RESOLUTION
WHEREAS, Governor Perry has issued an emergency disaster declaration for the
State of Texas to free up resources to deal with the existing challenge of providing
services to thousands of Hurricane Gustav storm victims; and
WHEREAS, the Governor has requested that the City of Lubbock take refugees
as needed from the storm to be housed in Lubbock facilities; and
WHEREAS, it will be necessary to incur expenses for providing housing, food,
clothing and other necessities for the refugees, until these funds can be reimbursed by
FEMA; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the City Council hereby accepts the request of the Governor
to assist in relief efforts and take refugees of Hurricane Gustav and approves incurring
expenditures of up to S 500,000.00 from the General Fund (to be reimbursed by
federal emergency funds) for housing, food, clothing, and other emergency items for care
of the refugees.
SECTION 2. THAT an appropriate Proclamation of Disaster be issued.

PROCLAMATION
WHEREAS, Governor Perry has issued an emergency disaster declaration for the
State of Texas to free up resources to deal with the existing challenge of providing
services to thousands of Hurricane Gustav storm victims; and
WHEREAS, the Governor has requested that the City of Lubbock take refugees
as needed from the storm; and
WHEREAS, it will be necessary to incur expenses for providing housing, food,
clothing and other necessities for the refugees until funds can be reimbursed by FEMA;
and
WHEREAS, the City Council of the City of Lubbock has agreed to assist in relief
efforts and to take victims of Hurricane Gustav and approves incurring expenditures of
up to $ 500, 000.00 from the General fund (to be reimbursed by federal
emergency funds) for housing, food, clothing, and other emergency items for care of the
victims if needed; and
WHEREAS, Mayor of the City of Lubbock has determined that extraordinary
measures must be taken to alleviate the suffering of the victims and to protect their
health, safety and welfare; NOW THEREFORE:
BE IT PROCLAIMED BY THE MAYOR OF THE CITY OF LUBBOCK:
SECTION 1. THAT a state of disaster is hereby declared for the City of Lubbock,
Texas; and
SECTION 2. THAT the City of Lubbock's Emergency Management Plan is
hereby implemented; and
SECTION 3. THAT the state of disaster shall continued until such time as this
proclamation is rescinded or continued by consent of the City Council of the City of
Lubbock not more than seven (7) days from the date hereof; and
SECTION 4. THAT this proclamation shall take effect immediately upon its
issuance and the City Manager of the City of Lubbock is hereby authorized and directed
to distribute this proclamation to all news media and ensure wide distribution of this
proclamation to the public.
