RESOLUTION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor of the City of Lubbock BE and is hereby authorized to direct
the Director of Aviation on behalf of the City of Lubbock, to submit an amendment to
application 04-05-C-00-LBB and all related documents to the Federal Aviation
Administration to impose and use a Passenger Facility Charge to fund certain capital
projects at the Lubbock Preston Smith International Airport. Said application is
attached hereto and incorporated in this resolution as if fully set forth herein and shall
be included in the minutes of the City Council.

or c acit of the national air transportation system; or which reduce noise or mitigate noise impacts resulting from an airport; or furnish
oppo n es for enhanced competition between or among air carriers. It is estimated that it will take approximately 5-80 hours to fill out the
applica on depending on the complexity. The use of the form is required to obtain FAA approval of authority to collect PFC revenue (49 U.S.C.

ATTACHMENT B — PROJECT INFORMATION
PFC APPLICATION NO.04-05-C-00-LBB AMENDMENT
In accordance with 14 CFR Part 158 section 158.37, the City of Lubbock, Texas is requesting authorization to
amend the existing FAA approved impose and use PFC Application No. 04-05-C-00-LBB for the following
project:
Item 5-2, Extend Taxiway L - Amend PFC collection amount due to increase in construction
material costs
Justification — During design, it was determined that the extent of excavation and embankment to
provide proper grades and drainage was more than initially anticipated for the PFC Application.
The cost of relocating the existing playa and modifying the drainage structures to accommodate
Taxiway L extension, along with construction inflation above normal, raised the cost of the
project.

The original application Record of Decision Date is October 21, 2004. The current Charge Expiration Date for
this application is November 1, 2006. The amended estimated Charge Expiration Date is February 1, 2007.
This date reflects the Action A accelerated collection and increase in enplanements.
This amendment will result in a net increase in PFC collection amount for this application. See attached
Amendment B Table B-1.

AIR CARRIER CONSULTATION INFORMATION
A Letter of notice for the consultation meeting was sent to air carriers on February 13, 2006. The following air
carriers attended the consultation meeting:
Southwest Airlines, Co.
Continental Airlines, Inc.
None of the Air Carriers expressed or submitted certification of disagreement with the amendment to PFC
Application No. 04-05-C-00-LBB.
The following pages contain the letter of notice for the consultation meeting and the list of air carriers notified
of the consultation meeting.

In accordance with U.S. Department of Transportation Federal Aviation Administration 14 CFR Part 158-
(Passenger Facility Charges), the City of Lubbock, Texas, as Owner and operator of Lubbock Preston Smith
International Airport, has previously imposed a Passenger Facility Charge (PFC) as specified in 14 CFR Part
158, per the Federal Aviation Administration's Record of Decision dated October 2004. Pursuant to Part
158.25, the City of Lubbock, Texas has scheduled a meeting for Tuesday, March 21 , at 10:00 am . The
meeting will be held in Lubbock Preston Smith International Airport's Conference Room located on the
second floor of the Terminal Building. The following actions will be discussed:
ACTION A. In accordance with 14 CFR Part 158 section 158.25, the City of Lubbock, Texas will be
requesting authorization to close the existing FAA approved impose and use PFC Application
by amending PFC Application No. 94-02-U-0 I -LBB. See attached Amendment A Table B-1.
In accordance with 14 CFR Part 158 section 158.23, the City of Lubbock is hereby providing
written notice to all class of carriers who operate at Lubbock Preston Smith International Airport
filing RSPA Form T-100 of the requested amendment.
The Charge Expiration Date is August 1, 1999 to reflect the actual & final activity for the
application. See attached PFC Summary.
ACTION B. In accordance with 14 CFR Part 158 section 158.25, the City of Lubbock, Texas will be
requesting authorization to amend the existing FAA approved impose and use PFC Application
No. 04-05-C-00-LBB for the following project:

All of the above nroiects are proposed at the collection rate (level) of $3.00.
The estimated Charge Effective Date for this application is February 1, 2007. The estimated Charge
Expiration Date for this application is March 1, 2013.
In accordance with part 158.11, the City of Lubbock has requested that collection of PFC's under the
new application not be required for the following classes of carriers operating at the Lubbock Preston
Smith International Airport (See Carrier Exclusion Attachment):
1. Part 135 AT/CO non-scheduled/on demand carriers filing FAA form 1800-31
2. Commuters and Small Air Carriers filing DOT form 298C T1 or E1 for unscheduled
enplanements
3. Large Certificated Route Air Carriers filing RSPA form T-100 for unscheduled enplanements
