CERTIFICATION OF FUNDING SUPPORT RESOLUTION
WHEREAS, the City of Lubbock, Texas, desires to submit an application for a Louise
Hopkins Underwood Center for the Arts Pedestrian Facility Improvements and Mass Transit
Plaza project to be submitted to the 2005-2006 Texas Department of Transportation Statewide
Transportation Enhancement Program; and
WHEREAS, the Project is designed to provide for improved pedestrian access to the
multiple buildings that comprise the Underwood Center's downtown campus and would enhance
pedestrian safety and navigability in arriving, departing and moving about the campus as well as
their connection throughout the City of Lubbock via mass transit; and
WHEREAS, the City desires to establish its commitment to pledge the 20% match in
accordance with the Statewide Transportation Enhancement Program Guide; and
WHEREAS, the City commits the project's development, implementation, construction,
maintenance and financing; NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LUBBOCK:
THAT the Mayor is hereby authorized to execute all documents necessary for the
submission of the Louise Hopkins Underwood Center for the Arts Pedestrian Facility
Improvements and Mass Transit Plaza Project.

The purpose of this letter is to officially file intent to submit a nomination for the 2005-
2006 Texas Department of Transportation Statewide Transportation Enhancement
Program. Following is a brief description of the project and its associated construction
budget:
Project Description:
The Louise Hopkins Underwood Center for the Arts Pedestrian Facility Improvements
and Mass Transit Plaza is a project designed to safely convey visitors to and from the
Underwood Center through improved pedestrian walkways, traffic calming, and safe
queuing areas and loading zones for mass transit. The project is located at the core
campus of the Underwood Center in downtown Lubbock and would include
improvements to the immediate campus, Mac Davis Lane from Avenue L to Ave J,
Avenue J from Fifth Street to Mac Davis Lane and Fifth Street from Avenue J to the
parking lot of the U.S. Post Office on 4 h Street and Avenue L.
The project involves demolition of existing curb, gutter and street paving and the
construction of new, narrower streets with wide, pedestrian -friendly sidewalks and traffic
calming design features. Additionally, bus and trolley loading pull-outs and associated
pedestrian queuing plazas will be constructed at the Center for the safe transport of
visitors to and from the Center during both daily operations as well as the Center's "First
Friday Art Trail." The Center currently boasts over 500 participants per event from the
West Texas and Eastern New Mexico region for the "First Friday Art Trail" and uses
City Bus Trolleys as mass transit to convey visitors throughout the City and its arts
establishments on the first Friday of each month. Improvements would also include storm
drainage improvements, accessible curb ramps, landscaping, irrigation, site furnishings
and pedestrian lighting associated with the new sidewalks and plazas.
Altogether, the project would provide for improved pedestrian access to the multiple
buildings that comprise the Underwood Center's downtown campus and would enhance
pedestrian safety and navigability in arriving, departing and moving about the campus as
well as their connection throughout the City of Lubbock via mass transit.
Project Construction Budget:
The current opinion of probable cost for the project described above is $2,750,000.00.
The Underwood Center intends to fund its portion of the minimum required match of
20% and will not be requesting those funds from its nominating agency, The City of
Lubbock.
