RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
approves on behalf of the City of Lubbock, that Civic Lubbock, Inc., award all of
the first period grants for 2006 recommended by the Cultural Arts Grants Review
Committee. The letter, dated June 20, 2006, from Civic Lubbock, Inc., requesting
approval of the first period grants is attached hereto and incorporated in this
Resolution as if fully set forth herein and shall be included in the minutes of the
Council.

Dear Mr. Chavez,
The Cultural Arts Grant Review Committee for the City of Lubbock's Cultural Grants Program
has determined its recommendations for the first (June 2006) granting cycle. This
recommendation was presented to the entire Civic Lubbock, Inc. Board of Directors on June 20,
2006 and was approved as recommended. This year's contract provided for $164,523 to be
granted over two granting cycles. The Board of Directors elected to absorb all expenses related
to administering the program, therefore no administrative expenses will be deducted and the
entire allocation will be available for the 2006/2007 Cultural Arts Grant Program.
The Cultural Arts Grant Review Committee is comprised of five members, who include three
Civic Lubbock, Inc. Directors assigned by Civic Lubbock, Inc. and two members -at -large
appointed by the City Council and are as follows:
Kay Sanford, CLI Board of Directors and Chair of the Grant Review Committee
Dan Bums, CLI Board of Directors and Vice Chair of the Grant Review Committee
Kerry Sessions, CLI Board of Directors
Gail Fargason, Member -at- Large appointed by City Council
Ann McDonald, Member -at -Large appointed by City Council
In reviewing requests and developing funding recommendations for each application, the
Cultural Arts Grants Review Committee followed the guidelines that were approved as part of
the April 13, 2006 agreement. A Grant Workshop was held on May 4, 2006 for all organizations
wishing to apply for a Cultural Arts Grant. Included among the workshop presenters were
representatives from the Lubbock Convention and Visitors Bureau, the Lubbock Hotel Motel
Association and the City Attorney's office.

Accompanying this document are the results of the Cultural Arts Grant Review Committee
meeting held on June 6, 2006. Fourteen (14) applications were received for this first grant (June
2006) funding cycle. All fourteen (14) applications are recommended for full or partial funding.
The total amount of funding requested for this grant cycle was $131,002 of which $85,800 is
recommended for funding from the City of Lubbock Cultural Arts Grant Program. The amount
being recommended is approximately 52% of the Hotel Occupancy Tax allocated for both
granting cycles.
The Civic Lubbock, Inc. Board of Directors requests that the City Council consider approval of
the Cultural Arts Grant allocations in the amount of $85,800 as recommended by the Cultural
Arts Grant Review Committee and approved by the Civic Lubbock, Inc Board.

0606-001 American Cowboy Culture Association
National Cowboy Symposium and Celebration
Amount Requested: $10,000
Amount Recommended: $10,000
The American Cowboy Culture Association requested $10,000 to assist with bringing
150-200 performers and participants (poets, musicians, storytellers, panelists, and cooks)
for the 18s' Annual National Cowboy Symposium and Celebration on September 7-10,
2006. Attendance is projected at 20,000-25,000. Project has a national and international
draw.
Committee Comments:
• Good history of bringing tourists to Lubbock and generating room nights
• Unique event that has been successful for many years
• Good potential to cross promote with other events (Pow -Wow and "Cowgirls"
production); added value for visitors
• Suggest consideration of co-op advertising with the Convention Bureau to grow
tourism aspect even more
0606-002 American Wind Power Center
"The History of the American Windmill" Public Art Mural
Amount Requested: $50,000
Amount Recommended: $20,000
The American Wind Power Center requested $50,000 for artist fees and supplies relating
to the creation of a 6,000 square foot public art mural to be placed in the patio area of the
facility. The mural will focus on the history of the American windmill with four (4)
different artistic scenes.
Committee Comments:
• Complimentary project to the current exhibits at the Museum — will be a great
new addition to the facility
• New visual art component will help in marketing the attraction to visitors;
something new to experience
• Fans of the artists will want to visit the mural, which would have additional
tourism impact
• Could help entice other events, such as the International Windmillers Trade Fair
• Liked the idea of marketing the installation process through the media
• Good marketing plan for outside the region
• Recommend that they cross -promote with the National Cowboy Symposium
0606-003 Ballet Folklorico/Lubbock Centro Aztlan
Navidad en el Barrio (Christmas in the Neighborhood)
Amount Requested: $3,200
Amount Recommended: $1,100
Ballet Folklorico/Lubbock Centro Aztlan requested $3,200 for the production of "The
Wondrous Santa Suit" that will be performed on December 8 and 9, 2006 at the
Firehouse Theatre at the Underwood Center for the Arts.
