HomeMy WebLinkAboutResolution - 2006-R0204 - EPA Special Projects Grant - Lake Alan Henry Water - 05_11_2006Resolution No. 2006-R0204 May 11, 2006 Item No. 5.7 RESOLUTION WHEREAS, pursuant to that certain Application FY2005 EPA -Special Projects Grant, Lake Alan Henry Water Transmission and Treatment System Preliminary Engineering Study (the "Grant Application"), the City of Lubbock has applied for a grant from the Environmental Protection Agency (the "EPA") to defray costs related to certain engineering services; WHEREAS, due to time constraints regarding the Grant Application, the Mayor of the City of Lubbock executed all applicable documents regarding the Grant Application and forwarded same to the EPA; WHEREAS, although the Mayor may possess the authority to execute the Grant Application, the City Council of the City of Lubbock, for the sake of certainty, now desires to ratify the execution and delivery of the Grant Application, and all related documents, by the Mayor of the City of Lubbock. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the City Council of the City of Lubbock does hereby adopt, confirm and ratify the Grant Application, attached hereto as Exhibit "A", and any and all other related documents, as well as the delivery of same to the EPA, the same as if the City Council of the City of Lubbock had originally executed such documents as of the date set forth thereon. CRMWA takes its water from Lake Meredith and a ground water well field located in Roberts County. Consecutive years of dry weather have caused CRMWA to reduce the volume of raw water available to the City of Lubbock. Therefore, the City is avidly seeking alternative water supplies to meet the needs of its customers as well as the needs of the surrounding region. Lake Alan Henry is being considered as a potential raw water source. Preliminary analysis shows that three pump stations, approximately 65-miles of transmission pipeline, and a new water treatment plant will be necessary to utilize Lake Alan Henry for a regional water supply. The City is proposing to use the referenced grant to partially fund a preliminary engineering study for constructing the necessary Lake Alan Henry water treatment and transmission infrastructure. The preliminary engineering study will include the following analyses: regional capacity requirements, treatment plant siting analysis, transmission line route study, conceptual design of transmission line and treatment plant, and estimated construction cost impact. The City of Lubbock was once completely reliant upon the Ogallala Aquifer. However, with the aquifer storage depleting, the City became a member of the Canadian River Municipal Water Authority (CRMWA) in 1960. CRMWA, which is comprised of 11 West Texas cities, provides raw water to its members from Lake Meredith, a man-made lake created by the Sanford Dam, and the Roberts County well fields. Currently about 80% of the City's water is supplied from CRMWA. The remaining 20% is supplemented from well fields located in Bailey County near Muleshoe. Recently, the West Texas region has experienced several consecutive years of dry weather causing CRMWA to reduce the volume of water supplied from Lake Meredith to its member cities. This has caused great concern for the City of Lubbock as well as the surrounding region. Therefore, the City is seeking alternative water supplies to continue to meet the needs of its customers as well as the needs of the surrounding region. -1- City of Lubbock: Lake Alan Henry Water Transmission and Treatment System Preliminary Engineering Study PROJECT WORK PLAN The City is proposing to use the referenced grant and matching funds to perform a preliminary engineering study for the proposed Lake Alan Henry Water Transmission and Treatment System The Lake Alan Henry Water Transmission and Treatment System Preliminary Engineering Study will include the following major tasks: ■ Task 1: Analysis of Regional Capacity Requirements ■ Task 2: Water Treatment Plant and Raw Water Pump Station(s) Siting Analysis ■ Task 3: Transmission Line Route Study ■ Task 4: Conceptual Design of Lake Alan Henry Water Transmission and Treatment System ■ Task 5: Preparation of Preliminary Engineering Report A description of the scope of work to be included in each of these tasks is included below. The City will use the federal grant and matching funds to contract an ENGINEER to perform the tasks described. 