RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK.
THAT the City Manager of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock the construction of paving
improvements due to a request from the Lubbock Independent School District (LISD) for
the City to complete the full width paving of Avenue P from South Loop 289 to 82'd
Street. Said paving shall not be constructed until such time as the necessary right-of-way
is donated to the City by adjacent property owners. Related documents are attached hereto
and incorporated in this resolution as if fully set forth herein and shall be included in the
minutes of the City Council.

Re: Lubbock ISD — South Elementary School — Avenue P Paving
Dear Mr. Hertel:
As you are aware, construction is in progress on our new elementary school in south Lubbock, to
serve our community as it continues to grow. The new campus was on an undeveloped, unplatted
tract of land which we purchased and platted. As required in the platting process, we are constructing
the streets along our platted boundary. These streets include Avenue P, 791" Street, Avenue O, and
815' Street.
We at LISD are concerned about the lack of a fully developed street (Avenue P) connecting this
campus with 82"d Street and the Loop 289 access road. The new campus will create considerable
traffic in the area, and we believe that Avenue P will become a major thoroughfare. Currently, there
are four separate unpaved areas that will create "bottlenecks" along Avenue P. These sections of
Avenue P have not been developed to the full width shown on the city's thoroughfare plan. We feel
that this street will not adequately handle the anticipated traffic and will create congestion for the cars
and buses which will be traveling to and from the school. The additional traffic on such a congested
street will create a safety issue for the young students attending this school and will be hazardous to
drivers in the area.
The Lubbock Independent School District respectfully requests the City of Lubbock to install curb and
gutter and pave all portions of Avenue P between 82"d Street and the Loop 289 access road which
were beyond the normal platting responsibility for this tract. Our plans are to open this campus in the
fall of 2007. We believe that if we act now and work together, that the young students attending this
school will have a pleasant experience as they begin their educational experience.
