Net Overrun $17,871.01 (65%) The principle reason of the 65% overrun is due to the inflation in cost of materials and rising labor cost. The prices used by the City for estimation and construction of water and sewer mains are set by Ordinance. This job was estimated under prices established in April, 1973, and constructed under prices established in April, 1975, reflecting a sub- stantial increase in material cost. Almost $8,000 additional expense was incurred in replacing a water line destroyed by installation of storm sewers. This line was not estimated originally as it was outside of Interstate R.O.W. *This cost is absorbed in the labor cost. s FINAL COST LINE "A" Description Quantity Amount 24" Cast. This could be done and still remain behind the proposed curb. Labor was excessively high because it was necessary to keep the spoil material hauled from the worksite and then necessary to haul this material back to the jobsite for backfill. This required more labor than was estimated to break out the concrete bottom of the existing manhole. The excessive labor and equipment rental cost was due to the depth of the line and to the need for shoring of the entire length of the ditch. The pipe used was a caulked joint pipe and not a rubber gasket type and this also required more time and materials to complete the jointing. This is the only water line serving this area. If installed as proposed, these people would have been without water service for 1 to 2 days. By installing a new line to the south, water service was disrupted for only a couple of hours. The only additional expense was the boring of the existing pavement. This cost was mostly offset by not having to install encasement along the existing water main.