Committee Comments:
• Nice multi -cultural component
• Limited tourism impact based on 2005 project
• Cultural Arts Grant Funds approved must be used for promotion/publicity only
• Strongly suggest partnering with the Mall or Hotel to help market a weekend
package to encourage tourism
0606-004 Ballet Lubbock
"The Nutcracker"
Amount Requested: $8,000
Amount Recommended: $8,000
Ballet Lubbock requested $8,000 for the production of "The Nutcracker", which will be
performed in December 2006 for four performances. Funds requested will be used in
hiring professional guest artists including principal dancers, the Lubbock Symphony
Orchestra and its conductor for the production.
Committee Comments:
• Application indicates a plan to increase advertising outside the region
• Tracking methods have been put into place over the last few years to determine
out of town attendees
• Applicant plans to partner with at least one area hotel
• Historical room nights generated is growing
• Clearly defined details provided on budgeted revenues/expenditures
0606-005 Buddy Holtz Center
Buddy's 70' Birthday Bash
Amount Requested: $10,452
Amount Recommended: $ 8,000
The Buddy Holly Center requested $10,452 to help fund costs associated with hosting
this 3-day event, September 7-9, 2006, to honor the legacy of Buddy Holly on the
anniversary of, what would have been, his 70`e Birthday and the era of 50's music. Last
year, Buddy's Birthday Celebration drew over 1,000 attendees, including international
visitors. Since its inception in 1999, the Buddy Holly Center has put on events to honor
Buddy Holly during the time of his birthday, September 7`h and on "The Day the Music
Died", February 3` . This event would be cross -promoted with the Clovis Music Festival
as it was last year.
Committee Comments:
• Application indicates a good plan for advertising outside the region; recommend
promoting the event internationally as well
• Cross -promotion opportunity with the Clovis Music Festival is interesting,
however, Lubbock may lose room nights to Clovis because of the night events
taking place in Clovis
• Funding recommendation is pending the approval by Maria Elena Holly
0606-006 Fiestas del Llano
Fiestas Patrias Festival
Amount Requested: $10,000
Amount Recommended: $10,000
Fiestas del Llano requested $10,000 for expenses associated with entertainment (music
and dance) performed by local and national artists at the Fiestas Patrias Festival that will
be held on September 15-17, 2006 at the Civic Center. This event provides the
opportunity to experience the culture and participate in an authentic Mexican holiday and
includes musical performances by local and nationally recognized artists, traditional
Mexican cuisine, a parade and a carnival
Committee Comments:
• CVB indicated they will be providing housing forms for attendees to fill out at the
gate
• CVB indicated that event has a large regional impact and some outside the region;
most likely more room nights are generated than are trackable
• Recommend getting the media more involved; i.e, live newscasts
• Great cross -promotional opportunities with the Lubbock Music Festival that same
weekend
0606-007 Fine Arts Academy of India
"Ekaantha Seetha ... A Lonely Furrow"
Amount Requested: $6,000
Amount Recommended: $4,000
The Fine Arts Academy of India requested $6,000 to assist with the presentation of
"Ekaantha Seetha", a dance drama in classical dance styles of India, produced by
Cleveland Cultural Alliance and performed by a group of sixteen dancers, most of them
visiting from India. The event will take place on November 10, 2006 at the Civic Center
Theater. This will be the 15`h program presented by the Fine Arts Academy of India
since its inception in 2001.
Committee Comments:
• Different and unique project that showcases the culture and art of dance
• Recommend marketing to a broader audience
• Be sure to register this event with the Convention Bureau
• Since event is one performance, strongly encourage partnering with another event
to encourage overnight stays
0606-008 Lubbock Arts Alliance
2"d Annual Stubbs Statue Party
Amount Requested: $7,500
Amount Recommended: $6,000
The Lubbock Arts Alliance requested $7,500 for the 2"d Annual Stubbs Statue Party that
is planning to be held in conjunction with the 2006 Lubbock Music Festival in September
of 2006. The funds requested will be used to assist in hiring musicians and entertainment
as well as promotion and publicity. The featured performer will be Joe Ely.
