RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
approves on behalf of the City of Lubbock, that Civic Lubbock, Inc., award all of
the first period grants for 2008 recommended by the Cultural Arts Grants Review
Committee. A letter, dated June 30, 2008, from Civic Lubbock, Inc., requesting
approval of the first period grants is attached hereto described and incorporated in
this Resolution as if fully set forth herein and shall be included in the minutes of
the Council.

The Cultural Arts Grant Review Committee for the City of Lubbock's Cultural Grants Program
has determined its recommendations for the first granting cycle of 2008. This recommendation
was presented to the entire Civic Lubbock, Inc. Board of Directors on June 30, 2008 and was
approved as recommended. This year's agreement provided for $220,578.00 to be granted over
two granting cycles. In addition, interest earned in the amount of $10,165.00 is available for the
2008 program, making the amount designated for the 2008 Cultural Arts Grant Program a total
of $230,743.00. The Board of Directors elected to absorb all expenses related to administering
the program, therefore no administrative expenses will be deducted and the entire allocation will
be available for the 2008 Cultural Arts Grant Program.
The Cultural Arts Grant Review Committee is comprised of five members; three Civic Lubbock,
Inc. Directors assigned by Civic Lubbock, Inc. and two members -at -large appointed by the City
Council. They are as follows:
Kay Sanford, CLI Board of Directors and Chair of the Grant Review Committee
Mark Bass, CLI Board of Directors
Louis Kelley, CLI Board of Directors
Gail Fargason, Member -at- Large appointed by City Council
Ann McDonald, Member -at -Large appointed by City Council
In reviewing requests and developing funding recommendations for each application, the
Cultural Arts Grants Review Committee followed the guidelines that were approved as part of
the February 14, 2008 agreement. A Grant Workshop was held on May 1, 2008 for all
organizations wishing to apply for a Cultural Arts Grant. Included among the workshop
presenters were representatives from Visit Lubbock (the Lubbock Convention and Visitors
Bureau), the Lubbock Hotel Motel Association and the City Attorney's office.

Accompanying this document are the results of the Cultural Arts Grant Review Committee
meeting held on June 11, 2008. Eleven (11) applications were received for this first grant (June
2008) funding cycle. All eleven (11) applications are recommended for full or partial funding.
The total amount of funding requested for this grant cycle was $160,200.00 of which
$126,500.00 is recommended for funding from the City of Lubbock Cultural Arts Grant
Program. Of the eleven (11) grant awards recommended, three (3) of the grant awards cover an
entire season of events. Those three organizations chose to submit one application for an entire
season rather than submit an application for each of the two granting cycles. With that in mind,
the Committee recommended an amount that is approximately 55% of the Hotel Occupancy Tax
and interest allocated for both granting cycles.
The Civic Lubbock, Inc. Board of Directors requests that the City Council consider approval of
the Cultural Arts Grant allocations in the amount of $126,500.00 as recommended by the
Cultural Arts Grant Review Committee and approved by the Civic Lubbock, Inc Board.

