RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock an Interlocal Cooperation
Agreement, attached herewith, by and between the City of Lubbock and Lubbock
Independent School District for election assistance and any associated documents, which
Agreement shall be spread upon the minutes of the Council and as spread upon the
minutes of this Council shall constitute and be a part of this Resolution as if full copied
herein in detail.

INTERLOCAL COOPERATION AGREEMENT
THE STATE OF TEXAS
COUNTY OF LUBBOCK
WHEREAS, the Lubbock Independent School District (herein called "LISD") is
conducting an election on February 1, 2000; and
WHEREAS, Chapter 791 of the Texas Government Code provides for interlocal
cooperation agreements between local governments; and
WHEREAS, LISD desires to have the assistance of the City of Lubbock (herein
called "City") with regard to the election; and
WHEREAS, the City desires to assist LISD as needed; NOW THEREFORE:
WITNESSETH:
THAT the City of Lubbock and LISD hereby agree as follows with regard to
assistance to be provided to LISD by the City for the election to be conducted by LISD
on February 1, 2000:
1) LISD will reimburse the City for actual salary and fringe benefit costs on
an hourly basis for any City officers or employees assisting LISD with the election during
normal City working hours within 30 days of receipt of a written bill from the City
setting forth such charges.
2) City shall make available to LISD the City Secretary's Supply Room for
storage and allocation of ballots and the first floor Election Room staging area as needed
from December, 1999, through February, 2000.
3) City shall make available to LISD the Meeting Room (Room 103, City
Hall) for early voting clerks training on Monday, January 17, 2000.
4) City shall make available to LISD the City Council chambers on Sunday
January 30, 2000, for an election judge's school and distribution of election supplies.
5) LISD shall hold the City harmless from any claims of any nature
whatsoever arising out of or resulting from LISD's use of the City's premises in
connection with this agreement.
6) Any payments required to be made pursuant to this Agreement shall be
made from current revenues available to the paying party as required by Sec. 791.011 of
the Texas Government Code.
7) The term of this Agreement shall be from the time of execution hereof by
both parties through the end of February, 2000.

AGENDA ITEM SUMMARY
ITEM #/SUBJECT:
# Consider a resolution authorizing the Mayor to execute on the behalf of the
City of Lubbock an Interlocal Cooperation Agreement with the Lubbock
Independent School District.
BACKGROUND/DISCUSSION:
LISD has scheduled a Special Bond Election for February 1, 2000. Since LISD
has participated with the City of Lubbock in Joint Elections for the ,past several
years, LISD has requested use of City Hall space for the purpose of staging the
ballot allocation process and precinct election equipment. Also, Room 103 and
City Council Chambers will be scheduled for the training of election officials.
LISD has requested the assistance of Kaythie Darnell, City Secretary, for the
Bond Election. City officers or employees assisting LISD with the election
during normal City working hours will reimburse the City for actual salary and
fringe benefit costs on an hourly basis. The hours for Ms. Darnell are not to
be expected to exceed eight (8) hours per week.
SUMMARY/RECOMMENDATION:
The LISD election requests are minimal without creating any burden to the
organization. Therefore, staff recommends approval of this resolution and
interlocal cooperative agreement.