3.1 Task 1- Analysis of Regional Capacity Requirements The ENGINEER will coordinate with the City of Lubbock and municipalities of the surrounding region, as appropriate, to determine water demand requirements for the proposed Lake Alan Henry Water Transmission and Treatment System. The ENGINEER shall coordinate with the Lake Alan Henry Water District, the White River Municipal Water District, as well as other surrounding municipalities to determine these municipalities' water demands and the interest in co -participating in the Lake Alan Henry Water Transmission and Treatment System. The ENGINEER shall consider the City of Lubbock's maximum daily and annual water usage needs based on most recent historical data. The ENGINEER shall take into consideration the City's near future plans for water reuse projects. The ENGINEER shall also consider the recreational and firm yields of Lake Alan Henry during this analysis. The ENGINEER will prepare a technical memorandum summarizing Task 1 efforts, which will outline transmission and pumping system design flow recommendations, water treatment facility design flow recommendations, and raw water storage plans. -2- City of Lubbock: Lake Alan Henry Water Transmission and Treatment System Preliminary Engineering Study PROJECT WORK PLAN At a minimum, the Lake Alan Henry Water Transmission and Treatment System will supplement existing water service to an estimated 215,533 residents in the Lubbock region. This preliminary service area is shown in Figure 1. Figure 1 Preliminary Lake Alan Henry Water Transmission and Treatment System Service Areas 3.2 Task 2 - Water Treatment Plant and Raw Water Pump Station(s) Siting Analysis The ENGINEER will develop a list of siting criteria to help select potential sites for locating the proposed water treatment plant and raw water pump station(s). The ENGINEER will perform windshield and pedestrian surveys as well as document and map surveys to evaluate each potential site. A photo log will be prepared to support observations during the survey. The ENGINEER shall prepare a budgetary construction cost estimate for each alternative. 3.3 Task 3 - Transmission Line Route Study The ENGINEER will develop at least two alternative transmission line routes for transmitting water from the proposed raw water pump station, to/from the proposed water treatment plant site, and to the existing water distribution systems. The proposed transmission routing plan shall allow for connection to CRMWA's existing system to supplement CRMWA's water supply from Lake Meredith to the surrounding region. The ENGINEER shall determine at least one route located within existing highway rights -of -way to minimize land acquisitions and/or utility easements. Alternatively, the ENGINEER shall identify and evaluate the most direct and economical route that results in the least amount of pipe length installed feasible. The ENGINEER shall evaluate each alternative to determine the most feasible route plan. The conceptual design for the water treatment plant shall be based upon water quality issues and treatment requirements for Lake Alan Henry water. The conceptual design shall consider the use of modular design alternatives to allow for ease of future expansion to meet the needs of the surrounding region. The ENGINEER shall identify electrical power alternatives for the proposed facilities. The ENGINEER shall also identify long-term land requirements for the proposed facilities and include costs of land acquisition in the construction cost estimates. The ENGINEER shall develop planning level construction and operation/ maintenance cost estimates for each facility. 3.5 Task 5 - Preparation of Preliminary Engineering Report The ENGINEER shall prepare a draft Preliminary Engineering Report. The Preliminary Engineering Report shall include a summary of the efforts of Tasks 1 through 4. The Report shall include a construction cost estimate for expected capital expenditures as well as operation/ maintenance cost estimates. The ENGINEER shall submit the draft Preliminary Engineering Report to the City for review. The ENGINEER will incorporate the City's comments and will submit the final Preliminary Engineering Report to the City. The Lake Alan Henry Water Transmission and Treatment System Preliminary Engineering Study is an evaluation and planning project only - neither detailed engineering design nor construction will be performed as part of this project. Therefore, there will be no direct impacts on public health and environmental quality as a result of this study. The objective of this study is to identify an alternative source of water to alleviate stress of existing water supply sources. At the conclusion of this project, a Preliminary Engineering Report will be prepared to document the recommendations resulting from this study. The recommendations will consider the environmental impacts of construction and the public health and environmental benefits. -5- City of Lubbock: Lake Alan Henry Water Transmission and Treatment System Preliminary Engineering Study PROJECT WORK PLAN The total proposed budget for the Lake Alan Henry Water Transmission and Treatment System Preliminary Engineering Study is $350,000. This project will be partially funded through an EPA Special Projects grant, which the City was awarded under the Consolidation Appropriations Act, 2005. The EPA Special Projects grant has a value of $198,400 and was awarded to perform "a comprehensive study to address regional water and wastewater concerns." The EPA Special Projects grant requires the grant recipient to provide a 5% match of the total project cost. However, the City is committed to matching the EPA Special Projects grant in the amount of $151,600, or 43.3 % of the proposed project budget.
