson Waterworks shows the revised piping inside the pumping station. b. The spacing between the access hatches for the flow meters on the discharge lines to BNR No. 1 and BNR No. 3 will need to be increased from 5'-6" to 6'-0". Also note that the access hatches should be centered over the flow meters. The north -south orientation should be adjusted to accommodate actual dimensions of the piping, valves, and meters from the suppliers. See Sheet SC4-7. C. The reduction in the length of the meter vault from 19'-0" to 17'-0" will required a revision to the layout of the stairs. Refer to attached sheets SC4-8, SC4-9, and Section Al. 5. The elevation of the 16" RAS discharge lines to BNR No. 1, 2, and 3 as they leave the meter vault are at the same elevation of the existing 24" RAS discharge line. The 16" lines should pass beneath the existing 24" line. Per DWG No. 3 from Ferguson, the lines to BNR No. 2 and 3 already have bend to allow for changes in elevation. The bends should be located to allow the new 16" lines to go beneath the existing 24" line. The 16" line to BNR No. 1 is shown at a constant elevation. Bends will need to be added to accommodate an elevation change to go beneath the existing 24" line. An option could be to add bends to change the centerline elevation of the line from 3151.5 to 3149. This would eliminate the need for one of the 4511 bends in the interconnection line. See attached Sheet CY8 and DWG No. 3 from Ferguson. Refer to the information below and the attached sheets for resolution to the conflicts. 1. In order to protect the existing 24" RAS line, the RAS suction line for Secondary Clarifier No. 3 will be moved to the south 6'-0", Due to the elevation of the existing 24" RAS line and the Secondary Clarifier No. 3 suction line and their proximity, by shifting the Secondary Clarifier 3 line to the south will help protect the existing 24" line. See attached sheets CY2 and CY8. 2. During the course of excavation in the area for the Secondary Clarifier No. 3 RAS suction line, the existing 42" Secondary Clarifier influent line was discovered to be in a different location than indicated on the drawings. Based on information from the Contractor, the elevation of the existing line is at the same elevation of the 18" Secondary Clarifier No. 3 RAS suction line. In order to route the new 18" line over the existing 42" line, a series of bends should be used. Two 451 bends may be used on the west side of the 42" line to cross the 18" line over the 42" line, and two 22'/z ° bends used on the east side of the 42" line to bring the elevation of the 18" line down to the required elevation. See attached sheet CY11. 3. Due to piping conflicts with the new piping existing piping, the layout of the future Secondary Clarifier No. 4 RAS suction line will be revised. See attached sheet CY8. 4. The location and size of the RAS meter vault will be revised. These revisions should move the vault away from the existing 24" RAS discharge line. This line was discovered to be in a different location than as indicated on the drawings. The vault will be moved to the west 3'-0" and the length reduced from 19'-0" to 17'-0". This change will require the following modifications to the drawings. a. Inside of the existing Secondary Sludge Pumping Station, the location of the wall penetrations for the discharge piping will be revised to accommodate the shifting of the vault 3'-0" to the west. Additionally, the spacing of the wall penetration between the discharge lines to BNR No. 1 and BNR No. 3 will need to be increased from 5'-6" to 6'-0". See attached sheet SC4-6. DWG No. 4 from Ferguson Waterworks shows the revised piping inside the pumping station. b. The spacing between the access hatches for the flow meters on the discharge lines to BNR No. 1 and BNR No. 3 will need to be increased from 5'-6" to 6'-0". Also note that the access hatches should be centered over the flow meters. The north -south orientation should be adjusted to accommodate actual dimensions of the piping, valves, and meters from the suppliers. See Sheet SC4-7. C. The reduction in the length of the meter vault from 19'-0" to 17'-0" will required a revision to the layout of the stairs. Refer to attached sheets SC4-8, SC4-9, and Section Al. 5. The elevation of the 16" RAS discharge lines to BNR No. 1, 2, and 3 as they leave the meter vault are at the same elevation of the existing 24" RAS discharge line. The 16" lines should pass beneath the existing 24" line. Per DWG No. 3 from Ferguson, the lines to BNR No. 2 and 3 already have bend to allow for changes in elevation. The bends should be located to allow the new 16" lines to go beneath the existing 24" line. The 16" line to BNR No. 1 is shown at a constant elevation, Bends will need to be added to accommodate an elevation change to go beneath the existing 24" line. An option could be to add bends to change the centeriine elevation of the line from 3151.5 to 3149. This would eliminate the need for one of the 45" bends in the interconnection line. The forms on vertical walls may be removed when the Contractor is confident that the walls have attained sufficient strength to support the weight of the structure and any superimposed load, including loads from construction operations. We support the attainment of 75 percent of the design strength of the walls prior to form removal, but,the Contractor may use their best judgment on when the support strength has been achieved. Eagle may begin work on the east side of BNR No. 3 after the successful transition of RAS flow from the existing 24-inch line to the new 16-inch line. The modification to provide a temporary RAS line at the SSPS in RFI-033 and the reduction of the construction joints in RFI-035 will have benefits to Eagle's schedule. Understanding that there has been construction delays associated with the negotiations of the cost proposals, we still are of the opinion that the overall schedule benefit outweighs the delay. Additionally, it appears that Eagle will save approximately five days with the reduction of construction joints. We will recommend that the construction schedule be extended by five working days (seven calendar days) in lieu of the ten working days requested.
