RESOLUTION
WHEREAS, the Local Government Code of the State of Texas provides at
Section 252.048(c) that the governing body of municipalities may grant general authority
to approve change orders to an administrative official within the amounts specified; and
WHEREAS, the City Council has deemed it to be in the best interest of the
citizens of the City of Lubbock to expedite the performance of City business by granting
the City Purchasing Manager authority to approve change orders as specified by the Local
Government Code; and
WHEREAS, Resolutions 4151, 4256, 4583 and 5839 authorized the City Manager
to approve routine contracts for goods and services involving an expenditure or receipt of
$25,000 or less on standard City contract forms or in a form approved by a City Attorney
pursuant to Chapter 1, Article X, Section 4 of the Lubbock City Charter; and
WHEREAS, the City Council deems it to be in the best interest of the citizens of
the City of Lubbock to provide for change orders to be approved by the Purchasing
Manager and to continue the City Manager's authority to approve contracts involving a
cumulative expenditure of $25,000 or less of City funds; NOW THEREFORE:
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
SECTION 1. THAT the Purchasing Manager of the City of Lubbock is hereby
authorized and directed to approve routine contract change orders involving an increase
or decrease of $25,000 or less, or such other amount as may be specified hereafter by
applicable provisions of state law.
SECTION 2. THAT the City Manager of the City of Lubbock, or his designee is
hereby authorized and directed to approve routine contracts for goods and services
involving expenditures or the receipt of $25,000 or less that are executed on standard City
contract forms or in a form approved by the City Attorney.
SECTION 3. THAT City of Lubbock Resolution No. 5839 enacted on April 23,
1998, and any other prior resolution or parts of resolution in conflict with this Resolution
are hereby repealed to the extent of any conflict are hereby repealed.
