RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized and
directed to execute for and on behalf of the City of Lubbock a Utility Adjustment
Statement to be submitted to the Texas Department of Highways and Public Trans-
portation covering utility adjustments, removal or relocation performed in con-
junction with highway improvement project No. I 27-7(5)308, I.H.27, attached
herewith which shall be spread upon the minutes of the Council and as spread
upon the minutes of this Council shall constitute and be a part of this Resolution
as if fully copied herein in detail.
Passed by the City Council this 14th day of December 1978.

For adjusting various water and sewer lines as shown on attached plans
to clear Interstate Highway 27 from station 330 + 00,to 179 + 00 from
Loop 289 North of Lubbock to 1.5 miles North of Monroe Overpass, in
accordance with Standard Utility Agreement No. U-6911, Lubbock County,
Project 127-7(5) 308, Account No. 9005-27-1.

I, Wilford D. Watson , certify that all items appearing hereon
represent actual costs and do not exceed current costs for items listed
hereon and that this statement, to the best of my knowledge, includes only
those items eligible for reimbursement under State Statutes and State
Highway and Public Transportation Commission Policies and that amounts
deducted from the gross cost due to increase in value of the new utility
and salvage value derived from the old utility represent a true and
accurate representation of such values. I further certify that these
costs, charges and credits, to the best of my knowledge, constitute a
complete and final billing of .all costs incurred.

The principle reason of the 65%
overrun is due to the
inflation in cost
of materials and rising labor
cost. The prices used
by the City for
estimation and construction of
water and sewer mains
are set by Ordinance.
This job was estimated under
prices established in April, 1973, and
constructed under prices established
in April, 1975,
reflecting a sub-
stantial increase in material
cost.
Almost $8,000 additional expense was incurred in replacing a water line
destroyed by installation of
storm sewers. This line
was not estimated
originally as it was outside
of Interstate R.O.W.
*This cost is absorbed in the
labor cost.

This line was shortened by 83 feet to eliminate cutting the driveway to
the Quality Inn Motel. This could be done and still remain behind the
proposed curb. Labor was excessively high because it was necessary to
keep the spoil material hauled from the worksite and then necessary to
haul this material back to the jobsite for backfill. It was also necessary
to shore portions of the trench due to the relative closeness of the old
ditch and the depth of cut of the new ditch.

The manhole was placed to the grades specified by the Highway Department
Inspector. When the State had began construction the City was notified
that there would be approximately four (4) feet of fill placed.in this
area so it was necessary to raise the manhole an additional four (4)
feet.

The existing manhole was so shallow that it was necessary to completely
remove the existing manhole rather than plugging it above the flowline
of the sewer. This required more labor than was estimated to break out
the concrete bottom of the existing manhole.

This line was shortened approximately 9
feet to eliminate
blocking Owen
Street at the intersection with I.H. 27.
The excessive
labor and equipment
rental cost was due to the depth of the
line and to the
need for shoring
of the entire length of the ditch. The
pipe used was a
caulked joint pipe
and not a rubber gasket type and this also required more
time and materials
to complete the jointing.

"BB" 7,552.41
The water line had to be rerouted to
the south approximately 300'. This is
the only water line serving this area. If installed
as proposed, these
people would have been without water
service for 1 to
2 days. By installing
a new line to the south, water service was disrupted
for only a couple of
hours. The only additional expense was the boring of
the existing pavement.
This cost was mostly offset by not having to install
encasement along the
existing water main.
