Said application is attached hereto and incorporated in this resolution as if fully set forth herein and shall be included in the minutes of the City Council. The project will rehabilitate approximately 115,000 square yards of existing bituminous surface course pavement. The project will also include incidental marking, lighting, site grading, drainage and geotechnical investigations. B) The project will include the grading of the Runway 17L safety area beyond the end of the runway. This will include extension of the storm sewer culvert across the safety area of Runway 17L. b. PROJECT JUSTIFICATION: A) This project will enhance the safety of the general aviation ramp on the east side by reducing the potential for loose pavement material or aggregate. The loose material can damage aircraft engines and propellers. The rehabilitation of the apron pavement will reduce the number of cracks in the oxidized flexible pavement and reduce the potential for surface water to penetrate the subsurface which in turn could allow an aircraft wheel gear to push through the pavement section. The rehabilitation will also improve the movement patterns of aircraft from Runway 17L/34R. PROJECT JUSTIFICATION: A) Many portions of the existing HVAC system are reaching 30 years old. In 1994, a portion of the HVAC system was renovated to repair failed components. The system has become unreliable in maintaining the terminal environment properly for passengers and employees of the airlines/airport. This project is Phase 1 of a two phase improvement. Phase 2 will occur in 5 to 10 years after Phase 1. Portions of the HVAC system will be repaired as appropriate and new equipment installed to improve the ability to condition the terminal building, enhancing the safety of both the traveling passenger and the employees at the airport. During periods when the basin contains storm water, the basin will attract wildlife such as birds. Aircraft using runway 8/26 startle these birds and bird strikes in this area of the airport have been an issue. In addition, the entrance road from the County Road to the FAA ATCT is in the flood plane. On a small (more frequent) 5 year storm event, the entrance road will be under water making it impassable. During times of significant rainfall FAA ATCT personnel are "shuttled" to work by parking along tower road and riding in a FAA owned 4x4 vehicle. On larger 50 and 100 year events, the entrance road is almost completely inundated for a significant amount of time. None of the Air Carriers expressed or submitted certification of disagreement with the projects in the PFC Application. In accordance with 14 CFR Part 158 section 158.25, the City of Lubbock, Texas will be requesting authorization to amend the existing FAA approved impose and use PFC Application No. 04-05-C-00-LBB for the following project: Item 5-2, Extend Taxiway L - Amend PFC collection amount due to increase in construction material costs Justification — During design, it was determined that the extent of excavation and embankment to provide proper grades and drainage was more than initially anticipated for the PFC Application. The cost of relocating the existing playa and modifying the drainage structures to accommodate Taxiway L extension, along with construction inflation above normal, raised the cost of the project. Original PFC Amount Revised PFC Amount $309,324 $1,144,940 The original application Record of Decision Date is October 21, 2004. The current Charge Expiration Date for this application is November 1, 2006. The amended estimated Charge Expiration Date is February 1, 2007. This date reflects the Action A accelerated collection and increase in enplanements. This amendment will result in a net increase in PFC collection amount for this application.
