RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the General Manager of Citibus BE the City of Lubbock BE and is hereby
authorized and directed to execute for and on behalf of the City of Lubbock, an
Amendment to the Federal Transit Administration New Freedom Mobility Management
Grant Application (Project TX-57-X005-01), and related documents, to provide funding
for a Mobility Manager position at Citibus for FY 2009. Said Amended Grant
Application is attached hereto and incorporated in this resolution as if fully set forth
herein and shall be included in the minutes of the City Council.

2006 and 2007 New Freedom Funds
The Competitive Process
The Lubbock Metropolitan Planning Organization was selected to oversee the competitive award process for the
City of Lubbock's JARC funds. The LMPO released a request for proposal on July 30, 2007. The RFP was
advertised (DETAILS). Proposals were due on August 28.

While several private providers picked up proposal packets, Citibus was the only entity who submitted a proposal
by the due date.
Following a review of Citibus' proposal, the LMPO staff and its review committee recommended to the LMPO's
Policy Committee that the funds be awarded to Citibus. They further recommended that Citibus be solely
responsible for the administration of all JARC funds. The Policy Committee voted to accept these
recommendations at their October 16, 2007, meeting.
The Project
Citibus is proposing that the FY2006, FY2007, and FY2008 New Freedom funds be used to fund a Mobility
Manager position at Citibus.
As identified during the regional coordination process, educating passengers and potential passengers on how to
access transit services is a valuable component to providing a complete package of transportation options.
Unfortunately, funding considerations often mean that this component is not fully utilized. Who knows how many
more passengers Citibus could carry if more people knew how to ride, if the fear of using transit could be
diminished through education? Citibus believes that a coordinated, community -wide approach to educating
potential passengers will reap rewards.
Citibus intends to use New Freedom funds to assist members of our community in learning how the use of transit
can impact their lives by giving them additional mobility options and freedom of travel. Citibus' program will focus
on awareness, knowledge, and skills — each of these building upon the other. Key components will include travel
instruction and travel training.
The position of Mobility Manager reflect the South Plains Region's Regional Coordination Plan finding that travel
training and/or bus familiarization was an unmet need in the region.
The proposed project was identified in the coordinated plan as follows:
Unmet Need: Need for travel training
Remediation Strategy: Develop region -wide Mobility Manager
position, who will be responsible for travel training, including curriculum
development and direct training.
Citibus and its regional partners began work on a regionally coordinated transportation plan in April 2005. From
the very beginning of the process, the planning group discussed the various problems associated with getting
information about transportation services to consumers, or potential consumers, of the services. This gap in
information was identified as an unmet need.
Organizations represented during the regional coordination process include:

• Caprock Community Action Association
• Citibus
• Lubbock Metropolitan Planning Organization
• Lubbock Regional MHMR
• Panhandle Transit
• Sexton Enterprises/Yellow Cab
• South Plains Association of Governments/Area Association on Aging
• South Plains Community Action Association
• Texas Department of Transportation
• West Texas Opportunities
• Work Source
In developing the regional plan, all agencies and transportation providers agreed that getting information and
instruction to transit users — and potential users — was an area where a great deal of improvement was needed.
One of the earliest concerns the South Plains group had was how to teach consumers to know which vehicle
they were supposed to board in the event that coordination of transportation services meant that more than one
provider would have vehicles in specific areas.

Additionally, given the fact that large numbers of our current passengers have various disabilities that makes
learning a transit system a challenge, it has become increasingly obvious that a targeted approach to mobility
instruction would be benefit in our area.
The groups listed above have all been active participants in the development of the South Plains Region's
Regional Transportation Plan. As the process continues, more agencies and employers are becoming aware of
the effort and are joining in the process. Because of the broad community reach represented by the participants
in the regional process, Citibus feels strongly that the members of the public who can benefit from a Mobility
Manager at Citibus have been represented during the process.
During the development of the initial regional plan, Citibus and its rural transportation partners hosted three
public forums — one each in Lubbock, Levelland, and Crosbyton. No members of the public attended.
During FY2008, as part of the regular work of Citibus' planning department, the public participation plan will be
updated. In updating the plan, Citibus intends to develop an on -going community outreach program. We believe
that this program, which will mesh with duties of the Mobility Manager, will prove of great benefit in learning more
speck community needs and in forming appropriate solutions to address the needs. It will also provide
members of the public with ways other than public hearings or forums, which many citizens find too intimidating
to participate in, to contact Citibus with suggestions or concerns.

ITEM #/SUBJECT:
# Consider a resolution authorizing the Citibus General Manager to execute an amended
New Freedom Mobility Management Grant (Project #TX-57-X005-01).
BACKGROUND DISCUSSION:
The Federal Transit Administration has amended the allocation of New Freedom Mobility
Management funds to include an additional $64,291. The original allocation that was approved
by the City Council at the April 24, 2008 meeting was for $111,485. The additional amount
brings the total FY 2007 and 2008 New Freedom Mobility Management funds for The City of
Lubbock/Citibus to $175,776. The funds will be used to fund a Mobility Manager position at
Citibus. Citibus intends to use New Freedom funds to assist members of our community in
learning how the use of transit can impact their daily lives by giving them additional mobility
options and freedom of travel.
Federal Transit Administration regulations require that all grants must be applied for and
executed electronically. Therefore, Citibus would like to request that the Mayor allow Mr. John
Wilson, Citibus General Manager, to execute this grant amendment, once approved by the City
Council.
FISCAL IMPACT:
New Freedom Mobility Management grants require an 80/20 match. The match required for this
grant has already been included in the FY 2009 Citibus budget. Acceptance of this grant will
result in no additional cost to the City of Lubbock.
SUMMARY/RECOMMENDATION:
Citibus recommends the approval of the resolution authorizing the Citibus General Manager to
execute an amended Federal Transit Administration New Freedom Mobility Management Grant
(Project #TX-57-X005-01).