Committee Comments:
• Good fit with the Lubbock Music Festival
• Solidify cross promotion and inclusion with the Lubbock Music Festival
0606-009 Lubbock Chorale
"Messiah" by G. F. Handel
Amount Requested: $1,500
Amount Recommended: $1,500
The Lubbock Chorale requested $1,500 to cover promotion and publicity costs for the
presentation of "Messiah" by G. F. Handel at the Civic Center Theater on December 9,
2006. Handel's "Messiah" is considered by many scholars to be the greatest chorale work
of western music literature. Attendance increased in 2005 by more than 50% over the
2004 performance.
Committee Comments:
• Good that the Cultural Arts Grant dollars are to be used for promotion outside the
area
• Application indicates a good marketing plan outside the area and inclusion of a
program survey to track room nights generated
• Since event is one performance, strongly encourage partnering with the Mall or
another event to encourage overnight stays
0606-010 Lubbock Community Theatre
"Cowgirls"
Amount Requested: $5,650
Amount Recommended: $3,000
The Lubbock Community Theatre requested $5,650 to assist with professional services,
facility costs and royalty fees for nine (9) performances of the musical "Cowgirls" to be
performed over three (3) weekends in September of 2006 at the Firehouse Theatre at the
Louise Hopkins Underwood Center for the Arts. Opening weekend will run in
conjunction with National Cowboy Symposium.
Committee Comments:
• Great cross -promotion opportunity with Cowboy Symposium
• Use Cultural Arts Grant dollars to pay for royalties for production and
professional services
0606-011 Ranching Heritage Association
361° Annual Ranch Day — "Cattle Trails and Tall Tales"
Amount Requested: $4,200
Amount Recommended: $2,200
The Ranching Heritage Association requested $4,200 for the 36s' Annual Ranch Day
scheduled for October 21, 2006 at the National Ranching Heritage Center. Ranch Day
preserves the history of ranching through music, dance, exhibitions and interpretation.
Activities, exhibits and demonstrations will include instrumental and vocal music, dance,
poetry, historic preservation of ranch architecture, and exhibitions of photography and
art.
Committee Comments:
• Event starting in the morning encourages overnight stay on Friday to take
advantage of all of the activities scheduled
• Might be advantageous to look at partnering with another event to encourage
more overnight stays
• Great event that provides a unique visitor experience and a strong educational
component on the music, art and architecture of the American West
• Amount recommended was to stay within the 1:1 match requirement
0606-012 TTU: International Cultural Center
Dia de los Muertos: Procession and Exhibitions
Amount Requested: $5,500
Amount Recommended: $4,000
Texas Tech University's International Cultural Center requested $5,500 to assist with
funding of the annual "Dia de los Muertos" Procession and month -long exhibition. The
Procession, which will be held on Saturday, October 28, 2006, will feature educational
activities, music, dance, cultural programs, art exhibits and various ofrendas (offerings) at
four sites. There will also be month -long exhibits.
Committee Comments:
• Multi -faceted event
• Draws very diverse attendees
• Excellent collaboration as event incorporates other venues
• Month long exhibit creates potential for promoting outside region and generating
tourism
• Application indicates good plan for marketing outside the region
0606-013 Underwood Center for the Arts
First Friday Art Trail
Amount Requested: $5,000
Amount Recommended: $5,000
The Louise Hopkins Underwood Center for the Arts requested $5,000 to assist with
advertising in Travel Host Magazine, flyer advertising for area hotels, and a portion of
the trolley rental fees for the First Friday Art Trail. This event is held monthly and
provides an evening of arts and entertainment from September 2006 through August
2007.
Committee Comments:
• Strong artistic component
• Event has grown significantly since its inception in 2004
• Majority of funds are going for promotion of the event in regional hotels and
visitors centers
0606-014 West Texas Native American Association
Exhibit and Pow -Wow 2006
Amount Requested: $4,000
Amount Recommended: $3,000
The West Texas Native Association requested $4,000 to fund an American Indian
gathering, which will be held September 7-10, 2006 and feature Native American music,
dancing and art and food. Though separate, this event will be held in conjunction with
the National Cowboy Symposium and in the park area just north of the Civic Center.
Committee Comments:
• Good multi -cultural aspect; good tie-in with Cowboy Symposium
• Recommend they contact the Bureau individually to get this project listed
separately on the calendar in order to cross -promote with the Symposium
• Should they ever outgrow the current location, a historical Indian site might be a
good location to consider
• Strongly support the registering of the Pow -Wow as soon as possible on the
various websites that list/advertise the Pow-Wow's held across the country