0806-001 Lubbock Symphony Orchestra
2008/2009 Classical Masterworks Series and Two Holiday Pops
Concerts
Amount Requested: $20,000
Amount Recommended: $20,000
The Lubbock Symphony Orchestra requested $20,000 to assist with promotion/publicity
costs associated with the presentation of the 2008/2009 Classical Masterworks Series and
two Holiday Pops Concerts. The theme of the upcoming season is "A Tribute to Lubbock".
The season will celebrate Lubbock's Centennial by recognizing individuals and organizations
who were pioneers in the areas of business/commerce, medicine, education, agriculture and
the arts. Performances will be held on various weekends beginning in September of 2008 and
ending in May of 2009.
Committee Comments:
• Project has strong artistic merit
• Organization has a history of strong foundation and corporate support
• Attendance numbers are growing; tourism numbers reflect growth as well
• Cultural Arts Grant funds approved are to be used as follows: Professional Services —
Musician Fees ($20,000)
• Grant funds were considered for the entire season; future applications for the season
may not be considered
0806-002 Lubbock Community Theatre
2008/2009 Season — Promotion Campaign
Amount Requested: $40,000
Amount Recommended: $15,000
The Lubbock Community Theatre requested $40,000 to assist with a promotion campaign to
promote the 2008/2009 season of plays, which also includes non -season shows and the
children's theatre productions. New marketing strategies have been developed to potentially
expand and reach larger audiences.
Committee Comments:
Project has strong artistic merit; quality of past productions is very good
Application indicates that they have selected productions for 2008/2009 that will have
more name appeal and the Committee felt that was a positive move
Application indicates a more pro -active approach to marketing; new marketing
strategies have the potential to increase audiences and the potential for tourism
• Evaluation report needs to include documentation of all of the new marketing
strategies as outlined in the application
• Committee suggested that the applicant research and apply for regional and state
grant opportunities
• Cultural Arts Grant funds approved are to be used for Promotion/Publicity ($15,000)
• Grant funds were considered for the entire season; future applications for the season
may not be considered
0806-003 Louise Hopkins Underwood Center for the Arts
First Friday Art Trail
Amount Requested: $13,000
Amount Recommended: $13,000
The Louise Hopkins Underwood Center for the Arts requested $13,000 to assist with a
portion of the advertising for the First Friday Art Trail. This event is held monthly from
September of 2008 through August of 2009 and provides an evening of arts, entertainment
and food. First Friday Art Trail is designed to showcase the visual and performing arts,
created and produced by regional artists, in downtown venues that include galleries,
museums, restaurants, studios and showrooms.
Committee Comments:
• Strong artistic component; unique event
• Event has grown significantly since its inception in 2004; average attendance is 1,600
attendees per month with a yearly attendance of approximately 19,000
• Tourism numbers as shown on the application indicate good growth
• Project creates great exposure for the venues and the artists
• Application indicates strong marketing plan for advertising outside the region
• Would suggest that the organization continue to contact the CVB about putting the
event on the CVB calendar for several months out
• Cultural Arts Grant Fund approved are to be used for Promotion and Publicity
($13,000)
0806-004 National Cowboy Symposium & Celebration, Inc.
National Cowboy Symposium & Celebration
Amount Requested: $20,000
Amount Recommended: $20,000
The National Cowboy Symposium & Celebration, Inc. requested $20,000 to assist with
bringing in nationally recognized headline entertainers as well as over 100 performers and
participants (poets, musicians, storytellers, panelists, chuck wagon cooks, and special
presenters) for the 20th Annual National Cowboy Symposium and Celebration. The event will
be held September 4-7, 2008. The National Cowboy Symposium will celebrate its 20tb year
and Lubbock's Centennial year as the premier Cowboy Culture and Western Heritage event
of its kind in the United States.

• This is a unique event that has been successful for many years
• Application indicates strong marketing plan for outside the area and region

0806-005 West Texas Native American Association
WTNAA Exhibits and Pow -Wow
Amount Requested: $4,500
Amount Recommended: $4,500
The West Texas Native American Association requested $4,500 to assist with a public Pow -
Wow, which is an American Indian gathering that features Native American music, dance
and art. The Pow -Wow will be held September 5-7, 2008 and, though separate, will be held
in conjunction with the National Cowboy Symposium & Celebration in the park area just
north of the Civic Center. There will be educational activities, exhibition dancing,
demonstrations, displays of early Native American artifacts as well as vendors who will
display Native American artwork and demonstrate their crafts, including jewelry and
beadwork.
Committee Comments:
• Project has a good multi -cultural aspect; good tie-in with Cowboy Symposium
• Recommend applicant contact the Bureau individually to get this project listed
separately on the calendar in order to cross -promote with the Symposium
• Strongly support the marketing strategy of registering of the Pow -Wow as soon as
possible on the various websites that list/advertise Pow-Wow's held across the
country
0806-006 Fiestas del Llano, Inc.
Fiestas Patrias Festival
Amount Requested: $10,000
Amount Recommended: $10,000
Fiestas del Llano, Inc. requested $10,000 for expenses associated with entertainment (music
and dance) performed by local and national artists for Fiestas Patrias 2008 which will be held
September 12-14, 2008. This event provides the opportunity to experience the music and
dance of the Hispanic culture and participate in a traditional celebration.
Committee Comments:
• Project is a multi -day festival which has the potential to generate overnight stays.
• Project has strong cultural components, including music, dance and pageantry.
• Marketing budget indicates strong in -kind support from local and area media;
indicates plan to promote the project in Midland/Odessa and Hobbs, NM.

