RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
approves on behalf of the City of Lubbock the Lubbock Arts Alliance, Inc., to
award all of the second period grants for 2005 recommended by the Lubbock Arts
Alliance Grants Review Committee. The letter, dated December 27, 2005, from
the Lubbock Arts Alliance requesting approval of the second period grants is
attached hereto and incorporated in this Resolution as if fully set forth herein and
shall be included in the minutes of the Council.

Dear Mr. Chavez:
On January 26, 2006, the Lubbock City Council awarded $71,244 for the 2"d
Cycle (December 2005) Cultural Grants.
The Cultural Grants awarded by the Lubbock City Council differ from the Cultural
Grants Review Committee recommendations in that:
• The dollar amount awarded is the remaining balance of Hotel Occupancy
Tax after the deduction of the first grant (June 2005) funding cycle and
administrative expenses, with the inclusion of a forfeited grant and interest
income received in 2005.
• Grant #0512-006 (Lubbock Arts Alliance) was awarded $13,500, a
reduction of $4,500 from the Cultural Grants Review Committee
recommendation,
• Grant #0512-014 (UIL, TTU) was awarded $1,000, a reduction of $4,000
from the Cultural Grants Review Committee recommendation,
• Grant #0512-003 (Broadway Festivals) was awarded $16,000, an
increase of $8,500 from the Cultural Grants Review Committee
recommendation, and
• Grant#0512-007 (Lubbock Centro Aztlan/ Ballet Folklorico Aztlan) was
awarded $7,500, an increase of $2,500 from the Cultural Grants Review
Committee recommendation.
For your convenience a spreadsheet is included with this letter that reflects the
2"d Cycle (December 2005) Cultural Grants as awarded by the Lubbock City
Council. The changes listed above are reflected in the spreadsheet.

"History of the American Windmill" Mural Project
Amount Requested: $50,000
Amount Recommended: $10,000
The American Wind Power Center requested $50,000 for artist fees and supplies relating
to the creation of a 6,000 square foot public art mural to be placed in the patio area of the
facility.
Committee Comments:
Great project — is an added feature to facility
Don't think people will make a special trip just to see the mural; therefore, limited
tourism impact
0512-002 Ballet Lubbock
The Nature of Dance
Amount Requested: $3,000
Amount Recommended: $2,000
Ballet Lubbock requested $3,000 for a performance of The Nature of Dance at the 2006
Lubbock Arts Festival. This performance will be a collaboration with two other dance
organizations including Texas Tech University Department of Theatre and Dance. The
grant request is for professional services (choreography/stagehand fees) and advertising.
Committee Comments:
• In future, grant applications need to show advertising outside of region
• Use Cultural Grant monies for professional services, not advertising (since most
advertising is local)
0512-003 Broadway Festivals
4th on Broadway Celebration
Amount Requested: $30,000
Amount Recommended: $7,500
Amended Amount: $16,000
Broadway Festivals requested $30,000 to help fund musical talent who participate in and
are an integral part of "The 16th Annual 2006 4th on Broadway Celebration." The event
includes a parade, Patriot fun run, street fair, and fireworks extravaganza and concert in
MacKenzie Park.
Committee Comments:
0 Failure to track hotel room last year does not reflect well on application
• It would be helpful to elaborate how this program promotes the arts
• No out of region advertising
• Event brings people to town for economic development, but questionable about
hotel room nights generated
• This event has history of receiving additional Hotel Occupancy Tax ($12,500 in
2005) from the Lubbock Convention & Visitor's Bureau (LCVB)
• Have breakdown of professional fee services by payee
0512-004 Llano Estacado Clay Guild
Llano Estacado Wine & Clay Festival
Amount Requested: $10,000
Amount Recommended: $5,000
The Llano Estacado Clay Guild requested $10,000 for the Wine & Clay Festival. The
Wine and Clay Festival offers fine art and ceramics, clay demonstrations, a children's
area, and wine tasting. Cultural grant funding will be used for regional newspaper ads,
Preview Night expenses, and a guest ceramic artist.
Committee Comments:
• Impressive number of hotel rooms used
• Please explain how you came up with hotel rooms used
• Artwork on view is very strong
0512-005 Louise Hopkins Underwood Center for the Arts
First Friday Art Trail
Amount Requested: $13,400
Amount Recommended: $3,000
The Louise Hopkins Underwood Center for the Arts requested $13,400 to fund a portion
of the trolley rental fees and publicity for the First Friday Art Trail, a monthly evening of
arts and entertainment from March 2006 through September 2006.
Committee Comments:
• Strong artistic component
• Potential to become something "big"
• Make one application, once a year
• Use grant money for trolleys

