RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
approves on behalf of the City of Lubbock the Lubbock Arts Alliance, Inc., to
award all of the second period grants for 2004 recommended by the Lubbock Arts
Alliance Grants Review Committee. The letter, dated January 12, 2005, from the
Lubbock Arts Alliance requesting approval of the second period grants is attached
hereto and incorporated in this Resolution as if fully set forth herein and shall be
included in the minutes of the Council.

Dear Ms. Prose:
The Cultural Grants Review Committee for the City of Lubbock's Cultural Grants Program has
determined its recommendations for the second (December 2004) granting cycle. This year's
contract provided for $157,120 to be granted over two granting cycles. In addition, the Texas
Commission on the Arts released $2,368 to be awarded in this granting cycle.
Accompanying this document are the results of the Cultural Grants Review Committee meeting
held on December 15, 2004. Thirteen applications were received for this second grant (December
2004) funding cycle. Eleven applications are recommended for full or partial funding and two
applications are recommended for no funding. The total amount of funding requested for this grant
cycle was $118,850 of which $62,704 is recommended for funding from City of Lubbock Cultural
Grants and $2,368 from Texas Commission on the Arts grants. The amount being recommended is
the remaining balance of Hotel Occupancy Tax after first cycle grant awards (June 2004) and
deduction of administrative expenses.
Moreover, I would like to take this opportunity to state that the Lubbock Arts Alliance is making
every effort to ensure compliance with the Hotel Occupancy Tax state statute. All Cultural Grants
Review Committee Members were provided with a copy of the applicable statute prior to their
meeting on December 15, 2004. The Lubbock Arts Alliance has also integrated the suggested
language of the Hotel/Motel Association into is Cultural Grants Guidelines and Procedures as
approved by the City Council on February 19, 2004.
Please submit the enclosed recommendations for the Lubbock City Council's consideration at your
earliest convenience. I appreciate your assistance during this granting cycle and I look forward to

Viva Azdan Festival
Summary of Project:
The Ballet Folklorico Aztlan/Lubbock Centro Aztlan requested $12,000 for assistance
with professional services and promotions for the Viva Azdan Festival. This educational
event is scheduled for March 11 & 12, 2005 and will include Mariachi, folkloric dance,
competitions and workshops.
Comments on this project/grant application:
• Good combination of dance and music
• Good record of tourism impact (room nights)
• Good detail on budget

4rh on Broadway Celebration
Summary of Project:
Broadway Festivals requested $25,000 to help fund local musical talent during the 4rh on
Broadway Celebration. The event, which is held on the Fourth of July weekend, will
include parade, street fair, and fireworks.
Comments on this project/grant application:
• It appears that most attendees are regional, generating limited tourism impact
• Budget was unclear
• All advertising is local, no regional advertising
• Requested %4 of all professional fees (large request)
Recommendations for Grant Application:
• Clarify the use of money requested
• Bring more musicians from out of town.
• Track hotel/motel nights
• Collaborate with other organizations/cross promotion with other events
• Highlight specific activities that are different from previous years

Cirque La Danse
Summary of Project:
Ballet Lubbock requested $4,000 for the production of Cirque La Danse. The event is a
collaboration with Texas Tech Dance Department and Ballet Folklorico. There will be a
total of five pieces performed between the three groups, taking place at the Lubbock Arts
Festival, April 15-17, 2005.
Comments on this project/grant application:
• Good project, nice addition to the Lubbock Arts Festival
• Very nice, a blend of three dance styles

• Need regional advertising, only local
• Clarify the use of money requested
• Solicit dancers and schools regionally
• Utilize marketing funds for the Arts Festival

workshops. The event will be at the Lubbock Memorial Civic Center on April 15, 16, &
17, 2005 with the Lubbock Arts Festival.

Spring Pops Spectacular program will include a Master Class at TTU and an East
Lubbock outreach concert.

until July 3, 2005. The event will include the exhibit, as well as, educational and lecture
programs.

• Grant application was difficult to read due to small font used
• The two presentations by Ms. Rawls are a positive for the project

The Department of Theatre and Dance at Texas Tech University requested $6,000 for
production expenses for the Macbeth & Alumni Dinner to run from April 21-24, 2005
and April 29-May 1, 2005. The Macbeth & Alumni Dinner will consist of performances
and a dinner.

• Nice that event coincides with Shakespeare's birthday
• Limited tourism impact
• Good cultural and artistic impact

Llano Estacado include two major exhibits, a reception, and two lectures.
