RESOLUTION
WHEREAS, the Parks and Recreation Department of the City of Lubbock each
summer provides summer recreation programs to disadvantaged youths age 8 to
13 years; NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the MAYOR of the CITY OF LUBBOCK BE and is hereby authorized to
execute an application for a grant for SUMMER YOUTH RECREATION PROGRAM
from the COMMUNITY SERVICES ADMINISTRATION and the DIRECTOR of the
Parks and Recreation Department is hereby authorized to execute such supporting
reports and documents as may be necessary to implement this program.

The following instructions relate to specific items which may not be self-explanatory. (when this form is submitted 10 requst

ITEM 10. PROGRAM PLAN YEAR —Check the plan year that this annual work program request represents in the
grantees multi -year plan.
ITEM 11. PROJECT TITLE. ANP STATEMENT OF ONF-YEAR GOALS - Project Title - Provide the project or
program title for all programs operated by the grantee, e.g., (1) ;Manpower, (2) Education, (3) Health,
(4) Economic Development, etc. List all projects for which funds are being requested from CSA in
sequence according to priority. Folloe ing the listing of projects being submitted to CSA for approval
in this grant application, list projects being funded by other sources. For these latter projects, show
only the amount, the funding sources and any Training and Technical Assistance which may be requested
from CSA . Specifically, these latterprograms should include (a) programs funded by CSA, but not included
in this funding request, (b) programs administered by other agencies which are funded through the EOA,
and (c) programs funded by other than CSA and EOA sources.
Statement of One -Year goals - Describe concisely, and in quantitative terms where possible, what the
grantee intends to accomplish over the period covered by this funding action, e.g., build 30 single
unit houses with 30% community volunteer labor and 70% paid labor from community. The statement
of goals should reflect a comprehensive planned work program for the entire requested program
year including any set of goals which are not expected to be completed during the current year.
ITEM 12. PRIORITY - List Program Account 01 goals first; then all CSA programs in sequence according to
priority assigned by the grantee. After the CSA programs, list programs funded by other sources ac-
cording to priority. Note that other programs may show a higher priority than CSA programs, however,
the CSA programs should be listed first.
ITEM 13. ACTIVITIES REQUIRED TO ACHIEVE GOAL - List all specific activities to be undertaken by the
grantee in order that they may achieve the stated goals, e.g., (1) Organize low-income Housing Com-
mittee in Area B, (2) Conduct survey of housing needs in Area C, (3) Prepare application for fund-
ing a Housing Corporation.
ITEM 14. TIME TABLE, PROGRAM YEAR QUARTER - Draw a line indicating the beginning and ending of the
activity in relationship to the respective quarters.
ITEM 15. TRAINING AND TECHNICAL ASSISTANCE REQUIRED - Indicate any training, technical or supportive

ITEM 17. CSA FUNDS - State for each CSA program account the total amount of funds being requested in this

SECTION H. CERTIFICATION OF COMPENSATION COMPARABILITY
The salaries and fringe benefits of all employees of this applicant which are supported by CSA funds, or are counted as eontti-
bution to the non -Federal share under a grant made by CSA have been reviewed according to CSA instructions and comparability
has been established.
Documentation of the methods by which the applicant established comparability is available in applicant's files for review by
persons authorized by CSA and personnel of the General Accounting Office.
Any amendment in the future to the CSA approved salary schedule resulting in a general raise in salaries or any change or in-
crease in fringe benefits for all employees shall be based on a current determination of compensation comparability.
SECTION III. TITLE VI OF THE CIVIL RIGHTS ACT
The applicant AGREES that it will comply with Title VI of the Civil Rights Act of 1964 (P.L. 88-352) and the Regulations of the
Community Services Administration issued pursuant to that title (45 C.F.R. Part 1010), to the end that no person in the United States
shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be otherwise
subjected to discrimination under any program or activity for which the Applicant receives Federal financial assistance either
directly or indirectly from the Community Services Administration; and HEREBY GIVES ASSURANCE THAT it will immediately, in
all phases and levels of programs and activities, install an affirmative action program to achieve equal opportunities for partici-
pation, with provisions for effective periodic self -evaluation.
In the case where the Federal financial assistance is to provide or improve or is in the form of personal property, or real property
or interest therein or structures thereon,this assurance shall obligate the Applicant, or, in the case of a subsequent transfer, the
transferee, for the period during which the property is used for a purpose for which the Federal financial assistance is extended
or for another purpose involving the provision of similar services and benefits, or for as long as the Applicant retains ownership
or possession of the property, whichever is longer. In all other cases, this assurance shall obligate the Applicant for the period
during which the Federal financial assistance is extended to it.
THIS ASSURANCE is given in consideration of and for the purpose of obtaining either directly or indirectly any and all Federal
grants, loans, contracts, property, or discounts, or other Federal financial assistance extended after the date hereof to the appli-
cant by the Community Services Administration, including installment payments after such date on account of applications for
Federal financial assistance which were approved before such date. The Applicant recognizes and agrees that such Federal
financial assistance will be extended in reliance on the representations and agreements made in this assurance, and that the
United States shall have the tight to seek judicial enforcement of this assurance. This assurance is binding on the Applicant,
its successors, transferees, and assignees, and the person or persons whose signatures appear below are authorized to sign
this assurance on behalf of the Applicant. 7
SECTION IV. MAINTENANCE OF EFFORT
(Applicable to grants made under Sections 222. 712 and 747 of the Community Services Act of 1974.)
Funds or other resources devoted to programs or activities designed to meet the needs of the poor within the community will not be
diminished in order to provide non -Federal share contributions for the Grantee.
With respect to each program account in this funding request:
(1) The amounts claimed as non -Federal share represent a net increase over expenditures from non -Federal sources made for
similar activities during the twelve months prior to initial application to CSA for the program account.
(2) The program account services will be in addition to, not in substitution for, services previously provided without
Community Services Act assistance.

