HomeMy WebLinkAboutResolution - 2006-R0148 - Change Order To Contract To Milwaukee Paving Improvements - Granite Construction - 03_23_2006Resolution No. 2006-RO148 March 23, 2006 Item No. 5.27 RESOLUTION BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK: THAT the Mayor of the City of Lubbock BE and is hereby authorized and directed to execute for and on behalf of the City of Lubbock, a Change Order #5 to the Contract for Milwaukee Avenue Paving Improvements, 92nd to 341h Street, ITB #05-029- VK, by and between the City of Lubbock and Granite Construction, and related documents. Said Change Order is attached hereto and incorporated in this resolution as if fully set forth herein and shall be included in the minutes of the City Council. After performance of a construction contract begins, Change Orders may be approved if necessary to 1) make changes in plans or specifications; or 2) decrease or increase the quantity of work to be performed or materials, equipment, or supplies to be furnished. This DOES NOT mean that a department can redefine the project. All work that alters the nature of the thing to be constructed or that is not an integral part of the project objective must be let out for public bid by the Purchasing_Department. Description of change (alteration, deviation, addition, or deletion) caused by conditions encountered during construction not covered by the specifications,and drawipgs of the ro'ect (attach additional a es if necessary): Change the contract to add concrete paving and 20" waterline from 92nd Street to 90 Street along Milwaukee and extend the costruction completion date to June 1, 2006. Change Orders must either be negotiated in the best interest of the City of Lubbock or put out for public bid by the Purchasing Department. Where the Change Order is negotiated, the Change Order must be fully documented and itemized as to costs, including material quantities, material costs, taxes, insurance, employee benefits, other related costs, profit and overhead. Where certain unit prices are contained in the initial contract, no deviations are allowed in computing negotiated change order costs. The unit prices are identical to the original bid items except for 20" C-905 Water Line, Traffic Control, Erosion Control, and Mobilization. The Unit price for C-905 Water line was increased from $55.00/LF to $66.00/I.F to reflect an $1 l .00/LF increase in pipe material cost. Traffic Control was reduced from $12,500/1vIonth to $1,100lMonth due to the limited traffic control required for this portion of work. The original bid for Erosion Control was lump sum for the entire job. The original bid for the entire job was $150,000. The proposed cost for this change order is $2,000, Mobilization was also in the original bid as lump sum for the entire job. The original bid price for mobilization was $1,730,000 for the job, but a direct comparison cannot be made to the original bid item. Granite's proposal for this change order has $127,285.35 labeled as mobilization. Mike Oliver explained that this line item is not based on mobilization costs alone, but has three costs combined together. 1. The striping subcontractor will have to remobilize from the Dallas area to do the striping for this section. The cost for striping mobilization is included in this number. 2. There is reduced efficiency in preparing and paving the 604-foot section. Mike Oliver offered the example that the concrete paving for this section will require one day for each "pass" and there will be four passes. However, the total area of concrete in this section is normally placed in one day where the roadway length will allow. The construction cost due to lower production rates is included in this number. 3. The largest component of this number is overhead; the cost of necessary items that are not directly related to the utility line and paving. Included in this would be things such as salaries for supervisors and bookkeepers, oil and lube trucks and drivers, mechanics, field offices and phone lines for contractor and RPR, etc. Mike Oliver said that they made a big effort to minimize this cost by sharing resources with other Granite construction projects in town, but it accounts for approximately $100,000 of the proposed mobilization item.
