RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock Be and is hereby authorized
and directed to execute for and on behalf of the City of Lubbock a
consent to amend Texas Water Commission Permit, relating to the update
Permit Format for the Northwest Water Reclamation Plant, attached here
with which shall be spread upon the minutes of the Council and as
spread upon the minutes of this Council shall constitute and be a part
of this Resolution as if fully copied herein in detail.

I have examined the proposed permit form enclosed with the
letter of August 7, 1978 from the Department of Water
Resources office. I consent to amending Permit No. 10353-06
to conform to the terms and conditions shown on the proposed
permit and waive my rights to.a public hearing in connection

Permit No. 10353-06 for the City of Lubbock Northwest Water
Reclamation Plant which was issued April 26, 1.972 by the Texas
V;ater Quality Board, is recommended for modification to update
the permit format and to add additional permit requirements in
accordance with existing Department policy regarding utilization
of treated domestic sewage for irrigation.,
This permit modification will result in no change in the general
description and location of the waste disposal system, the character
and volume of wastewater treated, or the monthly average BOD
limitation:
Proposed changes and modifications from those contained in the
existing permit are as follows:
(1) -maximum flow in gallons per minute is deleted,
(2) total suspended solids limitations are deleted,
(3) the chlorine residual requirement is deleted,
(4) the 24-hour composite and individual sample limitations
are modified to correspond to the effluent standards for
domestic wastewater treatment plants, Department Rule
156.'18.05.001-.004, and
(5) special provisions regarding irrigation practices are
added:
(a) The permittee is required to operate and maintain these
facilities in accordance with accepted practices for this
type of waste treatment facility and shall include related
maintenance such as painting, proper disposal of solid
waste, and weed and grass cutting.
(b) Irrigation practices shall be designed and managed so
as to prevent contamination of ground and surface waters and
to prevent the occurrence of nuisance conditions in the
area. Tailwater control facilities shall be provided to
prevent the discharge to area streams of any wastewater
which drains from the irrigated land.
(c) Application rates for the irrigated land shall not
exceed 4.2 acre-feet/acre/year. The permittee is responsible
for providing equipment to determine application rates and
maintaining accurate records of effluent applied as irrigation
water. These records will be available for review by the
Texas Department of water Resources.

(d) Permanent transmission lines shall be installed from
the holding pond to each tract of land to be irrigated
utilizing effluent from that pond.
(e) Holding ponds shall conform to the Texas Department of
Health/Texas Department of Water Resources "Design Criteria
for Sewage Systems" requirements for stabilization ponds
with regard to construction and levee design and a minimum
of 2 feet of freeboard shall be maintained_
(f) The permittee shall maintain records of all sampling
and testing done and shall make these records available for
inspection.upon request of authorized Texas Department of
Water Resources representatives.
With regard to the changes and modifications, the maximum flow in
gallons per minute was deleted.since it is redundant with the
maximum flow in gallons per day.
Total suspended solids and chlorine residual limitations are
deleted as not being applicable to a "no discharge" treatment
facility. BOD5 is retained as.a permit parameter to evaluate the
efficiency and the operation of the wastewater treatment facility.
It is the opinion of the staff of the Texas Department of Water
Resources that the proposed permit amendment will not result in
a worsening of effluent quality or an increase in the volume of
wastewater treated.

IV. General Description and Location of Waste Disposal System:
Description: A factory -built contact stabilization treatment plant
including a bar screen, comminuter, Parshall flume, sludge digester
and chlorination facilities. The digested sludge is pumped to the
City of Lubbock Southeast Sewage Treatment Plant (Page 7, Waste
Control Order No. 10353) for final disposal. The treated domestic
sewage effluent is pumped to a storage system for subsequent disposal
by means of irrigation. The storage system consists of two holding
ponds with a total working capacity of 5 million gallons. The irriga-
tion site is located on Texas Technological University controlled
property.

Quality: Treatment shall be sufficient to prevent nuisance
conditions in the irrigation systems. A greater degree of
treatment than specified in the following items A, B, and C
is generally not required to prevent nuisance. The following
effluent concentrations are applicable to the outfall from the
contact stabilization treatment plant.

When three, four, or five consecutive grab samples have been
collected at various times on separate days by the same entity,
the existence of concentrations of any specific pollutant in more
than two samples in excess of the value shown for the specific
pollutant in Column l of Table 1 is a violation. Each grab sample
containing pollutants in excess of the concentrations shown for
such pollutant in Column 2 of Table 1, of this permit, is a
violation. Each failure to comply with the above require-
ment for a specific pollutant is a violation except the case
where the pollutant parameters involved are expressions of the

Drainage Area: The plant site and irrigated land are -located in
the drainage area of the Yellowhouse Draw which flows into the
North Fork of the Double Mountain Fork of the Brazos River; thence
into the Double Mountain Fork of the'Brazos River, Segment No.
1241, of the Brazos River Basin.
VI. SPECIAL PROVISIONS:
1. This permit is granted subject to the policy of the Department
to encourage the development of areawide waste collection, treatment
and disposal systems. The Commission reserves the right to amend
this permit in accordance with applicable procedural requirements
to require the system covered by this permit to be integrated into
an areawide system, should such be developed; to require the
delivery of the wastes authorized to be collected in, treated by
or discharged from said system, to such areawide system; or to
amend this permit in any other particular to effectuate the Com-
mission's policy. Such amendments may be made when the changes
required are advisable for water quality control purposes and are
feasible on the basis of waste treatment technology, engineering,
financial, and related considerations existing at the time the
changes are required, exclusive of the loss of investment in or
revenues from any then existing or proposed waste collection,
treatment or disposal system.
2. These public sewerage facilities shall be operated and
maintained by a sewage plant operator holding a valid certificate
of competency issued under the direction of the Texas Department
of Health as required by Section 20 (a) of Article 4477-1, Vernon's
Texas Civil Statutes.
3. The permittee shall comply with the provisions of Rule No.
156.19.05.001-.010, Rules of the Department, relative to
monitoring and reporting data on effluent described in
"Conditions of the Permit"

Standard Provisions
(a) This permit is granted in accordance with the Texas Water Code and the rules
and other Orders of the Department and the laws of the State of Texas.
_(b) In the event the permittee discharges wastes which exceed the quantity or quality
authorized by this permit, the permittee shall give iirrnediate notice to the Executive
Director.
(c) acceptance of this permit constitutes an acknowledgement and agreement that the
permittee will comply with all the terms, provisions, conditions, limitations and
restrictions embodied in this permit and with the rules and other Orders of the
Department and the laws of the State of Texas. Agreement is a condition precedent
to the granting of this permit.
(d) This permit cannot be transferred without prior notification to the Executive
Director.
(e) The application pursuant to which the permit has been issued is incorporated
herein; provided, however, that in the event of a conflict between the provisions of
this permit and the application, the provisions of the permit shall control.