1978 SUMMER YOUTH RECREATION PROGRAM
THE CITY OF LUBBOCK AND TEXAS DEPARTMENT OF COMMUNITY AFFAIRS SUMMER YOUTH RECREATION
PROGRAM FOR DISADVANTAGED YOUTH AGE 8 TO 13 YEARS.
1. The City of Lubbock Parks and Recreation Department will increase its summer
recreation program with a grant of $10,260 from the Texas Department of Community
Affairs. This program will be addition to its regular programs, which has a
budget of $1,827,949.00. This budget is for both Parks and Recreation programs,
maintenance, etc. We will also work with the CETA Summer Youth program, who will
provide 6 to 10 CETA enrollees. These young people will help supervise the programs.
The program will be scheduled for three areas of our city which fall in the low
income areas, according to the Urban Renewal AGency survey and the Lubbock
Community Council survey.
2. The Park and Recreation Department will be responsible for all programming,
but will work with other departments in the City. The program will be super-
vised in the following manner:
A. All expenditures will be handled by regular city purchasing
golicie and v��ll �� �tlarghed to a General Work Order that will be
e up o an e a ina cial records of this program. All purchases
must be approved by the Superintendent of Recreation and the Purchasing
Agent for the City of Lubbock.
B. All staff to be hired, estimated to be about 6 persons, will be hired
as city employees and time cards will be maintained on each person.
Wages will be charged to the G.W.O. for this program. The estimated
10 CETA enrollees will be paid through the CETA program.
3. The General Work Order will be set up for the total amount of the grant, with
all salaries, purchases, transportation, etc. to be charged directly to it.
This will give us a complete record for auditing purposes by the Outside Auditors
for the City of Lubbock and the the Department of Community Affairs.
4. PROGRAM OUTLINE
A. The program will be conducted in three target areas, based upon Urban
Renewal surveys and Lubbock Planning Council surveys. These areas are
also within the target areas mentioned.
B. The Recreation program is planned to offer some 7000 plus youths a program
with a wide variety of activities. It will be offered to each of the
three areas on a daily basis. The number of youths to be served was
was determined by the school census figures of those schools in the
target areas. We plan to take arts and crafts into the areas, along
with table games. swimming, and playground olympic activities. We will
attempt to offer those activities that will allow us to supervise the
maximum number of the youngsters.
5. PROGRAM IDEAS
A. Arts and Crafts
This program will be offered in such a manner that the progects may be com-
pleted in a day or two and taken home. They will be able to take the
completed project home and some examples of the crafts will be copper
tooling, leather work, water colorings, etc. Every effort will be made to
reach every youngster.
B. PLAYGROUND OLYMPICS
The new playgrounds will be incorporated into our city wide summer play-
ground olympics program. Each park competes with every other park in such
activities as sack races, three legged races, etc. Each park has their own
eliminations to determine the park contestants and these then meet their
counter parts in the final events for the park championships. Ribbons are
awarded at each of the parks and City championships.
C. TABLE GAME PROGRAM
All parks and centers, including the ones to be set up under the summer
youth recreation program, will compete against each other to determine the
city champion in such gmaes as checker, scrabble, chess, etc. Eliminations
are conducted on each park and at each center.
D. SWIMMING PROGRAM
Each youngster will be assured a free swimming program, with pools being
open for free swimming every Monday, Wednesday, and Friday. Pools are
located near the target areas. All youngsters will be given the opportunity
to swim.
6. LEADERSHIP
Capable leadership will be provided on each of the target areas. The CETA help
will assist our leaders. The specialists will go into each area with the crafts
and other special projects.

pation, with provisions for effective periodic self -evaluation.
In the case where the Federal financial assistance is to provide or improve or is in the form of personal

or, in the case of a subsequent transfer, the transferee, for the period during which the property is used for a
purpose for which the Federal financial assistance is extended or for another purpose involving the provision
of similar services and benefits, or for as long as the Applicant retains ownership or possession of the prop-
erty, whichever is longer. In all other cases, this assurance shall obligate the Applicant for the period dur-

