RESOLUTION
WHEREAS, we recognize that the foundation of success for Lubbock, Texas lies
in providing SUPERIOR PUBLIC SAFETY SERVICES to both citizens and visitors so
that all who come here may reside and conduct business in as safe and secure
environment as reasonably possible.
WHEREAS, we further recognize that the LUBBOCK FIRE DEPARTMENT
AND THE LUBBOCK POLICE DEPARTMENT, both who are instrumental in
protecting the life and property of our citizens, must continue to be comprised of a
sufficient number of individuals with the highest levels of TRAINING, INTEGRITY,
AND COMMITMENT.
To this end, we resolve to ensure the current and future success of the LUBBOCK
FIRE DEPARTMENT AND THE LUBBOCK POLICE DEPARTMENT through the
following:
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
LUBBOCK:
1. THAT, WE WILL COMMIT TO RECRUITING AND RETAINING the
most highly qualified individuals in the State of Texas so that high standards of the
Lubbock Fire Department and the Lubbock Police Department will never be
compromised.
2. THAT, as the 11 th largest city in Texas, we must present a COMPETITIVE
PAY, COMPENSATION, AND BENEFIT/RETIREMENT PACKAGE that will attract a
sufficient number of high quality applicants. In order to COMPETE for these individuals,
our goal will be to place the Lubbock Fire Department and the Lubbock Police
Department within the top 10 FIRE & POLICE departments in the State of Texas, as far
as pay, compensation, and benefits/retirement.
3. THAT, we recognize that the GREATEST ASSET of any organization is its
people. In order to retain the quality individuals we recruit and promote their continued
professional development, we must provide compensation and incentives that recognize
and reward their unique skills and knowledge.
Examples of these are including, but not limited to such areas as Shift
differential pay, Longevity pay, Uniform allowance, Certificate pay for intermediate,
advanced and master certificates.
Furthermore, we will create an atmosphere that promotes continuing
education and development of new skills to meet the current and future challenges of
their perspective service.
4. THAT, we will commit to continuing to provide our FIREFIGHTERS AND
POLICE OFFICERS with the highest quality equipment, technology, and annual research
so that they may carry out their job as safely and effectively as possible.
WE WILL NEVER COMPROMISE THE SAFETY OF OUR LUBBOCK
FIREFIGHTERS AND LUBBOCK POLICE OFFICERS!
5. THAT, we will endeavor to make the Lubbock Fire Department and the
Lubbock Police Department, a model for quality, safe, effective, and efficient Fire &
Police protection throughout the State of Texas.
We will build upon the IMPECCABLE REPUTATION of the LUBBOCK
FIRE DEPARTMENT & LUBBOCK POLICE DEPARTMENT by finding creative
ways to enhance the services we provide ultimately TO OUR LUBBOCK CITIZENS BY
making LUBBOCK the MODEL AS THE SAFEST city in Texas.
6. THAT, we recognize the vast COMMITMENT, TIME, DEDICATION, AND
RISK OF LIFE REQUIRED to become a LUBBOCK FIREFIGHTER AND LUBBOCK
POLICE OFFICER.
We furthermore recognize that our FIREFIGHTERS AND POLICE
OFFICERS are HUSBANDS, WIVES, PARENTS, SONS AND DAUGHTERS, AND
LASTLY, PROUD CITIZENS of the GREAT CITY OF LUBBOCK that are committed
to the safety and success of the community in which they live.
We must ENDEAVOR TO ATTRACT, AND RETAIN these talented
individuals that are the future of not only the Lubbock Fire Department and the Lubbock
Police Department, but OF THE GREAT CITY OF LUBBOCK itself.
7. THAT, THESE COMMITMENTS OF RESOLVE WILL BE PRESENTED
TO THE CITY COUNCIL OF LUBBOCK, TEXAS IN THE Ist called meeting of the
City Council in July every two (2) years for a progress report and adoption.
Passed by the City Council this loth day of July, 2006.
