RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock, Change Order No.l to the
Contract previously executed between the City of Lubbock and Craig Wallace
Construction I, Ltd. for Parks Irrigation System Conversion, Phase 1 (ITB# 06-710-BM),
and related documents. Said Change Order No. 1 is attached hereto and incorporated in
this resolution as if fully set forth herein and shall be included in the minutes of the City
Council.

Change Order within the scope of the contract means a Change Order that DOES NOT ALTER THE NATURE OF THE THING
TO BE CONSTRUCTED AND THAT IS AN INTEGRAL PART OF THE PROJECT OBJECTIVE, After performance of a
construction contract begins, Change Orders may be approved if necessary to 1) make changes in plans or specifications; or 2)
decrease or increase the quantity of work to be performed or materials, equipment, or supplies to be furnished. This DOES NOT
mean that a department can redefine the project. All work that alters the nature of the thing to be constructed or that is not an
integral part of the project objective must be let out for public bid by the Purchasing Department. Description of change
(alteration, deviation, addition, or deletion) caused by conditions encountered during construction not covered by the
specifications and drawings of the project attach addl—onalpages if necessary):
This change order will reflect $50,000 savings to the City of Lubbock as result of Value Engineering efforts
whereby the general contractor is proposing selection of a new electrical subcontractor. Additional entries of this
change order include retrofitting three pump control panels with electronic overload relay motor protection
devices necessitated by decreased static water levels in irrigation wells. Please see attached sheet for details.
Change Orders must either be negotiated in the best interest of the City of Lubbock or put out for public bid by the Purchasing
Department. Where the Change Order is negotiated, the Change Order must be fully documented and itemized as to costs,
including material quantities, material costs, taxes, insurance, employee benefits, other related costs, profit and overhead. Where
certain unit prices are contained in the initial contract, no deviations are allowed in computing negotiated change order costs.
ITEMIZED COSTS MUST BE FULLY DOCUMENTED AND ATTACHED TO THIS FORM.

_Consider a resolution authorizing the Mayor to execute Change Order No. 1 to
the contract with Craig Wallace ConstructionI, Ltd- for larks Irrigation System
Groundwater Conversion Phase I (ITB#06-710BM).
Item Sammary
This project involves converting irrigation systems in 11 City parks from the
municipal water supply to a groundwater source with 21 irrigation wells in an effort
to conserve potable water. City potable water will be used in the event of a well
failure, or necessary water pressure, to ensure system performance. This project
affects the foilowing parks with the corresponding number of wells shown for each
park

This change order will amend the existing contract with Craig Wallace Construction
I, Ltd. The original contract was for a total of $1,446,900.98 with 180 days for
completion. This change order will reflect $50,000 savings to the City of Lubbock
as a result of value engineering with the electrical subcontractor and additional
expenses include retrofitting pump control panels with electronic motor protection
devices necessitated by decreased static levels in the irrigation wells. The net
change order results in a $30,718.01 savings to the City of Lubbock.
Fiscal Impact
A total of $2,200,000.00 was appropriated and $1,762,465 is available in Capital
Improvement Project number 90357 (Parks Conversion to Groundwater) for this
purpose. The original contract value is $1,446,900,98 and the amount of this
Change Order is a credit to the City of Lubbok totalling $30,718.01.