The Grantee and Delegate agree as follows:
1. WORK TO BE PERFORMED. The Delegate
shall, in a satisfactory manner as determined by
the Grantee, perform all activities in Attachment
"A"
2. COMPLIANCE WITH APPROVED PRO-
GRAM. All activities authorized by this agree-
ment will be performed in accordance with the
approved work program, the approved budget,
the grant conditions and relevant OEO directives.
S. REPORTS, RECORDS & EVALUATIONS.
The Grantee shall supervise, evaluate, and pro-
vide guidance and direction to the Delegate in the
conduct of activities delegated under this con-
tract. The Delegate agrees to submit to the
Grantee such reports as may be required by OEO
directives or by the Grantee, including the re-
ports listed in Attachment "B" according to the
schedule there set out.
The Delegate also agrees to prepare and retain,
and permit the Grantee to inspect as it deems
necessary for grant purposes (in addition to in-
spections authorized by the conditions in the grant
from OEO) the records listed in Attachment "C",
as well as all other records that may be required
by relevant OEO directives, with the exception
of confidential client information. The Delegate
further agrees that the Grantee may carry out
monitoring and evaluation activities to include,
at a minimum, those listed in Attachment "D",
and will effectively ensure the cooperation of the
Delegate's employees and board members in such
efforts.
4. CHANGES. The Grantee may, from time to
time, request changes in the scope of the services
of the Delegate to be performed hereunder. Such

changes, including any increase or decrease in the
amount of the Delegate's compensation, which
are mutually agreed upon by and between the
Grantee and the Delegate, must be incorporated
in written amendments to this contract.
5. COMPLIANCE WITH LOCAL LAWS. The
Delegate shall comply with all applicable laws,
ordinances, and codes of the state and local gov-
ernments.
6. COVENANT AGAINST CONTINGENT
FEES. The Delegate warrants that no person or
selling agency or other organization has been em-
ployed or retained to solicit or secure this contract
upon an agreement or understanding for a com-
mission, percentage, brokerage, or contingent fee.
For breach or violation of this warrant the
Grantee shall have the right to annul this contract
without liability or, in its discretion, to deduct
from the contract or otherwise recover the full
amount of such commission, percentage, broker-
age, or contingent fee, or to seek such other
remedies as legally may be available.
7. SCHEDULE OF PAYMENT. Subject to re-
ceipt of funds from OEO, the Grantee agrees to
reimburse the Delegate for authorized expendi-
tures. An advance of $......... for estimated
expenditures for ......... (months) will be
made to the Delegate, who will submit to the
Grantee vouchers that are sufficient to support
payment under the Grantee's accounting proce-
dures established or approved by the Grantee's
accountant. Within ......... days the Grantee
will approve or disapprove payment of the vouch-
ers, and will make additional payments equal to
the amount of such approved expenditures to the
Delegate. In no event, however, will the Delegate
receive reimbursement for personnel costs ex-
ceeding $.......... or for non -personnel costs
exceeding $.......... except as it has received
prior written authorization from the Grantee,
which is incorporated into and shall be attached
to this contract.
8. TERMINATION. The Grantee may, by giv-
ing reasonable written notice specifying the ef-
fective date, terminate this contract in whole or
in part for cause, which shall include: (1) failure,
for any reason, of the Delegate to fulfill in a
timely and proper manner its obligations under
this contract, including compliance with the ap-
proved program and attached conditions, with
statutes and Executive Orders, and µlth such
OEO directives as may become generally appli-
cable at any time; (2) submission by the Dele-
gate to OEO or to the Grantee of reports that are
incorrect or incomplete in any material respect;
(3) ineffective or improper use of funds provided
under this contract; and (4) suspension or ter-
mination by OEO of the grant to the Grantee
under which this contract is made, or the portion
thereof delegated by this contract. The Grantee
may also assign and transfer this contract to
another grantee when required to do so by OEO
direction.
If the Delegate is unable or unwilling to com-
ply with such additional conditions as may be
lawfully applied by OEO to the grant to the
Grantee, the Delegate shall terminate the contract
by giving reasonable written notice to the Grantee,
signifying the effective date thereof. In such
event the grantee may require the delegate to
ensure that adequate arrangements have been
made for the transfer of the delegated activities
to another Delegate or to the Grantee.
In the event of any termination, all property
and finished or unfinished documents, data,
studies, and reports purchased or prepared by
the Delegate under this contract shall be disposed
of according to OEO directives, and the Delegate
shall be entitled to compensation for any un-

reimbursed expenses reasonably and necessarily
incurred in satisfactory performance of the con-
tract. Notwithstanding the above, the Delegate
shall not be relieved of liability to the Grantee
for damages sustained by the Grantee by virtue
of any breach of the contract by the Delegate
and the Grantee may withhold any reimburse-
ment to the Delegate for the purpose of set-off
until such time as the exact amount of damages
due the Grantee from the Delegate is agreed upon
or otherwise determined.
9. NON-FEDERAL SHARE. The Delegate
will contribute $......... to the program funds.
Such contribution shall be in cash in the amount
of $.......... and in -kind in the amount of

10. REVIEW OF NEW DIRECTIVES. The
