RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock, a Texas Commission on
Environmental Quality Compliance Plan Application with associated documents, for a
facility located on the former Reese Air Force Base. Said Compliance Plan Application
is attached hereto and incorporated in this Resolution as if fully set forth herein and shall
be included in the minutes of the City Council.

Provide a brief written description of the portion of the facility covered by this application:
The purpose of this Class 1' Permit Modification is to provide for the transfer of ownership of
the last 409 acres (Parcels A, B, C (which has been combined with E, D, and a Portion of Parcel
E) of Base property (property over the Tower Area plume) owned by the United States Air
Force. The property will be transferred from the United States Air Force to Texas Tech
University (Parcel A), South Plains College (Parcel B) the LRRA (Parcel C and portion of Parcel
E), and City of Lubbock (Parcel D). The remediation system for the Tower Area plume
achieved operating properly and successfully (OPS) status on April 12, 2006, which allows for
this property transfer under the FOST process. The parcels to be transferred are described
below:
• Parcel A: 20 ac. of land underlying 13 buildings, to Texas Tech University;
• Parcel B: 21 ac. of land on four non-contiguous tracts underlying six
buildings to South Plains College;
• Parcel C: 40 ac. of land on four non-contiguous tracts with recreational
facilities, which has been combined with Parcel E for transfer to the LRRA;
• Parcel D: 1.6 ac. of land underlying Facility 76 to the City of Lubbock;

■ Portion of Parcel E: Approximately 327 ac., including improved land,
easements, and all access roads located on the entire base; to be
transferred to the LRRA.
The LRRA, South Plains College, Texas Tech University, and the City of Lubbock will be
identified as co -owners of the Hazardous Waste Permit and Compliance Plan with respect
to the transferred property and will not be responsible, by agreement with the United
States Air Force, for any corrective action or financial assurance requirements for
hazardous waste contamination existing on the property prior to occupation or use by new
property owners or their tenants. The new property owners will not be responsible for any
cleanup costs or liabilities associated with such existing contamination. The Air Force will
be identified as a Co -Owner and Operator on the Permit and Groundwater Compliance Plan
and will be responsible for compliance with all provisions of the Permit and Groundwater
'Compliance Plan.

Former Reese Air Force Base is a closed undergraduate pilot training base. Current activities
on base include operation and maintenance (O&M) of Groundwater Corrective Action Systems
at the Southwest Landfill and the Tower Area and O&M of the Soil Vapor Extraction (SVE)
System at the POL Storage Area. The primary SIC Code for the site is 9511.

Not applicable. There are no active waste management units operated at the Site that require
a permit. All previous waste management units are closed and do not require post -closure
care.

8. Adjacent Landowners List
Submit a map indicating the boundaries of all adjacent parcels of land, and a list (see samples in the
instructions) of the names and mailing addresses of all adjacent landowners and other nearby
landowners who might consider themselves affected by the activities described by this application.
Cross-reference this list to the map through the use of appropriate keying techniques. The map
should be a USGS map, a city or county plat, or another map, sketch, or drawing with a scale
adequate enough to show the cross-referenced affected landowners. The list should be updated prior
to any required public notice.

Except for Class 9 or Class 91 modifications, please also submit this mailing list that complies with
the requirements of 30 TAC 39.13 on a 3'/-inch computer disc or compact disc using software
compatible with WordPerfect, as allowed by 30 TAC 39.5(b). If more convenient, four sets of printed
labels of the list may be provided in lieu of a disc.
If the mailing list is submitted on a disc, please label the disc with the applicant's name and permit
number. Within the file stored on the disk, type the permit number and applicant's name on the top
line before typing the addresses. Names and addresses must be typed in the format indicated below.
This format is required by the U.S. Postal Service for machine readability. Each letter in the name
and address must be capitalized, contain no punctuation, and the appropriate two -character
abbreviation must be used for the state. Each entity listed must be blocked and spaced
consecutively as shown below.
