RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock Change Order No. 2, for
ITB# 001-04/VK for South Lubbock Drainage Improvements Project-Pkg #1 Main Trunk
Line. Said Change Order is attached hereto and incorporated in this Resolution as if fully
set forth herein and shall be included in the minutes of the Council.
Passed by the City Council this 26th day of October 2006.

Change Order within the scope of the contract means a Change Order that DOES NOT ALTER THE NATURE OF THE THING
TO BE CONSTRUCTED AND THAT IS AN INTEGRAL PART OF THE PROJECT OBJECTIVE. After performance of a
construction contract begins, Change Orders may be approved if necessary to 1) make changes in plans or specifications; or 2)
decrease or increase the quantity of work to be performed or materials, equipment, or supplies to be furnished. This DOES NOT
mean that a department can redefine the project. All work that alters the nature of the thing to be constructed or that is not an
integral part of the 12roiect objective must be let out for public bid by the Purchasing Department. Description of change
(alteration, deviation, addition, or deletion) caused by conditions encountered during construction not covered by the
specifications and drawings of the ro'ect attach additional pages if necessary):

Change Orders must either be negotiated in the best interest of the City of Lubbock or put out for public bid by the Purchasing
Department. Where the Change Order is negotiated, the Change Order must be fully documented and itemized as to costs,
including material quantities, material costs, taxes, insurance, employee benefits, other related costs, profit and overhead. Where
certain unit prices are contained in the initial contract, no deviations are allowed in computing negotiated change order costs.
ITEMIZED COSTS MUST BE FULLY DOCUMENTED AND ATTACHED TO THIS FORM.

Change Order No. 2 involves two items:
1. The first item is the realignment of proposed storm drainage pipelines T-53, T-54
and T-55 on 98 h Street between Quaker Avenue and Slide Road. This
realignment involves a reduction in storm drainage pipeline installation by open
surface excavation methods and an increase in storm drainage pipeline installation
by trenchless methods (i.e., tunnel or bore and jack). This realignment and
change in installation method are required in order to maintain two-way traffic
and business access on the south side of 98th Street.
New businesses have opened south of 98`h Street between QuakerAvenue and
Savannah Avenue since the bid, contract award, and notice to proceed occurred
for the South Lubbock Drainage Improvements (Package #1). This realignment
will allow business access during construction. The increase in contract price for
this realignment and revision to installation methods is $216,648.00.
2. The second item is the installation of the remainder of proposed storm drainage
pipeline Line K plus the Line K inlet, check valve, rock riprap, additional traffic
control, additional storm water pollution prevention measures, and additional re -
vegetation after construction. The approximate location of this proposed work is
the playa lake near the southwest comer of the intersection of 98th Street and
Avenue P (Lake S4).
The initial installation of storm drainage pipeline Line K to the south right-of-way
is included in the current contract price. Recent development has begun since the
bid, contract award, and notice to proceed occurred for the South Lubbock
Drainage Improvements (Package # 1). Thus the increased runoff volume from
development, as well as controlling the water level for Lake 84, dictates a need
for earlier completion of Line K than previously anticipated. The increase in
contract price for the completion of Line K is $438,532.00
The increase in contract price for both items inclusive is $655,180.00.
