RESOLL;TION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK-
THAT the Mayor of the City of Lubbock is hereby authorized and directed to
execute for and on behalf of the City of Lubbock an Agreement for state legislative
counseling services and any related documents with Hance Scarborough, LLP of Austin,
Texas, a copy of which Agreement is attached hereto and which shall be spread upon the
minutes of this Council and as spread upon the minutes of this Council shall constitute
and be a part hereof as if fully copied herein in detail.
Passed by the City Council this 24th day of January , 2008.

RE: Representation Agreement between Hance Scarborough and the City of
Lubbock.
Dear Ms. Dumbauld:
Please take this correspondence as our firm's proposal for our continued
representation of the City of Lubbock before the Texas Legislature.
Our firm will provide the City of Lubbock with consultation and lobby
representation beginning January 1, 2008 and terminating December 31, 2008.
This time period encompasses representation before the interim legislative
committees in 2008 and other projects as directed by the Mayor and Council.
The City of Lubbock would agree to pay our firm as follows:
January thru December 2008 - $5000 per month;
This proposal would take us through the interim period and we can then revisit
the contract next fall prior to the 81' Legislative Session.
You additionally agree to reimburse our firm for any out-of-pocket expenses
customarily incurred by the firm in regards to the firm's representation. Unlike
most firms, our firm does not charge for telephone toll charges (including
facsimile charges), copy expenses (unless the copy project is too large for our
staff and therefore must be sent off site) and secretary/assistant time. Travel and
other third parry expenses will be billed to you at cost. We will advise you and
obtain your authorization for any extraordinary expenses prior to incurring same.
The City of Lubbock expressly acknowledges that our firm has made no
representation or guarantees as to the outcome or resolution of any matters
regarding the purpose of this agreement.
Our firm has been honored to represent the City of Lubbock and we look forward
to our continuing partnership. Please sign where indicated below and return the
original to our offices. Please retain a copy of this agreement for your files.
