RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to
execute for and on behalf of the City of Lubbock, an Amendment to a Community Development
Funding Contract, by and between the City of Lubbock and Catholic Family Services for the
Community Services Block Grant Self Sufficiency Program, and all related documents. Said
Contract is incorporated in this Resolution and is available for review in the City Secretary's
office, as if fully set forth herein and shall be included in the minutes of the City Council.

This amendment to Agreement is entered into this 24th day of August, 2006 between
the City of Lubbock, a Texas municipal corporation (hereinafter called "the City") and
Catholic Family Services, a non-profit organization (hereinafter called "Contractor").
WHEREAS, the Contractor and the City have previously entered into an Agreement
dated February 5, 2004, (hereinafter called "the Agreement"); and amended March 9, 2006
and
WHEREAS, the City and the Contractor hereby desire to amend said agreement.
NOW THEREFORE, the City and the Contractor hereby agree to amend the Agreement as
follows:
1) Paragraph I. B. 1. Of the Agreement is hereby amended as follows:
City agrees to provide Contractor assistance from Community Services Block
Grant (CSBG) funds in an additional amount not to exceed $8,655 in addition
to the $186,466.00 in CSBG funds for Self Sufficiency previously granted in
the Agreement and in return for Contractor performing the activities set forth
in this Contract as consideration for said funds.
The additional funds are award funds for transitioning people out of poverty
and are to be used to eliminate barriers for people on the Self Sufficiency
Program including direct assistance in the form of tuition, books
transportation, hygiene products, household products and other essential
items.
2) Paragraph III. of the Agreement is hereby amended as follows:
City will pay up to $195,121.00 to Contractor based upon the receipt of
request for funds and project expense summary for the above -described
project. Contractor shall submit to City invoices for items purchased. City
shall determine the reasonableness of each purchase and shall not make
disbursement of any such payment until City has reviewed and approved each
purchase. If need is shown to exist, City staff can release up to 10% of the
funds to be used as start-up funding. Contractor will then bill City monthly
for expenses occurred during the month. By December 31, 2006, Contractor
will have provided City with proper documentation to show how all funds
were expended, including the start-up costs
CSBG funds shall be disbursed in the amount and at the time the Funds are
disbursed to the City by the State of Texas. The State of Texas has currently
disbursed Seventy-five percent (75%) of the total amount of Funds to the City.
Therefore, the City shall currently disburse $146,340.75 to the Contractor and
will notify the contractor as other funds are released.
4) This amendment to the Agreement shall be effective upon execution. The
Remainder of the Agreement shall remain in full force and affect except as
changed herein.
Executed the 24th of August , 2006 as first written as affected as provided
herein.
