HomeMy WebLinkAboutResolution - 2006-R0398 - Contract With Texas Trauma Service - 08_24_2006Resolution No. 2006-RO398 August 24, 2006 Item No. 5.14 RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock is hereby authorized and directed to execute for and on behalf of the City of Lubbock a Contract with Texas Trauma Service Area B, a non-profit corporation created pursuant to House Bill 18 for hosting WebEOC, a web -based emergency management communications system for joint use by the City and TSA-B and any associated documents, a copy of which Contract is attached hereto and which shall be spread upon the minutes of this Council and as spread upon the minutes of this Council shall constitute and be a part hereof as if fully copied herein in detail Passed by the City Council this 24th day of August , 2006. Ii►i��0 e., ATTEST: Rebecca Garza, City Secretary APPROVED A TO CONTENT: Ma e od, AC hief Information Officer APPROVED AS TO, FORM: DDres/TraumaServiceBconO6Res August 9, 2006 Resolution No. 2006-RO398 August 24, 2006 AGREEMENT Item No. 5.14 STATE OF TEXAS 8 TRAUMA SERVICE AREA B/CITY OF LUBBOCK COUNTY OF LUBBOCK S This Agreement ("Agreement") is entered into between the Regional Advisory Council ("RAC") for Texas Trauma Service Area B ("Agency"), and the City of Lubbock ("City"). The RAC is a Texas non-profit corporation established by the State of Texas for Trauma Service Area B, a region composed of 22 South Plains counties established by House Bill 18, and charged with implementing a comprehensive regional trauma care system based on standard guidelines. The City of Lubbock is a home rule corporation of the state of Texas. This Agreement pertains to a web -based emergency management communications system. I. Purpose Texas Trauma Service Area B (TSA-B) is one of 22 regions in Texas and serves a 22-county area with 21 participating hospitals and 56 emergency medical services. Each TSA has a regional advisory council (RAC) responsible for developing and implementing a regional trauma system plan. The RAC coordinates resources which include communication systems, public information, prehospital care providers and multidisciplinary trauma teams in emergency departments. TSA-B is a recipient of a grant from the National Bioterrorism Hospital Preparedness Program through the U.S. Department of Health and Human Services which funds the development of a unified comprehensive system of response that meets the needs of a state, city or local community, provides the most good for the greatest number of people while using limited resources and integrates easily into the Federal Response Plan. WebEOC is a web -based emergency management communications system that provides cost-effective, real-time information sharing. By linking local and state, WebEOC helps to facilitate decision -making in emergency situations. Web EOC hosts status boards and resource lists that can be viewed on individual PC's or displayed onto large screens. It will display text -based lists, reports and checkpoints in conjunction with graphics, maps, video, live TV camera, contact lists and other information needed in an emergency situation. The City of Lubbock and TSA-B are committed to the health and safety of our citizens. Through joint utilization of WebEOC, hosted on the City server, a regional trauma system with communication links with regional hospitals will enhance sharing of critical information, response times, resource utilization and decreases in the number of trauma incidents, injury severity, the number of preventable deaths, severity of trauma -related disability. II. Obligations of the Agency 1) The Agency will purchase software and hardware necessary for installation of WebEOC. 2) The Agency will, as long as grant funds permit, pay annual license fee for software. 3) The Agency will be responsible for setting controls and access for TSA-B members. III. Obligations of the City 1) The City is responsible for the installation, care and maintenance of equipment covered by the Agreement, as prescribed by the manufacturer. 2) The City is responsible for setting controls and access for City employees. 3) The City is responsible for developing and maintaining boards and resources lists to be used in the EOC. IV. Term This agreement becomes effective after approval by the governing bodies of the Agency and the City as indicated below. It may be canceled by either party by giving thirty days (30) written notice to the other party, otherwise it remains in effect for five years and may be renewed thereafter by mutual agreement expressed in writing. In the event that the agreement is canceled, the hardware and software purchased by the Agency will be relocated to allow the Agency to continue using it.
