RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock, an Amendment to the
Contract for architectural/engineering services for the development of the Martin Luther
King, Northwest and Southwest Little League Complexes, by and between the City of
Lubbock and Chapman Harvey Architects, Inc., and related documents. Said Amendment
is attached hereto and incorporated in this resolution as if fully set forth herein and shall
be included in the minutes of the City Council.

New baseball complexes for:
MLK, SW, and NW Little Leagues
Supplemental Agreement
In response to the City of Lubbock, Parks and Recreation, request to include the civil
engineering firm of Parkhill, Smith, and Cooper, Inc. onto our design team, we are pleased to be
able to reply favorably. I have met to discuss your request and the scope of the projects with
Holly Holder, PE, a principal of the firm. Mr. Holder has provided me with a scope of services
and a professional fee agreement, PSC's attachment A. Mr. Holder's scope of services
appears to include all aspects of the civil portion of the project as discussed. I have included a
copy of PSC's attachment A, which becomes a part of this supplemental agreement.
Chapman Harvey Architect's A/E contract 6721 is to be amended as follows:
1. The A/E contract is to design, bid, and construct the MLK Little League baseball complex.
The amended agreement is to include a new complex for the SW Little League and the NW
Little League. All three new complexes are to be similar to the Western Little League complex
designed by CHA and built for the City of Lubbock near Brownfield Hwy. and Milwaukee Ave.
2. The basic compensation outlined in Article 11.2 shall apply to each complex. PSC's
professional fees outlined in their attachment A shall become a part of Article 11.2. The firm of
Parkhill, Smith, and Cooper shall be listed as the civil engineering consultant for all three sites.
3. Parkhill, Smith, and Cooper's scope of services, as described in their attachment A, shall
become a sub -part of Contract 6721. Chapman Harvey Architects shall remain as prime.
The expanded project scope does not expand the project delivery date. The delivery date for
the new MLK Little League complex is the 2007 season. The additional complexes, SW and NW
Little League, shall also be delivered to the City for the 2007 season. Chapman Harvey
Architects and their design team are committed to this schedule. However, the prompt
execution of this supplemental agreement is vital to the success of the project schedule.

Attachment A
Civil Engineering Scope of Services
Task 1. Basic Civil Engineering Services (lump sum fee)
1.1 Drainage Study (Maxey Park only).
1.1.1 Prepare drainage plan for site as required by City of Lubbock Stormwater
Management regulations.
1.1.2 Determine finished floor elevation for any onsite structures.
1.1.3 Review study with City Staff.
1.2 Site civil engineering.
1.2.1
Coordinate with Architect and MEP on layout of facility, interior roadways
parking lots and utilities. All utility plans prepared by PSC will begin at a
point five (5) feet outside the buildings exterior wall and terminate at the
owner's property line. Any offsite potable water, irrigation water and
sanitary sewerage lines are not included with this scope of services.
1.2.2
Prepare site layout sheet to establish horizontal control for each project
on Owner's site.
1.2.3
Prepare site demo plan as needed.
1.2.4
Prepare site grading plans.
1.2.5
Prepare Parking lot layout and striping sheets.
1.2.6
Prepare water main for connection with City of Lubbock distribution
system and obtain City of Lubbock approval for tap and meter
installation.
1.2.7
Prepare sanitary sewer gravity line, and connect with City of Lubbock
sanitary sewer collection system and obtain City of Lubbock approval for
connection.
1.2.8
Provide detail sheets necessary for all grading, paving, water and
sanitary sewer improvements.
1.2.9
Provide Erosion Control Plan and Storm Water Pollution Prevention Plan
(SWP3) for inclusion in construction plans.
1.2.10
Prepare specifications for all civil related site work.
Task 2. Bidding Phase Services
2.1 Prepare miscellaneous bidding documents.
2.2 Attend prebid meeting.
2.3 Respond to questions by bidders.
2.4 Issue addenda as necessary.
2.5 Attend bid opening.
2.6 Review lowest qualified bid proposal. Make recommendation to Architect as
appropriate.
2.7 Attend city council meeting to answer questions.
Task 3. Construction Phase Services.
3.1 Assist with preparation of construction documents.
3.2 Review and respond to contractor's RFI requests.
3.3 Review contractor's product submittals for compliance with plans &
specifications.
3.4 Perform six (6) site visits per field (total of 18) during construction. These site
visits may coincide with predetermined site progress meetings during
construction phase.

3.5 Perform final site observation before acceptance of project by Owner and
develop punchlist of items remaining to be completed by contractor as
appropriate.
3.6 Prepare record drawings based on contactor provided mark-ups at each field.
Task 4. Miscellaneous Services. (Hourly Rate Services)
The tasks listed below will only be performed if authorized to do so in writing by the
Owner. This is a "time and materials" type reimbursable expense.
4.1 Attend any "user group" meetings.
4.2 Review and respond to contractor's RFI requests.
4.3 Provide the services of a Resident Project Representative (RPR) to observe
construction for compliance with contract documents.
