OF THE CITY OF LUBBOCK: THAT the City Council of the City of Lubbock does hereby accept the recommendation of the Community Development Services Board the streets to be paved under the West End Street Paving Project as identified in Exhibit "A". Said Exhibit is incorporated in this Resolution and is available for review in the City Secretary's office, as if fully set forth herein and shall be included in the minutes of the City Council. Resolution No. 2006-RO101 "Attachment A" Identification of Streets for the West End Paving Project CDBG Funds available for Street Paving Projects: Allocation Cycle FY 03-04 FY 04-05 FY 05-06 Proposed for Reallocation Total: Funds Available $73,665.96 337,828.52 210,000.00 250,000.00 871,494.48 There are 10 unpaved blocks located in the West End Neighborhood. Specifically, the area of emphasis is bordered on the east by Iola Avenue and on the west by LaSalle Avenue. The northern boundary is 20"' Street, and southern most street in the area is 26"' Street. A map showing this area is included as back up. When CDBG funds are to be used for a paving project, the U.S. Department of Housing and Urban Development now requires a city to publicly identify the streets to be paved. Previous allocations did not identify individual streets at the time of approval. The funds were simply placed in a funding pool for pending paving projects. There was only one exception to this practice. The FY 04-05 funds were allocated for the paving of Guava Avenue. This project was approved in conjunction with a proposed residential development. Unfortunately, that project has not seen any progress since the allocation was approved. Another HUD requirement is that all entitlement cities spend their CDBG allocations in a timely manner. With such a large amount of money tied to an idle project, the Community Development Department may find it difficult to meet the spending requirements. All preliminary work has been completed for the West End Project, and the bid process should begin by the end of March 2006. By redirecting the funds from Guava Avenue to the West End area, the department will be able to spend the funds without further delay. Both the CD staff and the Community Development and Services Board are requesting that all of the available funds be used to complete the paving project in the West End Neighborhood. Based on current market conditions, the above total will be required to cover the costs associated with the paving of the streets in West End. The staff time required for the Streets Engineering Department will also come from these funds. Streets will be responsible for the oversight of the actual construction. Any funds not expended will be reallocated to another eligible project.