• Would strongly encourage applicant to promote the Fiestas on various tourism
websites to reach potential visitors outside the region
• Cultural Arts Grant funds approved are to be used for Professional Services -Artist
Fees ($10,000)
0806-007 Heavenly Productions, Inc.
"The Heavenly Bound Train" Musical Drama
Amount Requested: $10,000
Amount Recommended: $ 5,000
Heavenly Productions, Inc. requested $10,000 for expenses associated the presentation'of the
musical drama "The Heavenly Bound Train" which will be performed September 27, 2008.
The featured artists for this presentation will be Yolanda Tharrington, who is a graduate of
Texas Tech University and currently resides and performs in Las Vegas, NV, and Russell
White, who is from Hobbs, NM and has performed and recorded with such gospel artists as
Shirley Caesar and Bishop Paul S. Morton.
Committee Comments:
• Project has good artistic merit
• Marketing plan includes marketing in Amarillo, Midland/Odessa, Abilene and Hobbs,
NM
• Applicant is partnering with a local hotel
• Committee would strongly encourage applicant to promote the production on various
tourism websites to increase the potential for tourism
• Applicant is encouraged to provide event information (flyers) to local hoteliers for
guests staying in the hotels
• Cultural Arts Grant funds approved are to be used as follows: Professional Services —
Soloists/Musicians ($2,000), Facility Rental ($2,000), Promotion/publicity ($1,000)
0806-008 Lubbock Arts Alliance/TTU Southwest Collections
4th Annual Stubb's Statue Party
Amount Requested: $10,000
Amount Recommended: $10,000
The Lubbock Arts Alliance/TTU Southwest Collections requested $10,000 for the 4th
Annual Stubbs Statue Party which will be held on October 4, 2008 at the Stubb's Memorial
on East Broadway. The funds requested would be used for musician fees, equipment rental
and promotion/publicity. The featured performer will be Butch Hancock, who was a frequent
participant in the "jam sessions" at the original Stubb's BBQ restaurant.

• Project celebrates Lubbock's musical heritage.
• Collaboration with TTU Southwest Collections is a positive
• Application indicates strong marketing plan outside the region
• Cultural Arts Grant funds approved are to be used as follows: Promotion/Publicity
($2,150), Musicians ($4,000) and Rental of equipment ($3,850)
0806-009 Lubbock Symphony Orchestra
Lubbock Youth Symphony Orchestra Fall and Spring Concerts
Amount Requested: $10,000
Amount Recommended: $10,000
The Lubbock Symphony Orchestra requested $10,000 to assist with artistic fees (conductors,
judges, coaches) for the Lubbock Youth Symphony Orchestra Fall and Spring Concerts to be
performed on October 5, 2008 and March 8, 2009 respectively. Members of the orchestra
include youth from other cities on the South Plains, such as Plainview and Midland, as well
as Eastern New Mexico. LYSO will be celebrating their 20`h anniversary this season.

• Project has good potential for tourism impact due to parents, grandparents and other
family members attending; past tourism numbers reflect growth
• Applicant is encouraged to provide event information (flyers) to hoteliers for guests

0806-010 Lubbock Arts Alliance
Take in the Local Color Studio Tour
Amount Requested: $12,200
Amount Recommended: $ 8,500
The Lubbock Arts Alliance requested $12,200 to assist with advertising and production
expenses for "Take in the Local Color Artist Studio Tour" which will be held on November
8-9, 2008. The goals of the project are to provide community awareness and education in the
visual arts, offer a venue for local artists to showcase their works, facilitate a quality visual
art program for students to attend, and attract visitors/tourists. This event allows audiences
the unique opportunity to observe the artists in their working environment, many of which
are private homes. Approximately six artists are showcased at each studio location. In 2007,
there were nine locations with over 50 Lubbock County artists participating and with over
6,000 patrons attending the two-day event.

0806-011 Ballet Lubbock
"The Nutcracker 2008"

Amount Recommended: $10,500
Ballet Lubbock requested $10,500 for the production of "The Nutcracker 2008", which will
be performed December 11-14, 2008. Funds requested would be used for Promotion and
Publicity, including their "Spirit of the Season" weekend promotion package, and
Choreography.
Committee Comments:
• Project has strong artistic merit
• Application indicates a good marketing plan outside the region; the Spirit of the
Season weekend package is a great idea and will encourage additional tourism
• Good tracking methods are in place to determine out of town attendees and room
nights generated
• Applicant plans to partner with a local hotel
• Project has a good history of generating room nights
• Cultural Arts Grant funds approved are to be used for Promotion/Publicity ($6,000),
promotion of the "Spirit of the Season" package ($2,500) and towards Professional
Services - Choreography ($2,000)