28"' Annual Lubbock Arts Festival

The Lubbock Arts Alliance requested $30,000 for the production of the 28t' Annual
Lubbock Arts Festival at the Lubbock Memorial Civic Center, April 20-23, 2006. The
Lubbock Arts Festival includes visual art, performing art, literary art, and culinary art on
a grand scale for a general audience. Events at the Arts Festival geared toward tourist
include the American Idol signing contest, the Spotlight Performer, the culinary event,
and Run for the Arts.
Committee Comments:
No objections to application
Does excellent job of bringing in hotel rooms and tracks those room nights
0512-007 Lubbock Centro Aztlan/Ballet Folklorico Aztlan
Viva Aztlan Festival
Amount Requested: $11,000
Amount Recommended: $5,000
Amended Amount: $7,500
Lubbock Centro Aztlan requested $11,000 for the production of Viva Aztlan Festival to
be held on March 10 & 11, 2006 at the Lubbock Memorial Civic Center Theatre and
workshop rooms. The two-day event attracts Mariachi and Folklorico groups from the
region to compete in the dancing competition and attend Master workshops.
Committee Comments:
• Have history of generating hotel room nights — call LCVB for their hotel count
• Nice multi -cultural component

The Lubbock Community Theatre requested $13,800 to pay artists for the production of
the musical "1776" to be performed at the Louise Hopkins Underwood Center for the
Arts in June of 2006. "1776" celebrates the birth of America and the writing of the
Declaration of Independence.

• Use Cultural Grant dollars to pay for royalties for productions

Amount Recommended: $1,724
The Lubbock Community Theatre requested $4,250 for two performances of "Nunsense"
which will be presented at the 2006 Lubbock Arts Festival. Cultural grant monies will be
used for moving the set for its original space, payments to actors, and other expenses.

• Good tie to Arts Festival
• More detail on narrative
0512-010 Lubbock Symphony Orchestra
Spring Lubbock Youth Symphony Concert
Amount Requested: $5,000
Amount Recommended: $2,000
The Lubbock Symphony Orchestra requests $5,000 for artistic fees, production costs,
promotion, and marketing of the Lubbock Youth Symphony concert to be performed on
March 5, 2006.
Committee Comments:
• Artistically high quality
• Have tourism impact because of grandparents and parents attending the event
• Show tourism breakdown for this event
• LYSO adds artistic and educational component to 4th on Broadway Celebration
• Would like to see some money going towards advertising, not all to professional
services

Masterworks Concert Series

The Lubbock Symphony Orchestra requested $5,000 for artistic fees, production costs,
and overall support for the Masterworks #5 LSO concerts to be performed May 12 and
13, 2006 at the Lubbock Memorial Civic Center Theatre. This final concert of the 2005-
2006 season will showcase Lubbock Symphony Orchestra concertmaster, John Gilbert.
Committee Comments:
• Artistically high quality
• Show tourism breakdown for this event
• Submit one application for entire year, not per individual performance
• This program will happen with or without this funding
• Would like to see some money going towards advertising, not all to professional
services

Spring Pops Concert

The Lubbock Symphony Orchestra requested $10,000 for artistic fees, production costs,
and overall support for the LSO Spring Pops Concert to be held April 27, 2006 at the
Lubbock Memorial Civic Center Theatre. Special guest artists for the Spring Pops
Concert will be Canadian Brass.

The Texas Outback: Ranching on the Last Frontier

Texas Tech University's International Cultural Center requested $2,800 to assist with
funding of "The Texas Outback: Ranching on the Last Frontier", a major photographic
portfolio, and for related programming.
Committee Comments:
Good artistically
Not much impact on tourism — however, nice try with connection to Cowboy
Symposium
0512-014 University Interscholastic League, Texas Tech University
Summer Theatre Workshop for High School Students & Teachers
Amount Requested: $11,500
Amount Recommended: $5,000
Amended Amount: $1,000
The University Interscholastic League, TTU, requested $11,500 to fund a portion of their
first Summer High School Theatre Workshop, a fourteen -day educational program. The
request represents fees for the workshop designer, one -act play directors, technical
director, and production of a full color advertising brochure.
Committee Comments:
• Impressive program
• Good for all students
• Good tourism aspect because of parents attending performances
• Good educational component

• In future applications, exactly document how many kids served and whether or
not parents are going to stay in hotel
• UIL has history of tracking hotel rooms because of relationship with LSA, please
continue with this event
• Confusion on budget (how many people served?)
• Where does additional financial support come from? Unclear of relationship of
this event to other UIL events.
0512-015 Westwinds Brass Band
Westwinds Summer Concerts in the Park
Amount Requested: $1,500
Amount Recommended: $500
Westwinds Brass Bands requested $1,500 for new music for their summer concert series
in the park. These concerts attract people from out of town and offers a family oriented,
free entertainment alternative for folks who are staying in Lubbock motels and hotels.
Committee Comments:
• Great artistically
• Like to support all volunteer organization that does what it can to support the arts
• Limited tourist impact, possibly no hotel rooms generated
